AN ORDINANCE APPROPRIATING $67, 000 . 00 FROM
THE LOCAL EQUAL HOUSING OPPORTUNITY FUND
TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND THROUGH ITS HUMAN RIGHTS COMMISSION
AND DEPARTMENT OF ECONOMIC DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend is committed to equal opportunity
in housing. In attempting to achieve this goal, a local Human
Rights Commission has been established. This Ordinance will enable
the Human Rights Commission to develop and implement programs
designed to promote equal opportunity in housing.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $67, 000.00 is hereby appropriated
for the period beginning April 1, 1986 , from the Equal Housing
Opportunity Fund. The appropriation shall be used for the expenses
of the Human Rights Commission incurred under a federal grant
awarded the Commission by the U.S. Department of Housing and
Urban Development. The appropriation shall be administered by the
Human Rights Commission and Department of Human Resources and
Economic Development and will be administered as set forth below:

SECTION II . This Ordinance shall be in full force and
effect from and after its passage by the Common Council and
approval by the Mayor.

Dear Council Members:
The Human Rights Commission has been awarded a grant from the
U.S . Department of Housing and Urban Development. The purpose
of the grant is to provide the Commission funds to develop and
implement a more effective fair housing program in the community.
We are placing before you for your consideration, the attached
Ordinance appropriating the $67, 000 .00 awarded the Commission
by HUD. Your favorable approval of the Ordinance is appreciated.
I will be happy to answer any questions you might have regarding
this matter.
