ORDINANCE NO. 7 7Y-s5'' AN ORDINANCE AMENDING CHAPTER 9, ARTICLE 3 OF THE SOUTH BEND MUNICIPAL CODE, ENTITLED AMBULANCE/MEDICAL USER FEE AND DEDICATED FUND STATEMENT OF PURPOSE AND INTENT: By Ordinance No. 6483-78, 6897-81, and 7414-84, the South Bend Common Council has established fees which will offset partially the expense of providing ambulance and paramedic services to the citizens of South Bend and a dedicated fund for such fees as received . In conformity with the requirement of an annual review of user fees, the Council finds that adjustment of current fees are required in order to reflect more accurately the cost of providing ambulance and paramedic services . NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, as follows : SECTION I. Chapter 9, Article 3 of the South Bend Municipal Code, entitled Ambulance/Medical User Fee and Dedicated Funds, shall be amended at Section 9-16, to read as follows : Section 9-16. Ambulance/Medical User Fee established . ( a) The following user fee schedule shall be charged for all ambulance/medical services provided by the City through its paramedic branch of the Fire Department. (1) Basic Fee -$-7-5-.-O-0- $85. 00 (2) Mileage Fee (per patient miles, minimum 1 mile $r.- $2 . 00 (3) Emergency Fee (red lights and siren) $-1-5.-(}0 $25. 00 ( 4) Oxygen Fee $20. 00 (5) EKG Monitor $25. 00 (6) Advanced Life Support $125. 00 (7) Mast $30. 00 (8) Intubation $25. 00 (9) CPR $30. 00 (10) Disposable Equipment Replacement $ 5. 00 (11) Non-resident Fee $50. 00 ( 12) Non-transport Fee $25. 00 • (c) The above fees shall take effect on -1-,-18.5-, January 1, 1986. SECTION II. The additional revenues generated by the above rates shall be dedicated to defraying the expenses of the E.M.S. operating budget, a part of the general fund of the City of South Bend. All monies collected will be dedicated 46% to the E.M.S. Capital Fund and 54% to the E.M.S. operating budget. SECTION III. TAYLOR November 22 , 1985 Fire Chief Members of the Common Council 440 County-City Building South Bend, IN 46601 Dear Council Members: The Fire Department proposes to amend the ordinance regulating ambulance and medical user fees, effective January 1st, 1986 . This proposal is based upon the requirement for an annual review of user fees. The proposed new fees begin to reflect, more accurately, the cost of providing ambulance and paramedic services . A major consider- ation in establishing these new fees is the charges allowed and payable by health insurance policies like Medicare, Medicaid and supplemental insurance for our ambulance services , while minimiz- ing any additional out-of-pocket expenses to the citizens of South Bend. Two of the new proposed charges are unrelated to health insurance policies for ambulance services . The non-transport fee is intended to defray some of the expenses incurred by the Fire Department for responding to emergency calls, providing emergency services , but not transporting the recipient of these services at the individual ' s request. Normally, emergency medical service runs have not been billed unless transportation was provided to an area hospital . The non-resident fee is for emergency medical services provided to indi- viduals who do not live in the City of South Bend. The proposed new rates for 1986 reflect our concern to hold down out-of-pocket expenses to the citizens while, at the same time, reducing the gap between the expenses and revenues associated with providing ambulance and paramedic services .
