AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA APPROPRIATING $129,500 WITHIN THE U.D.A.G. FUND (FUND 410) OF
THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT FOR THE
PURPOSE OF PROVIDING PREDEVELOPMENT COSTS FOR POTENTIAL
DEVELOPMENT PROJECTS WITHIN THE CITY OF SOUTH BEND
STATEMENT OF PURPOSE AND INTENT
In order to assure the efficient and timely utilization of Urban Development Action Grant
Reimbursement Funds and to further the implementation of the redevelopment plans within the City,
certain appropriations are necessary.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
Section I. The sum of $129,500 is hereby appropriated and set aside within the U.D.A.G. Fund 410
for the Department of Community and Economic Development for calendar year 2003 for predevelopment
costs of potential development projects within the City of South Bend.
Section II. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Dear Council Member:
The attached bill for your consideration and approval will appropriate $129,500 of Urban
Development Action Grant reimbursement funds for Predevelopment costs for pending
development projects within the City. As we have discussed previously, predevelopment
costs include items such as: market studies, appraisals, preliminary site plans, surveys, title
work, environmental studies, etc. which are necessary to determine the feasibility of a project
and determine whether it can/should proceed. In addition, $45,150 of this amount re-
appropriates the unused 2002 amount for City Plan and $9,500 represents the City Plan
contributions from our corporate sponsors.
