AN ORDINANCE TRANSFERRING $510,314.00 AMONG
VARIOUS ACCOUNTS WITHIN THE DIVISION
OF COMMUNITY DEVELOPMENT
STATEMENT OF PURPOSE AND INTENT:
In order to assure the efficient and timely utilization of Community
Development Block Grant funds, and that the immediate needs of specific activities
are met, transfers among accounts are necessary.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
SECTION I. The sum of $510,314.00 is hereby transferred among accounts as
set forth below:

Dear Council Member:
The attached bill submitted for your consideration and approval will transfer
$510,314.00 between CD accounts. Detailed descriptions of the proposed changes
follow.
1) The $20,000 transfer from Community Development Mgt./Inspection to
Bureau of Housing Management & Inspection reflects actual need as
recalculated.
2) Under a technicality, HUD will not allow us to fund new housing
construction through South Bend Heritage Foundation. The $65,000
transfer to Monroe Park Housing will allow us to contract with the
Monroe Park Development Corporation for such construction.
3) The transfer of $50,000 from South Bend Heritage to the Near West
Side Commercial Loan project combines the funds for Chapin St.
Commercial Loan with those for the West Washington Commercial Loan,
as requested. This change allows the collective funds to be used
on either strip.
4) Similarly, the $15,000 from Rum Village is combined with the
Studebaker Corridor funds to allow all funds to be used in
either area.
5) The $15,000 from Program Income to Neighborhood Housing Services
is a reappropriation of 1984 funds NHS has returned to us. During
the most recent cuts, NHS suffered the greatest loss. This
allocation will rectify the disparity.

6) The transfer between 1986 and 1985 Housing Rehabilitation Funds is
merely a technical transfer necessitated by the late arrival of our
1986 Grant Agreement.
7) The Western Ave. Commercial Loan transfer of $95,418.00 reflects
the unobligated balance at the end of this contract. The 1986
Commercial Strips allocation will be used for the Citywide
Commercial Loan program now being developed.
