CONTROL OF WORK A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 105 B. Additions: 1. The complete responsibility for this project lies with the Director of Public Works of the City of South Bend, Indiana acting through his authorized representatives. 2. Construction Engineering - The Contractor shall provide all the necessary, qualified personnel, equipment and supplies to perform all work required under this item. There will be no direct payment for this item. 3. The contractor is responsible to maintain the site which includes but is not limited to; dust control, site security, erosion control, and protecting adjacent properties. 4. Work hours for the Project shall be from 7:00 a.m. through 6:00 p.m., Monday through Friday. No work shall be permitted on weekends, Holidays, or after hours unless approved by the City of South Bend Department of Public Works. VIII. LEGAL RELATIONS A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 107 B. Additions: 1. The Owner, where mentioned in these documents, is the City of South Bend. The Engineer, where mentioned in these documents, is . 2. The Contractor shall apply for and obtain any and all required permits for the work from local, state, and federal agencies and shall comply with permit requirements, including the St. Joseph County / City of South Bend Building Department. 3. If the Contractor awarded this contract is not a resident of Indiana, within thirty days, the Contractor shall provide the Owner with proof that the Contractor is duly licensed, qualified and registered with the Secretary of State of Indiana to engage in business within the State of Indiana. 4. The Contractor shall comply with all provisions of Indiana Code 5-16-13, as amended. The Owner reserves the right to immediately terminate the public work project awarded should the Contractor be found to be in violation of any provision of Indiana Code 5-16-13 and such violation shall result in the forfeiture of Contractor’s performance bond to the Owner. IX. PROSECUTION AND PROGRESS A. Prevailing Specifications: 2022, INDOT Standard Specifications Sec. 108 B. Additions: 1. The project will have a completion date of January 26, 2023. The contract time will start when the Notice to Proceed is delivered and signed. 2. The City, Engineer, and Contractor will hold a pre-construction meeting following award of the contract. The date of the Notice to Proceed will be agreed at that meeting. 3. Contractor shall provide a schedule to the Owner prior to beginning any work on the site. Version 04/21/2023 Page - 3 Public Works Quote X. CHANGE OF CONTRACT TIME A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B. Additions 1. The Contract Time may only be changed by Change Order. Any Claim for an extension in the Contract Time shall be based on written notice delivered to the Department of Public Works within seven (7) calendar days of the occurrence of the event giving rise to the claim. Notice of the extent of the claim with supporting data shall be delivered within fourteen (14) calendar days after such occurrence unless an official of the Public Works Department allows an additional period of time to ascertain more accurate data. The Contract Time will be extended in an amount equal to time lost to delays beyond the control of the Contractor if a claim is made in accordance with this provision. Such delays shall include acts of neglect by the Public Works employees, or to fires, flood, labor disputes, epidemics, abnormal weather conditions, governmental procedures, or acts of God. 2. Unless otherwise provided, the Contract time is based upon normal weather conditions. An extension is granted for weather conditions significantly more severe than normal if the Contractor demonstrates to the satisfaction of the City that the delay in the progress of the work was due to such weather. The basis to define normal weather with be the data compiled by the United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). 3. No extension of time will be granted if the Contractor, by his/her/its own action or inaction, including fault or negligence of Contractor’s subcontractors, caused the delay, or for which any remedies are provided under any other provision of this agreement. 4. The grant of an extension of time under this Section in no way constitutes a waiver by the City of any rights or remedies existing under this contract at law or in equity. XI. DEFAULT AND TERMINATION A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B. Additions: 1. Events of Default shall include Contractor’s failure to perform any of its obligations under this contract including failure to commence work at the time specified, failure to perform the work in accordance with these specifications, unauthorized discontinuation of the work, failure to carry out the work in a manner acceptable to the City, failure to observe Federal, State, or local laws or regulations, and failure to comply with any other term of this contract. 2. If an Event of Default occurs, the City shall provide Contractor written notice and may permit Contractor ten (10) calendar days after the date of the notice to cure the default. If the default is not cured within the ten (10) day cure period, the City may at any time thereafter terminate this contract in which case the termination shall be final and effective. 