2045 Plan Update- Provides input, and spark ideas about how stakeholders can contribute„
There is a case study on housing, and how this plan can assist. The key ideas are to learn,
strategize and to activate community partners on how to do the work. They laid the foundation
to cultivate connections and facilitate access to opportunities. They learned that there are great
ingredients in South Bend, and we need recipes to bring the ingredients together. There are 3
strengths: 1p ace, Notre Dame, and the river; People are the hometown pride, and the
community organizations that already exist. Resources: The city has good reserves and has
made the right kinds of investments.
The recommendations are:
1. Security- ensure security as a foundation for progress.
2. Dignity- Build the community through relationships,
3. Connect People, places, and resources,
4. Prosperity- Facilitate access to opportunities.
The strategy of the 2045 Plan is to build trust and to promote connections.
1. Plan the framework by building.

2. Plan Implementation by prioritizing; this takes ongoing planning and engagement
with city operations,
3. Sustainable Investment finding areas of investment, grant and federal funding
opportunities.
Council member White apologized and couldn't hear the presentation. Council member Sheila
Niezgodski thanked them for the comprehensive plan; they went all over the city and believe
that that is important. She is looking forward to reviewing it. She thanks the firm and is excited
to see how this plan can become a catalyst for trust and opportunity.
Council member Henry Davis what is the dollar figure for this study. Council member White
stated that the administration would have that information. Caleb stated that they didn't want
it to cost over $200,000.
Council member Lori Hamann asked about transparency and how they can be made better,
usability. Is that one of the suggestions? Mr. Greenspun indicated that they could do better at
transparency. The city government could do better in explaining things to the city members.
President Sharon McBride stated that amount of engagement with community members and
the city, she hadn't seen the quality of service before, and is grateful for the concern that Mr.
Funkhouser and Mr. Greenspun has for the community.
Sue Kessler, 4022 Kennedy Dr, wants to thank Mr. Greenspun for being a great moderator.
She agrees with the federal grants program that should be used for the police. The city's
Finances needed to be presented in a better way to the public. Finances for the city al need to
be better explained to the public.
Jordan Giger,302 S. Falcon St, what can the city do to leverage the reserves? Investment for
affordable housing? Was there an analysis of the city's debt? $64 million bond, were those
factors taken into consideration for that debt?Yes, and the debt is substantially lower than the
$64 million.
Council members thanked Mr. Greenspun and his firm for their continuous effort in helping
the City of South Bend.
