Board of Finance City of South Bend, Indiana 2013 Board of Finance Meeting Minutes The Board of Finance President, Council Member Gavin Ferlic called the January 28, 2013 meeting of the Board of Finance to order at 5:55 p.m. in the Council Informal Meeting Room, 4th Floor County-City Building. Persons in attendance included Council Members Scott, Henry Davis, Jr., Schey, Dr. Ferlic, Dr. Varner, Oliver J. Davis, Gavin Ferlic, Dieter and White; City Controller Mark Neal, Assistant Controller John Murphy, Interim City Attorney Aladean DeRose, Paul W. Clifford, Jr. of 1st Source Bank, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Gavin Ferlic noted that the Board of Finance meeting is being called pursuant to the notice sent by the Office of the City Clerk on January 24, 2013. Such a meeting is required by Indiana state law and must be conducted before the end of January each year. The first item on the agenda was to election officers for 2013 for the Board of Finance. Upon voice motions, Council Member Gavin Ferlic was re-elected as President and Tim Scott was re-elected as Board Secretary. Board President Ferlic then called upon the City Controller Mark Neal to give a presentation on the "Annual Investment Report for the Year Ended December 31, 2012" which consists of 37-pages and sets forth detailed information on the following topics: • Executive Summary • Report of 2012 Investments • Report of Interest Earnings • Report of Outstanding Loans • City Recommendations • Payroll Stale Dated Checks • Disbursement Stale Dated Checks • Investment Policy recommended for 2013 • Stale Dated Check Policy recommended for 2013 • Cash Reserve Policy/Procedure recommended for 2013 Following a presentation summarizing each of the above [which are attached] voice motions were made to approve each report and recommendation, with the motions passing. The Committee also approved a motion to have City Controller Mark W. Neal and Deputy City Controller John H. Clifford, Jr., the Business Representative from 1st Source Bank who is assisting the City of South Bend on various financial matters. The January 29, 2013 meeting of the Community /Campus Advisory Coalition was held at the South Bend Common Council Chambers, 227 West Jefferson, Suite 400, South Bend, Indiana. The meeting was called to order at 3:37 p.m. by South Bend Common Council Member at Large Gavin Ferlic. Mr. Ferlic asked that everyone introduce themselves and to please sign in. Attendees included: Former Council Member Ann Puzzello, Attorney for the South Bend Common Council Kathy Cekanski - Farrand, University of Notre Dame Representatives Tim Sexton and Student Government President Brett Rocheleau, Campus Housing Representative Jeff Shoup, Alcohol and Beverage Board Representative Mike Carrington, Robinson Center Adult Program Coordinator Marguerite Taylor, Americorps- Robinson Learning Center Representative Luella Webster, Mark Kramer of Kramer Properties, Kahli Anthony of Holladay Properties, Representative of IUSB Jeff Jones, South Bend Police Captain Robert Hammer, Neighborhood Resident Matt Costello, City of South Bend Employees, Assistant City Attorney Ann -Carol Nash, City Code Enforcement Director Cathy Toppel, Paralegal Mary Arndt and South Bend Tribune Reporter Margaret Fosmoe. Gavin Ferlic announced the Election of Officers for the 2013 Calendar Year as Presiding Officer — Gavin Ferlic and Recording Secretary — Legal Department. Council Member Ferlic then requested that everyone give an update since the last meeting. Captain Robert Hammer stated that with the new administration in the Police Department staff will be identified and though many issues have been resolved over the last few years - the ones still around will continue to be worked on. NOTRE DAME Tim Sexton stated that there has been good crime prevention at Notre Dame and in late February/mid -March there will be an Art Prints Studio put in at the Notre Dame Center of Arts and Culture on Washington. The dedication /blessing will be on March 26 with a Community Open House on March 27. Jeff Shoup, for Notre Dame Office of Housing, stated he wants to give graduate students more opportunities to live off - campus. The office fell away 10 -12 years ago and they have been trying to get back in place for these services. Graduate students make up 1 /3rd to 40% of the Student Body, but there are few services for them. There was a discussion regarding upgrading the services available and offers to help with mediation, neighborhood complaints and finding housing. There was an emphasis on International students as they may require more assistance. The current site to access is housing.nd.edu /off campus. Brett Rocheleau reported the Chief of Police met off campus on campus safety. There were not many break -ins over the holiday but several pedestrians were struck in the Twyckenham and Vaness crosswalk. There will be a motion detection system there by April that will allow a button to be pressed to warn drivers of pedestrians there — the flashing yellow turns red. There will be two at Vaness and two on Douglas Road. There