GAMMON Approved and sired � c•i! � 4 ,/7 r ppr 811 me 9 A Mayor ORDINANCE NO. 7s770.tT' AN ORDINANCE AMENDING ORDINANCE NO. 7357-85 TO PROVIDE SALARY ADJUSTMENTS AND SALARIES FOR NEW POSITIONS WITHIN THE HUMAN RIGHTS COMMISSION FOR THE CALENDAR YEAR 1986. STATEMENT OF PURPOSE AND INTENT: Due to funds being provided by the United States Employment Opportunity Commission and Housing Urban Developemnt for this pur- pose, funds are now available for a salary adjustment for the position of Director of the South Bend Human Rights Commission and to fund three ( 3 ) new classifications within the Commission staff. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, as follows: SECTION I . For the calendar year 1986 , Ordinance No. 7357-84 shall be amended as set forth to reflect maximum salaries for 1986 : SALARY/WAGES 1985 1986 1986 Amended Human Rights Director 24,567 25 ,058 26, 311 * Field Worker III -0- -0- 20 ,260 * Investigative Assistant I -0- -0- 17 ,149 * Housing Specialist I -0- -0- 18 , 285 * New Classifications All other salaries shall remain as adopted in Ordinance 7357-84 or as amended heretofore. SECTION II . This oridinance shall be in full force and effect from and after its passage by the Council and approval by the Mayor. The Commission is reimbursed for processing cases that are jurisdictional with the Commission and the federal Equal Employment Opportunity Commission and Department of Housing and Urban Development. The Human Rights Commission, in recent years, has been faced with an ever increasing workload as more cases are being filed (we have attempted to keep you informed of this situation with our quarterly reports) . The large number of cases being filed has placed a tremendous burden on the entire Human Rights Commission Staff. While we don' t think it' s feasible to think in terms of additional Staff, we, the appointed Commission, have found what we believe is a fair way to compensate our present Staff for the work they are doing. We are proposing several changes for the Human Rights Commission. The changes will give the Commission flexibility to accommodate the changing responsibilities of our Staff. I would emphasize that all proposed changes and/or salary increases will be paid by federal funds. The salary increases will bring the Commission' s Staff salaries more in line with what we believe other City employees are being paid who are doing work of similar skill, effort and responsibility, at no additional cost to the City. 1- - -- - -- -- - - - - - - -- '-— .—._ - - __a_ Members of the City Council November 27 , 1985 Page Two Your favorable approval of this Ordinance is appreciated.
