The pre -construction meeting was held on July 12, 2023, and the start of demolition was July 28, 2023 which is 64 days after the receipt of the bids. During the demolition there was additional asbestos found in all the building floor slabs which required special abatement and removal. This required additional inspection time because it delayed the Contractors progress. Due to this fact full time construction administration service has been extended to the new proposed completion date assumed to be November 17, 2023. Upon the request of the of the City of South Bend inspection services will be reduced for the period remaining under the extended inspection services as indicated in email from Zach Hurst on Sept. 28, 2023, to approximately half the previous full-time services. This inspection review does not account for any inspection time necessary for the establishment of grass cover. A late completion date and sufficient ground coverage cannot be guaranteed to meet the SWPPP obligations. At the time of the Nov. 17, 2023 completion Abonmarche will turn over final inspection processes to the City of South Bend for remaining compliance of the approved SWPPP plan.
