ORDINANCE AMENDING CHAPTER TWO, ARTICLE 13 OF
THE SOUTH BEND MUNICIPAL CODE BY ADDING AN
ADDITIONAL ECONOMIC DEVELOPMENT TARGET AREA
THERETO
STATEMENT OF PURPOSE AND INTENT:
The 1983 Indiana General Assembly amended I .C. 36-7-12 to
provide at I.C. 36-7-12-38 for the designation of economic
development target areas by the Common Council upon favorable
recommendation of the Economic Development Commission. The South
Bend Economic Development Commission has recommended favorably the
designation of the geographic territory of the City of South Bend
described below (Area) as an Economic Development Target Area.
NOW THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL,
as follows:
SECTION I. The Common Council finds the designation of said
Area as an Economic Development Target Area to be of economic
benefit to the City of South Bend and its citizens.
SECTION II. The Common Council finds that the Area qualifies
as an Economic Development Target Area because it has become
undesirable or impossible for normal development and occupancy
because of a lack of development, cessation of growth and
deterioration of improvements.
SECTION III. Chapter 2 , Article 13, of the South Bend Municipal
Code shall be amended to add a new subsection (f ) , which shall read
as follows:
Two parcels of land being parts of the City of
South Bend, Portage Township, St . Joseph County,
Indiana, and being more particularly described as
follows, viz:
Beginning at the intersection of the southeasterly
right-of-way line of the Chicago, Indiana, and
Southern Railroad and the first alley north of
Lincolnway West, extended, in said City; thence
Southeasterly, South and East along said alley,
including Lot 11 of the Augustine Addition, to its
intersection with the centerline of Blaine Avenue;
thence South along said centerline to its
intersection with the centerline of Lindsey
Avenue; thence East along said centerline to its
intersection with the centerline of Allen Street;
thence South along said centerline to its
intersection with the first alley north of
Lincolnway West; thence South and East along said
alley to its intersection with the centerline of
Cushing Street; thence South along said centerline
to its intersection with the south boundary of
Jas. Kent's Subdivision of Bank Out Lot 114 and
part of 113; thence Northeasterly along said
boundary and continuing along the south boundary
of Burrough' s Subdivision of Out Lot 115 to its

SECTION V. This Ordinance shall be in full force and effect
from and after its passage and signature by the Mayor.

RESOLUTION OF THE SOUTH BEND ECONOMIC DEVELOPMENT
COMMISSION DECLARING A CERTAIN AREA OF THE CITY OF
SOUTH BEND TO BE ECONOMIC DEVELOPMENT TARGET
AREAS.
WHEREAS, I.C. 36-7-12 has been amended by the Indiana General
Assembly to provide for the designation of specific geographic areas
in the City of South Bend to be Economic Development Target Areas;
and
WHEREAS, I.C. 36-7-12-38 requires the favorable recommendation
by the Economic Development Commission to designate certain
geographic territories in the City of South Bend as Economic
Development Target Areas; and
WHEREAS, the geographic territory of the City of South Bend
described below (Area) qualifies as an Economic Development Target
Area because it has become undesirable or impossible for normal
development and occupancy because of a lack of development,
cessation of growth and deterioration of improvements; and
WHEREAS, the South Bend Economic Development Commission finds
the designation of the Area as an Economic Development Target Area
to be of economic benefit to the City of South Bend and its
citizens.
IT IS HEREBY RESOLVED by the South Bend Economic Development
Commission that pursuant to I .C. 36-7-12-38 the following specific
geographic territory of the City of South Bend be declared an
Economic Development Target Area:
Two parcels of land being parts of the City of
South Bend, Portage Township, St. Joseph County,
Indiana, and being more particularly described as

Re : Ordinance Amending Chapter Two, Article 13 Of The South Bend
Municipal Code By Adding An Addditional Economic Development
Target Area Thereto , Commonly Known As The South Bend Central
Development Area
Dear Councilmen:
On October 21, 1983 , the Economic Development Commission, by
Resolution, requested the South Bend Common Council to pass an
Ordinance establishing economic development target areas , which was
accomplished by the passing of Ordinance No . 7267-83 on November 14,
1983 .
On November 15 , 1985 , the Economic Development Commission Resolution
requested the South Bend Common Council to pass an Ordinance amending
Chapter Two, Article 13 of the Municipal Code by adding an additional
economic development target area, which was accomplished by the
passing of Ordinance No . 7577-85 on December 16 , 1985 .
For purposes of increasing established economic development target
areas for purpose of issuing economic development commission bonds
for certain economic development facilities , the Economic Development
Commission, on December 16 , 1985 , passed a Resolution expanding the
existing target area. The proposed Ordinance is to likewise have
the Issuer designate the additional area to be target areas .