will be a new Student Body President coming in for the next meeting. M1 Jeff Jones stated that the Chancellor is retiring on June 30, 2013 and the search is on for a new Chancellor. Three candidates have been interviewed and a fourth will visit in future. The recommended candidates will go to Bloomington and the choice will then be made. The retiring Chancellor will continue as an Instructor. NEIGHBORHOODS Mike Carrington stated that the Excise Police have been out during football season and have been doing a great job regarding enforcement including permits and licenses. Matt Costello reported that complaints in the neighborhoods on student housing are way down since,October of last year. 2012's lawn parking program went well noting it is usually the same people and same properties in violation. Khali Anthony stated Holladay properties was developing Belfrey and Darby Row. She is planning an Open House and they are bringing amenities to Student housing geared toward off - campus housing. Marquerite Taylor and Luella Webster both discussed the Northwest Neighborhood Association Conference where they met with Captain Hammer. Looking at crime statistics, theirs are some of the lowest in the City. At the Safety Committee Meeting they ran out of chairs, which had never happened before — things are going very well. Mark Kramer stated there were 0 break -ins over the break and no attempts. Kramer Properties is now leasing for the 2014 -2015 school year. Cathy Toppel reports that complaints regarding student housing are down as were complaints about lawn parking. 2 CITY COUNCIL ISSUES Kathy Cekanski - Farrand announced that the City Council will be hosting a reception for the new Chief of Police at the Kroc Center at 7:00 p.m. on February 7, 2013. They want to work with Tim Scott on social media - networking presence on the web. The Snow Shoveling Ordinance was passed. The Urban Chicken Ordinance was passed but not final — need input on it as it will be passed in a month. Gavin Ferlic apologized for the delay in completing the Student survey — there is funding for I -Pads but still no response from Bethel or Holy Cross. Notre Dame students are working on finalizing the survey. There are proposed new rules for "Bike Michiana" to continue to promote a bike friendly community and maybe get involved in some legislation in this area. Jeff Jones whole - heartedly agreed as there have been some tragedies and the community is becoming more bike friendly and encouraging — particularly around Riverside. Captain Hammer put in that Officers have worked on bike safety and there is sensitivity to any type of action. Becoming more aware is the key to safety. Ann -Carol Nash stated the legislative effort of this group needs to be clarified. There is a real need to view the community as bike friendly — particularly downtown. Captain Hammer pointed out a cyclist has the same rights and responsibilities as motorists. There was a Motion made for support of Bike Legislative efforts that passed. Council Member Ferlic thanked everyone for attending. The next meeting was tentatively set for March 20, 2013 at 4:30 p.m. at the new Downtown Sub Station. The meeting was called to order at 3:32 p.m. by South Bend Common Council Member at Large Member Gavin Ferlic. Gavin Ferlic requested that each person provide an update since the last meeting. Matt Costello reported things are going well in the neighborhood and further that there are a few drunken day time parties, but none at night, a great improvement. Jeff Shoup reported that moveouts will begin around May 9, so there will be increased U -Hauls in the area. Mike Carrington reported that the ABB met today and one of the issues the Board considers is permit renewals when there have been violations. He spoke of a specific (unnamed) establishment that is very cooperative and tries hard to enforce the law, but that false IDs are a problem, and it is the students who are the problem. The business faces a $500 fine for the first violation, $1000 fine for the second. At the time of a recent violation, there were 200 students in the building. In one case an underage drinker had no ID and used another student's false ID. Students need to know they can be arrested for this. Mike explained that the ABB reviews license requests, and businesses must appear if there are any violations. He also explained that the excise police officer is the one permanent member of the board. Robert Hammer reported that the SBPD works with the excise police and that there is a huge education component to what both agencies do. He also noted that CCAC is proactive and that it is good to be a part of it. The Blue and Gold game took place this past weekend, with little to no issues. Tim Sexton reported that Keri Kay Shabatta hosted a panel discussion on safety and noted that UND will continue to communicate with students about the issues. Alex Coccia reported that the first weekend back to school is a football game and that Student Government plans to communicate with students. The B100 Block Party is a Friday, but the date is not set. This will