2 013 South Bend Common Council
The February 19, 2013 meeting of the PARC Committee of the South Bend Common
Council was called to order by its Vice-Chairperson, Council Member Dr. Fred Ferlic at
5:30 p.m. in the Council's Informal Meeting Room.
Council Members on the PARC Committee include Chairperson Henry Davis, J., Vice-
Chairperson Dr. Fred Ferlic, Gavin Ferlic and Tim Scott.
Persons in attendance included Council Members Scott, Gavin Ferlic, Henry Davis, Jr.,
Dr. Fred Ferlic, and Council President Derek D. Dieter; candidates to be interviewed:
Dennis Andres, Jr., Thomas Cuggino, Gregory Downes, Ralph Lampkin, Jr., Pong Yin
(Amy Le) Le, Michael Neises, Andrew Nemeth, Council Member Valerie Schey, Jack
Smith, Richard Stifel, and Council Member Dr. David Varner; and Kathleen Cekanski-
Farrand, Council Attorney.
Dr. Ferlic noted that the purpose of the meeting was to interview eleven (11) individuals
who had submitted their applications for consideration to be appointed to the Century
Center Board of Managers. Each candidate was called alphabetically and interviewed
separately. Andrew Nemeth was disqualified in light of a recent move into the county
and not meeting the city residency requirement.
Following the last interview, PARC Chairperson Council Member Henry Davis, Jr., who
joined the meeting in progress at 5:58 p.m. adjourned the meeting at 6:50 p.m. noting
that advisory recommendations would be made next Monday.
