No. 08-23 — An Ordinance Amending Ordinance 10894-22, to Establish One New Full-Time Position and Amend the Maximum Salaries of Two Existing Full-Time Positions Bill No. 09-23—An Ordinance for Budget Transfers for Various Departments within the City of South Bend, Indiana for Calendar Year 2023 Bill No.10-23 — An ordinance appropriating Additional Funds for certain departmental and City Services Operations for the Year 2023-SUBSTITUTE The full recording of the committee meetings can be found at the following link: https://does.southbendin.aov/WebLink/O/foU349067/Row l.aspx Committee Chair Sheila Niezgodski called to order the Personnel and Finance Committee; Niezgodski at 3:00 p.m. Bill No. 06-23 Kyle Willis, City Controller with offices located on the 12th floor of the County-City Building, presented Bill No. 06-23. He will seek information as to the qualifications of the hiring bonus. Committee Chair Sheila Niezgodski referenced the hiring bonus and asked city controller, Kyle Willis, to seek more information on the topic of the hiring bonus of$4,000. There was open dialogue amongst council members Canneth Lee, and Chair Sheila Neizgodski. The Committee Vice Chair Warner sent Bill No. 06-23 to the Committee of the Whole with a favorable recommendation. Council member Canneth Lee seconded the motion. Motion passed with five ayes. Tomas Morgan - aye Sheila Niezgodski - aye Eli Wax -aye Troy Warner- aye Canneth Lee-aye Bill NO. 06-23 will be sent to the Committee of the Whole with a favorable recommendation. Bill No. 08-23 Kyle Willis, City Controller with offices located on the 12th floor of the County-City Building, presented Bill No. 08-23. This bill is appropriate for the Director of Diversity and Inclusion and Human Rights Executive Director. Wants the same salaries for leadership throughout the city. Sandra Kennedy, Corporation Counsel, 12th floor of the County City Building, Legal Department, stated the current part time city Attorney, has submitted her letter of retirement, and would like to make this position a full time. City Attorney has been part time since 2012 and would like all employee's full time. There is open dialogue between council members Eli Wax, Rachel Tomas Morgan and Karen White. Positions will be re-advertised with the updated salary increase. Sandra Kennedy has researched different salaries within the city and South Bend has the lowest salary for Non-Municipalities, Director of Inclusion is paid less than any other department head in the city. No one in the virtual or present audience that expresses to speak in favor or against the bill. Council member Eli Wax made a motion to amend the ordinance to only include the appropriation for the full-time city attorney position. Motion was seconded by Councilmember Rachel Tomas Morgan. Motion failed by a vote of 2 ayes and 3 nays. Motion was seconded by Councilmember Canneth Lee. Motion failed by a vote of 2 ayes and 3 nays. Bill NO. 09-23 Kyle Willis, City Controller with offices located on the 12th floor of the County-City Building, presented Bill NO. 09-23. The transfer of funds were put into the VPA account, it was an error. Council member Canneth Lee asked how the funds were put into the wrong account? The City Controller is unsure of how the error occurred, as this was done before he was employed with the city. There weren't any viewers in the public or virtual que that expressed interest to speak in favor or opposition of the bill. Council member Eli Wax made a motion to send Bill NO. 09-23 to the full council with a favorable recommendation. Motion was seconded by Council member Rachel Tomas Morgan. Bill NO. 09-23 was sent to the Committee of the Whole with a favorable recommendation. Appropriations for professional services, also for the VPA for non-adult users. $41,000 for Code Enforcement to receive new office cubicles. Pay the county for revenue sharing in the amount of $551,000, on an annual basis. AIMS system appropriations for OVB parking tickets; Police department for equipment, transport vehicles, SWAT unit, with Community Investments to fund stipends with climate ambassadors to reach out to give residents surveys for the Capital Action Plan that's ongoing with officers of sustainability. Remainder of the funds from 2022 that hadn't rolled over. Council members Thomas Morgan asked about the remaining $250,000 that didn't materialize, but it was adjusted and lowered. Councilmember Eli Wax referenced the ARP funds. $3.5 million that the city has, and if had been used. City Controller Kyle stated that not all of it has been used. Council member Karen White asked for the list of agreements that the city has with the county. Council member Sheila Niezgodski references the $250,000; it is new money that has been added to supplement the ARP program; the new housing construction grant. There weren't any viewers in the public or virtual que that expressed interest to speak in favor or opposition of the bill. Council member Eli Wax made a motion to send Bill No.10-23 to the full council with no recommendation. Motion was seconded by Council member Canneth Lee.