3. Upon an Event of Default, the City may invoke the following remedies in addition to those remedies provided under separate provisions of this contract, the right of set-off against any payments due or to become due to the Contractor against the retainage, the right to take over and complete the Work. If the City notifies Contractor that City is invoking its right to complete the Work, all rights that the Contractor has in order under Contractor’s subcontracts are assigned to the City, subject to the City’s right to take assignment of all or only selected subcontracts at the City’s discretion. The sole obligation accepted by the City under such subcontracts is to pay for Work satisfactorily performed after the date of the assignment. In the event a conditional assignment has not been executed, the Contractor shall execute or cause to be executed any assignment, agreement, or other document that may be necessary in the sole opinion of legal counsel to the City’s Board of Public Works to evidence compliance with this provision. The Contractor shall promptly deliver such documents upon the City’s request. In the case of such assignment, unless otherwise agreed in writing, The Contractor remains liability to subcontractors for any payment already involved, and for any claim, suit or cause of action based upon or resulting from any error, omission, negligence or other breach of contract by the Contractor, its officers, employees, or agents arising prior to the date of assignment to the City. Version 04/21/2023 Page - 4 Public Works Quote XII. LIQUIDATED DAMAGES A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B. Additions: 1. The contractor shall proceed with the work at such rate of progress to insure full completion within the Contract Time. It is expressly understood and agreed, by and between the Contractor and the Owner, that the Contract Time for completion of the work described herein is a reasonable time, taking into consideration the average climatic and economic conditions and other factors prevailing in the locality of the work, and excludes the time for unavoidable delays which were beyond the control and without the fault of the Contractor. 2. If the Contractor shall fail to complete the work within the Contract Time, or extension of time granted by the Owner, then the Contractor will pay to the Owner the amount for liquidated damages a sum of five hundred dollars ($500.00) for each calendar day that the Contractor shall remain in default after the time of completion stipulated in the Contract Documents. 3. The Contractor shall not be charged with liquidated damages or any excess cost when the delay in completion of the work is due to the following and the Contractor has promptly given written notice of such delay to the Owner and Engineer/Architect. a. To any preference, priority, or allocation order duly issued by the Owner. b. To unforeseeable causes beyond the control and without the fault or negligence of the Contractor, including but not restricted to acts of God, acts of public enemy, acts of the Owner, acts of another Contractor in the performance of a Contract with the Owner, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes, and abnormal and unforeseeable weather. XIII. RETAINAGE AND FINAL PAYMENT A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 109 B. Additions: 1. Payments will be made every thirty (30) calendar days 2. Consistent with provisions of IC 36-1-12-14, the Board of Public Works shall retain a percentage of payments throughout the duration of the project. 3. Before final payment and retainage are released the Contractor must satisfy the following: a. Provide proof that all subcontractors have been paid promptly, including fully documenting payments in the City’s Minority and Women Owned Business utilization tracking software B2G Now. b. All parts and labor meet requirements stated in the specifications. c. Provide copies of test reports or cut sheets on all materials supplied. d. Provide As-Built drawings in accordance with the City of South Bend Prevailing Specifications for Public Works. e. One (1) copy of the City of South Bend Completion Affidavit and one (1) copy of a Final Waiver of Lien. XIV. WARRANTY A. Prevailing Specifications: None B. Additions 1. The Contractor shall verify the locations of all utilities by contacting Indiana811 by calling 811 (in Indiana) or 1-800-382-5544 (outside of Indiana), or via www.indiana811.org, at least two (2) working days, not counting Saturdays, Sundays or federal and state holidays before proceeding with construction. It shall also be the Contractor’s responsibility to contact any other utility that is not contacted by Indiana811 and verify the utility locations. 2. The Contractor shall be responsible for working with the other utilities, i.e., gas electric, telephone, etc. in order to assure that all utilities that need to be replaced or relocated can be done with a minimum disturbance to service. The Contractor shall also be responsible for coordinating schedules with the various utilities such that they can proceed with their relocation work as efficiently as possible. 