Councilmember Warner offered Amy Hill the chance to propose the Transpo budget. Ms. Hill announced she would gladly answer questions but had nothing more to add to the presentation previously provided to the public and City Council. Chair Warner indicated he has received email inquiries; however, none of them pertained to the Transpo budget. Chair Warner confirmed with Council Attorney Bob Palmer that this budget passed favorably by vote of the Committee of the Whole. Councilmembers thanked Hill and expressed the Council's gratitude. The meeting shifted over to the City Controller, Kyle Willis,with offices on the 12th floor County-City Building who provided final comments. According to Mr. Willis, an entirely new interfund transfer was made to the MVH fund to boost earnings and make up for a probable negative fund balance in 2024. Full details will be prepared for the upcoming Council meeting on September 10, 2023. According to Mr. Willis, that was the only modification that had been made since the previous public hearing. Council Member Karen White informed the Vice-Chair of the Committee that the City Controller has responded to all of her inquiries. Mr. Willis acknowledged Mr. Lee's request and emphasized his statement in his public remarks. Council President Sharon McBride proceeded with her questions about the$900,000 ARP funds that have not been allocated. There was discussion among the members of the council about the $900,000 surplus and whether there was a chance that the council might obtain those funds or more to devote to residential neighborhoods for curbs and sidewalks. Council member White asked if all the $32 million ARP dollars have been allocated and are there any dollars not accounted for. Mr. Willis indicated that although some of the monies have been distributed and almost all the dollars are allocated. He will provide a breakdown of where all the dollars are being allocated or encumbered. Mr. Warner then invited council members and/or the public to ask any other questions. As there were none, the discussion concluded.
