CITY OF SOUTH BEND DEPARTMENT OF PUBLIC WORKS DIVISION OF ENGINEERING TO: Board of Public Works THROUGH: Kara Boyles, Ph.D, P.E., City Engineer FROM: Chana Roschyk, Project Engineer SUBJECT: Lafayette and Madison Multi-Way Stop Warrant Analysis (TR23-060) DATE: September 25,2023 Purpose The purpose of this study is to determine whether any traffic control improvements are warranted at the intersection of Lafayette Boulevard and Madison Street. The Engineering Division internally generated a concern based on a development at the intersection. This memo summarizes the warrant analysis conducted to assess the need for a permanent all- way stop at this intersection and the proposed recommendation. Location/Description Both Lafayette Blvd. and Madison St. are classified as local roads with one travel lane per direction. This intersection is located in an area zoned “Downtown”. Adjacent to the intersection in the northwest direction, there is zoning for “residential urban neighborhood”. At the northwest corner of the intersection, there is a new building (Portage School of Leaders) which is currently under construction. Commercial buildings are present at the southwest corner. Parking lots are located at the southeast and Northwest corners of the intersection. Warrants The Manual on Uniform Traffic Control Devices sets forth the following requirements to warrant the installation of multi-way stop control: The following criteria should be considered in the engineering study for a multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi- way stop installation. Such crashes include right-turn and left-turn collisions as well as right- angle collisions. We deliver services that empower everyone to thrive! C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Existing Traffic Controls This intersection is currently controlled by a two-way stop where Madison St. stops in both directions and Lafayette Blvd. is the through street. Northbound traffic on Lafayette Blvd. continues 500 ft. before reaching an intersection with Marion St. which is controlled by an all-way stop. Southbound traffic on Lafayette Blvd. continues 300 ft. before reaching an intersection with LaSalle Av. which is a signalized intersection. Eastbound traffic on W Madison St. continues 430 ft. before reaching an intersection with Main St which is controlled by a two-way stop where traffic on Madison stops, and Main St. is the through street. Westbound traffic on W Madison continues 415 ft. before reaching an intersection with N William St. which is which is a signalized intersection. Street Geometry Lafayette Blvd is a 42 ft. wide roadway on the north and south side of the intersection. On both approaches, parking is restricted on both sides of the street. Madison St is a 42 ft. wide roadway to the east and west of the intersection. Parking is unrestricted on Madison St. on both sides of the street. Collision Data Five years of collision records were accessed, the greatest three years of volume were analyzed. In the Aries portal (January 1, 2018 – December 31, 2022). Fourteen incidents occurred at this intersection in this three-year period; more specifically, there were four (4) incidents in 2019, five (5) incidents in 2020, and five (5) incidents in 2021. Based upon primary factors or narrative listed in the police report, eleven (11) of these incidents were right-angle collisions. This data meets the threshold for a multi-way stop warrant, which is a minimum of four (4) right-angle collisions in a 12-month period. Other Considerations Optional criteria for an all-way stop include the need to control left turn conflicts, high pedestrian volumes and vehicle/pedestrian conflicts, visibility conflicts, and two similar residential neighborhood streets. There is an addition of a school, Portage School of Leaders, which is currently under construction. This school is located at the northwest corner of the intersection of N Lasalle Blvd and W Madison St. Given this, vehicular, pedestrian and bicycle traffic are anticipated to increase. The picture to the right is taken from the stop sign for the northbound travel lane on N Lafayette Blvd at the southeast corner of the intersection. Recommendation Collision data warrants a multi-way stop, as does major street approach traffic volume. There are additional considerations that impact the safety of this intersection. Additionally, with the new Portage School of Leaders school, pedestrian traffic through this intersection is encouraged and should increase. Given the collisions and expected pedestrian traffic increase, the Engineering Division recommends adding stop signs on N Lafayette Blvd. at the intersection with W Madison St. to make the intersection an all-way stop.