3. If the odor of natural gas is detected in a work area at any time during the course of work, the Contractor shall immediately notify NIPSCO at 1-800-634-3524. The Contractor shall also immediately notify the residents of adjacent properties. The Contractor shall advise the residents to evacuate their homes immediately if the odor is present within the dwelling. 4. Restoration of sprinkler systems damaged by the Contractor's operations shall be repaired by the Contractor at no additional cost to the City or the Owner of the system. XVI. MAINTENANCE OF TRAFFIC A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 105 & 801 B. Additions: 1. Maintenance of traffic during construction shall conform to the “Indiana Manual on Uniform Traffic Control Devices” and the City of South Bend Design and Construction Standards. 2. The attached “Traffic Closure Request” form is to be used for any lane restrictions or closures and required to be filled out and sent to the Department of Public Works 3. The Contractor shall arrange and prosecute the work specified for this contract in such a manner that traffic on existing streets is unrestricted throughout the Project. The Engineer shall approve the method of traffic control. No construction equipment, vehicles, materials, supplies or temporary facilities shall be left unattended in the right-of-way of any street or left parked overnight without proper marking and lighting. 4. After the award of the contract and before beginning the work, the Contractor shall submit his/her/its proposed schedule of operations for the review of the Engineer. The schedule of operations as reviewed by the Engineer shall be maintained at all times. 5. There will be no direct payment for this work. XVII. DESCRIPTION OF WORK A. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment to replace existing water softeners at Century Center within the City of South Bend. 2. Provide and maintain for the duration of construction all scaffolds, warning signs, steps, platforms and other temporary construction necessary for proper completion of the Work in compliance with pertinent safety and other regulations. 1.6 HEALTH AND SAFETY A. General 1. This section outlines the health and safety requirements to be followed by the Contractor during the performance of the work specified. All work wash areas shall be maintained in a well kept and tidy condition. Particular attention must be paid to work in public areas with potential access by vehicles or pedestrians. Road and walkways must be kept clear as possible. Cones or caution tape should be used to demarcate work areas and danger zones. 1.7 MAINTENANCE AND REMOVAL A. Maintain temporary facilities and controls as long as needed for safe and proper completion of the Work. B. If 100% completion cannot be shown, include a list of incomplete items, the value of incomplete construction and reasons the work is not complete. Prior to claiming Substantial Completion, all final testing, balancing, start-up and clean-up procedures shall be complete. In addition, the Contractor shall provide the following additional written documentation: 1. Provide all final submittals, including warranties, operating and maintenance manuals, workmanship bonds, guarantees, final lien waivers, etc. as called for by other sections of the Specifications. 2. Deliver tools, spare parts, spare materials, etc. to the Owner's designated storage area. 3. Make changeover of locks to Owner's permanent lock system and transmit keys to the Owner. B. Inspection procedures: After receipt of the request for inspection, the Engineer and Owner's Representatives will inspect the project site and operation of equipment and systems. The above parties will advise the Contractor of deficiencies and unfulfilled requirements. The Engineer or Owner's Representative will prepare the Certificate of Substantial Completion following inspection or advise the Contractor of construction that must be completed or corrected before the Certificate will be issued. This inspection will be repeated after a request for re-inspection is made by the Contractor. When correcting warranted work that has failed, remove and replace other work that has been damaged as a result of such failure or that must be removed and replaced to provide access for a correction of warranted work. B. When work covered by warranty has failed and been corrected by replacement or re-building, reinstate the warranty by written endorsement. C. END OF SECTION 01740 SECTION 15010 GENERAL REQUIREMENTS PART 1: GENERAL 1.1 GENERAL A. The work is subject to the requirements of the Request for Quote and associated Specifications. These are hereby included by reference. The Contractor is directed to examine all portions of the Bid Documents as they pertain to the Work and to include all costs in Bid. B. Provide all required labor, materials, equipment and Contractor services necessary for the complete operational installation of equipment indicated herein and on the Drawings, complete with all related services. Review all existing building conditions as they relate to mechanical work and include costs in bid. Coordinate requirements with other Trades as required. C. All Work shall be performed by experienced personnel qualified to carry out the Work in accordance with manufacturer's recommendations, local codes and as specified herein. The Contractor shall provide appropriate qualifications and records of past experience for personnel and subcontractors when requested by the Engineer for review and approval. D. Responsibility for coordination with other trades is the responsibility of all trades. 