be communicated to neighbors. Matt Costello commented that it is important to get off on the right foot with new people, noting that kids are hyped the first weekend and that the Block Party is a good idea. Alex further noted plans to reach out to freshmen over the summer and to have a Silver Hawks outing the first week of school. Mayor Pete hosted a Mayor's Night Out at a residence hall, with over 200 people in attendance. Alex will work with Tim on a summer email. Marguerite Taylor of RCLC extended thanks to Bill Stenz for the prompt removal of red paper cups on Eddy. Mark Kramer noted there was a problem with trash and that students responded quickly; students were called between 4 and 5:OOp.m.; they responded by 6:OOpm. At 7:OOa.m., it was cleaned up. The students had missed trash day. LuElla Webster reported that the Robinson Center Photography Club participated in a project that involved the students taking photographs in the Northeast Neighborhood. The photographs and accompanying articles will be archived at the Center for History. Communiversity Day was great, with 640 -650 students in attendance. They are also working in conjunction with students at St. Joseph High School. Their work benefitted Potawatomi Park, Unity Gardens and REAL Services. Mark Kramer reported that there will be moving activity coming up, along with his yearly fix -up and spring clean -up projects. Things are going well, with no problems. Mark is moving back into South Bend and noted that he will be able to respond quickly to trash 2 pickup requests. Mark also noted that burglaries are down, almost non - existent, thanks to the Dominic Zultanski and others in the SBPD burglary unit. Tim Sexton noted that he has received few a -mails about programs and has identified the landlord with respect to a problem on Marion. The Relay for Life took place at Compton Ice Area on 4- 12 -13, with 1937 in attendance and over $200,000 raised, compared to 1425 in 2012 and $175,000. Kahli Anthony of Holladay Properties reported that residents will be moving into the Belfry in June; most are filled but not all. Decorative bells for the belfry have arrived. Ann Carol Nash added that the SBPD Burglary Unit also works with local second -hand and precious metal dealers, to provide education on how to avoid accepting stolen goods. Because of their fine work, the City was able to close a business dealing stolen items. Emily Flower reported that 180 people participated in the April 6, 2013, Homeward Bound Walk, which raised money for six organizations: Center for the Homeless, Hope Rescue Mission, Habitat for Humanity, Hannah's House, Bridges Out of Poverty, and Robinson Community Learning Center. LouElla Webster noted that there are still loud parties on Corby, but no real problems Kathy Cekanski Farrand presented a draft ordinance, which officially establishes the Community Campus Advisory Coalition, defines its duties and responsibilities, and outlines its operation. The ordinance name is An Ordinance of the Common Council of the City of South Bend, Indiana, Amending Various Sections of Chapter 14, Article 9, of the South Bend Municipal Code, Addressing the Community Campus Advisory Coalition (CCAC). Discussion on the ordinance: IU Medical School (South Bend) should be an unofficial member of CCAC. Mike Carrington stated the ordinance should refer to the Alcoholic Beverage Board, not the Commission. The City of South Bend Director of Code Enforcement should be included as a member and asked to attend meetings. There was a motion to accept the amended ordinance. The motion was second and passed by affirmation. A post -vote agreement was made to change the meeting frequency to read "not less than 4 times per year." Gavin Ferlic reported on results of the recent CCAC Survey: 3500 responses representing a diverse sample. The survey will help improve the student experience while attending school in South Bend and provide officials with tj information on how South Bend can encourage students to remain in South Bend after graduation. It provides a snapshot. Analysis summary: The more students get to know South Bend, the more they think positively they think of it. This supports encouraging students to participate and engage in the community. There were no significant differences between classes in the responses, except that seniors are more likely to say they would considering staying in South Bend. Students perform 45,000 hours of community service in South Bend and spend 60,000 hours in local dining establishments. Top two factors in getting students to stay in South Bend after graduation are employment ( #1) and entertainment ( #2). Mike Carrington noted there needs to be a perception of safety in the community. Gavin Ferlic reiterated that the key is linking students to the community. Tim Sexton conveyed thanks from University of Notre Dame. The meeting adjourned at 4:25p.m. The next meeting will be held August 20, 2013, at 3:30p.m. Location is tentatively set for Robinson Community Learning Center, but will be confirmed closer to the date and noted in the meeting reminder.