1.2 CONTRACT DOCUMENTS A. The Drawings, together with these specifications, are an integral part of the Contract. What is called for in one is as binding as if called for in both. In case of conflict, the greater quantity or better quality is to prevail, subject to the approval of the Engineer. B. Drawings are diagrammatic and generally indicative of the work. Piping and systems shall follow arrangement as much as possible, however actual field conditions shall dictate. Provide necessary modifications to meet field conditions and avoid conflict with other trades. If resolution cannot be reached without compromising the design intent, these conflicts shall be presented (in writing if requested) to the Engineer for resolution. C. Mechanical and Electrical Drawings are not to be scaled for the purpose of equipment installation. All measurements to be derived from shop drawings and coordinated with field conditions. All measurements must be verified. The Contractor is responsible for all work fitting into place in a satisfactory and workmanlike manner. D. Arrange work for maximum clearance and accessibility to all work of this as well as other trades and existing conditions. E. Insufficient information or description of materials or labor which prevents the acceptance of these plans and specifications as sufficient to complete the work must be reported to the Engineer prior to submitting a bid. The Contractor’s bid will be construed 15010 - 1 as an offer to complete all necessary work without additional cost to the Owner. 1.3 CODES, STANDARDS AND PERMITS A. All work shall be in accordance with National, State and Local codes in force at time of bidding. In addition, the Contractor shall be responsible for obtaining all necessary permits and inspection approvals as the work progresses. Any work which is completed without these approvals and found to be unacceptable shall be corrected by the Contractor, at no additional cost. B. The Contractor shall be responsible for payment of all fees associated with inspections, permits and utility connections unless otherwise indicated. 1.4 ELECTRICAL A. For equipment provided under this Division, all internal wiring, automatic control wiring and protective devices associated with work furnished by a Mechanical Trade, shall also be furnished by the Mechanical Contractor/Trade. B. All electrical equipment furnished under this division of the Specifications shall conform to the applicable requirements of Division 16; Electrical. C. Verify voltage and phase characteristics of the electrical service and coordinate with mechanical equipment as required. D. Where electrical ratings of equipment increase over those indicated on the Drawings, this Contractor shall pay additional costs of wiring and electrical equipment for proper electrical service to the equipment. 1.5 DEFINITIONS A. CONCEALED: Embedded in walls, ceilings, floors or other spaces. Not exposed to view. B. FURNISH, PROVIDE: To supply, install, connect and put into operation. To provide. C. PIPING: Pipe, fittings, valves, supports, appurtenances, drains, controls and insulation as required for a complete and operating system. D. WORK: Piping, equipment and coordination as required by the Contract Documents for a complete and operating system. 1.6 SHOP DRAWINGS AND SUBMITTALS A. Provide all submittals as called for in Section 01300 of the Specifications including shop drawings, samples, material lists and Schedule of Value. SHOP DRAWINGS SHALL BE COMPLETELY REVIEWED AND APPROVED BY THE CONTRACTOR AND TRADE FURNISHING THE EQUIPMENT (INDICATED BY THE CONTRACTORS APPROVAL STAMP) PRIOR TO SUBMITTING TO THE ENGINEER. 15010 - 2 B. Provide shop drawings for all items of Mechanical Equipment (water softening and related equipment, piping, valves, pipe insulation). C. Review and approval of shop drawings by the Engineer is for general conformity to design intent only. This review does not authorize changes to the contract sum or relieve the Contractor in any way of his contract obligations. D. Substitutions: 1. When a material, product, or method is listed in the Specifications or on the Drawings, it shall be considered the basis of design. Where "or equal" is indicated, other products shall be considered acceptable provided that they meet the design intent (as interpreted by the Engineer) and fit in the available space. Where "or approved equal" is indicated, other products will be considered acceptable provided that they are submitted to and approved by the Engineer (prior to bidding). 2. Where indicated herein or on drawings, “Approved Equal” shall mean Engineer approved equal. 3. Equipment which will not fit into the proposed rough opening or which will not fit into the assigned space will not be acceptable. 1.7 RECORD DRAWINGS A. Maintain accurate records of all changes made during construction. Provide a neatly marked set of prints to the Engineer at completion of the project indicating all field changes. Contractor shall save one set of prints for this purpose in order to neatly coordinate and transfer all marks made on field sets. 1.8 WORKMANSHIP A. All materials and equipment shall be installed in accordance with the manufacturer's recommendations, as approved by the Engineer to conform with the Contract Documents. B. Provide testing and start-up for all equipment as recommended by Manufacturer unless directed otherwise. 1.9 SUPERVISION A. Have a thoroughly competent superintendent in charge of the work at all times, experienced in the work to be done under this Contract. Replace anyone not deemed capable by the Engineer upon request immediately, by one who is satisfactory. A satisfactory superintendent, once assigned, is not to be removed without the consent of the Engineer. 1.10 OPERATING AND MAINTENANCE MANUALS AND INSTRUCTION 15010 - 3 A. Provide complete Installation, Operating, and Maintenance Instructions as outlined in these specifications. Manuals shall include complete parts lists, operating instructions, copies of original shop drawings, Subcontractor Lists, Warranties, Warnings and other associated items as required. Generic instructions shall highlight applicable sections when needed to differentiate from non-relevant equipment. Provide documents as PDF files. Provide completed information on two (2) duplicate thumb drives. B. Upon completion of the Work and at a designated time, provide instructions to the Owner's representative in Operation and Maintenance of all mechanical equipment. Notify Engineer of scheduled time and place. Provide minimum training as follows, in two sessions if requested, and provide additional time as needed and as required for warranty work if problems are encountered: Water Softening Equipment---------------2 hours (total) C. Turn over to Owner all tools supplied with equipment. Mark each item and identify use and function. 1.11 GUARANTEES AND WARRANTIES A. All labor, materials and equipment shall be guaranteed by the Contractor and warranted by the manufacturer for a period of one year from the date of final acceptance by the Owner, unless longer period is specified for specific equipment. B. The Contractor shall make all necessary repairs, alterations and system adjustments during the guarantee period as may be required by the Owner or Engineer for correct system operation and to comply with the Drawings and Specifications. These repairs and alterations shall be at no additional cost to the Owner. C. The Owner reserves the right to make emergency system repairs without voiding the Contractor’s guarantee. END OF SECTION 15010 - 4 SECTION 15050 BASIC MATERIALS AND METHODS PART 1: GENERAL 1.1 SCOPE A. This section of the Specifications is intended to describe basic materials and methods to be used for complete installation of the Work. Refer also to individual sections of these Specifications and to the Drawings for detailed descriptions of systems. PART 2: PRODUCTS 2.1 MATERIALS A. All materials shall be new, first quality and free from defects. Where applicable, products shall bare the manufacturers name or trademark, model number, serial number and in the case of piping, wiring and associated items shall bare the nationally recognized Standard for design (i.e. ASTM A53). 2.2 PIPE LABELS A. Labels as approved by Engineer, complete with flow arrows. Labels shall be self adhering type with colors, system designation and sizes as recommended by manufacturer. 1. Acceptable Manufacturers: a. Seton b. Brimar c. Electromark d. Or approved equal B. Pipe services shall include, but not be limited to: 1. Domestic Cold 2. Domestic Cold (Soft) 2.3 SLEEVES AND FIRESTOPPING A. Provide fire caulk/sealer at all fire rated walls and draft stops and all penetrations in accordance with UL requirements. Contractor making penetration shall be responsible for sleeving and fire caulking/sealing. Contractor shall be responsible for the proper sizing of the sleeves and core drilled holes so that they are at least 1 ½ inch larger in diameter than the penetrating item or as specifically required by the fire stopping system being utilized. Hilti c. Thunderline d. or approved equal PART 3: EXECUTION 3.1 CLEANING AND ADJUSTING A. Clean and adjust all work at completion of project. Where required, coordinate cleaning schedule with other Trades. Protect work as required. B. Clean and flush all piping systems and verify that all plumbing traps, fixtures and floor drains are clean and clear. Disinfect potable water systems as specified hereinafter. Clean construction dust, metal cuttings, grease and other debris from plenums, coils and other related equipment. Pay particular attention to cleaning (and polishing where applicable) of exposed equipment, pipes and ductwork in finished areas. 3.2 COORDINATION A. Coordinate routing of piping and ductwork prior to starting installation. 3.3 CUTTING AND PATCHING A. Lay out work carefully in advance, and where cutting channeling, chasing or drilling of floors, walls, partitions, ceilings or other surfaces is necessary for the proper installation, support, or anchorage of mechanical equipment, the work is to be carefully done and any damage to the building, piping, or equipment repaired by skilled mechanics of the trades involved, at no additional cost to the Owner. B. The Contractor is responsible for cutting and patching. Patching shall match existing conditions. Review any concerns about acceptable patching materials, and patching methods, with General Contractor and Engineer, as required. Minimize cutting and damage to surrounding materials as much as possible. Throughout the building the Contractor shall carefully verify existing structural conditions, and shall avoid damage to structural building elements. 15050 - 2 3.4 EXPANSION A. Install piping to allow for proper expansion and movement. Provide expansion loops and offsets as required to minimize pipe stresses. Provisions for expansion shall meet the requirements of the ASME Boiler and Pressure Vessel Code and Pressure Piping Standards. Where space is limited or where expansion can not be accommodated as indicated above provide expansion joints. 3.5 PIPING A. Work shown is diagrammatic and shall be installed as required to meet field conditions. Work shall not be closed up prior to completion of inspection and testing. 3.6 PIPE AND SYSTEM IDENTIFICATION A. All pipe and pipe coverings shall be labeled with system description and flow direction. Labels shall be as previously specified. B. Labels shall be placed at twenty foot (20') intervals on all pipes, at each branch connection and adjacent to each valve or piece of equipment. C. Labels shall be applied after completion of painting in area. Care shall be taken to insure that surfaces are clean and free of dust before application. 3.7 TESTING A. Furnish all materials, supplies, labor and power required for testing. Make preliminary test and prove work satisfactory. Notify Engineer in ample time to be present for final testing of all piping. Tests shall be performed prior to concealing, covering or insulating work. Repair any defects, or if required by Engineer, replace defective work with new without additional cost to Owner. B. Make tests in stages if so ordered by Engineer to facilitate work of others. Provide additional materials required for partial tests without cost to Owner. C. Contractor shall be responsible for work of other trades disturbed or damaged by tests and/or repair of work. Damaged work shall be returned to its original condition or replaced without additional costs to the Owner D. Perform additional tests as may be required under other sections of the Specifications or required by current local, state or federal regulations and include all costs in the bid. E. Unless specified otherwise, all piping shall be hydrostatically tested to 150 psig. Disconnect and cap off piping connection to equipment not rated for such test pressures. Retest system at lower allowable pressure with equipment reconnected after remainder of system has been proven. Tests shall be two (2) hours in duration during which time systems shall show no signs of leakage. No repair work shall be conducted on system being tested during test. 15050 - 3 3.8 ACCESSIBILITY A. Arrange all work for maximum accessibility for operation, maintenance and repair. Also install clear of windows, doors and other openings. Maintain maximum headroom. 3.9 PROTECTION A. Contractor shall be responsible for work and equipment until finally inspected, tested, approved and turned over to Owner. After delivery, and before and after installation, protect work against theft, injury or damage. Carefully store material and equipment received on site which are not immediately installed. Close open ends of work with temporary covers or plugs during construction to prevent entry of foreign material. Any extra cost caused by loss or damage to equipment or systems shall be borne by the Contractor. END OF SECTION 15050 - 4 SECTION 15110 PIPE AND FITTINGS PART 1: GENERAL 1.1 PIPING A. Provide all piping in accordance with the following requirements unless otherwise specified. PART 2: PRODUCTS 2.1 MATERIAL SCHEDULE A. Potable Water: 1. Pipe: a. Seamless Type "L" hard copper, ASTM B88. 2. Fittings: a. Wrought copper solder joint fittings, ASTM B61, ANSI B16.22. PART 3: EXECUTION 3.1 INSTALLATION A. Run piping straight and direct as possible, parallel with walls, partitions and other piping and neatly spaced for service and insulation. Hang piping at or in ceiling from construction above, as close as possible to bottom of slabs, beams, etc. Maintain maximum headroom at all times. B. Remove all foreign matter from piping before installation. C. Pipe shall be cut accurately to measurements established at building, and shall be worked into place without springing or forcing. D. Arrange piping for maximum accessibility for maintenance and repair, and to properly clear windows, doors and other openings. E. No exposed chrome plated piping shall show tool marks or more than one (1) thread at fittings. Fittings, valves and hangers on chrome plated piping shall be chrome plated. F. Use reducing fittings for changes in pipe sizes. G. Provide dielectric couplings wherever copper and ferrous pressure pipe and/or fittings meet. 15110 - 1 3.2 UNIONS A. Provide unions (or flanged connections) where indicated and in connections to all equipment, apparatus and specialties. Locate unions (or flanged connections) between shut-off valves and equipment. B. Screwed unions shall be ground joint type, for copper tubing; all brass, for steel - malleable iron with brass seats; galvanized or black, same as piping in which used. 3.3 EXPANSION A. Install piping so as to permit thermal expansion and movement at building expansion joints, without damage. Provide sufficient expansion loops, offsets, changes in direction and swing connections to keep stresses within limits set by ASME Code for pressure piping. 3.4 JOINTS A. Make solder joints for copper tubing associated with potable water with non-corrosive lead-free flux and lead free solder in accordance with manufacturer's instructions and by thoroughly competent workmen. Clean, debur and ream ends of pipe after cutting and before application of flux. END OF SECTION 15110 - 2 SECTION 15120 VALVES PART 1: GENERAL 1.1 SCOPE A. Furnish all valves indicated, specified or required for satisfactory operation and complete control of systems and equipment. Furnish shut-off valves in all branch connections to mains and at inlets and outlets of all equipment. 1.2 REQUIREMENTS A. Valves shall have the manufacturer's name or trademark and working pressure cast into the body of the valve. Unless otherwise noted, valves shall have minimum rating of 125 pound WSP. Valves shall not be smaller than line size except where specifically noted or approved. B. Except as noted, valves shall be as manufactured by Apollo, Conbraco, Watts, Victaulic or Nibco. Valves shall be of one (1) manufacturer for each type of valve. C. Valves shall be compatible with piping and fluid characteristics for system on which they are installed. D. On copper piping systems, equivalent sweat solder and valves from the same manufacturer may be used on 2" and smaller piping, provided that seats, discs, stems, wedges, etc., are removed during soldering of valve. E. Valve packing and trim shall be asbestos free. 1.3 USAGE A. Vent, shut-off or stop valves shall be ball or butterfly type. Ball valves may be used on 2" or smaller line sizes. Butterfly valves may be used on 2-1/2" and larger line sizes. PART 2: PRODUCTS 2.1 BUTTERFLY VALVES A. Butterfly valves 2-1/2" through 36" for “lead-free” domestic water shall be fully lugged. The body shall have an extended neck for insulation. The disc shall be made of aluminum bronze or stainless steel. The seat shall be EPT or EPDM, having a temperature range of -20 deg. F to +275 deg. F. The seat shall employ a rigid back-up ring and have a shutoff rating of 200 psi. Upper and lower reinforced bearings shall be used to prevent shaft seizure. Valves 4" and larger shall have a wheel operator with gear or worm connection. 15120 - 1 2.2 BALL VALVES A. Two inches (2") and smaller for domestic water shall have a bronze body with reinforced Teflon seats and 316 stainless steel ball. All valves will have a minimum rating of 600 psi WOG, cold non-shock. Valves shall comply with current edition of Federal Specification WW-V-35 Type II Class 3. Apollo 70-100 or 70-200 series, Crane 9302, Powell 4201T, Lunkenheimer 700-SP or Stockham S-216-BR-R-T. On insulated piping systems provide extended neck type operators. PART 3: EXECUTION 3.1 INSTALLATION A. Install all valves in the open position, close only after system has been flushed, drained and refilled. Foreign materials found imbedded in seating surfaces will require installation of new trim or replacement with new valve at the Contractor's expense. B. No valve shall be installed with its stem below the horizontal. Where indicated or required for inaccessible overhead valves, furnish chain-operated handwheels, including rustproof chain and chain guide. C. Provide drain valves at all low points in piping systems. Valve shall be 3/4" hose bibb type, 125 wsp. END OF SECTION 15120 - 2 SECTION 15140 SUPPORTS AND ANCHORS PART 1: GENERAL 1.1 SCOPE A. Provide all hangers, supports and anchors in accordance with the following, unless otherwise indicated or detailed. B. Support systems shall be designed to allow for required pipe expansion and system movement. . PART 2: PRODUCTS 2.1 HANGERS AND SUPPORTS A. Provide hangers and supports for all pieces of mechanical equipment and piping as indicated or detailed. Grinnell, F & S, Uni-Strut or equal. The equipment loads shall be supported from the building structural system only at panel points, refer to structural drawings and details. Hangers shall be of adequate size to allow pipe insulation to run continuous through hanger. B. For piping run near floor: Pipe standards with base flanges and adjustable top yokes. Piping close to walls: Special wrought brackets of approved design. Piping in bar-joist: bulb rail clamp or beam clamp of approved design. All other piping: Heavy forged steel adjustable hanger of approved design. C. Provide approved rollers for hangers and supports for all hot water supply and return piping mains 4 inches and larger. D. Where necessary, because of vibration or to prevent lifting due to expansion, provide spring suspension hangers of approved design. E. All hangers and supports shall provide for two inches (2") of vertical adjustment. F. Provide insulated piping at hangers and supports with shields, Elcen #240 or approved equal. Where used in conjunction with rollers, shields shall be provided with maximum rib spacing to allow proper movement. Pipe insulation will run continuous through hangers. Coordinate as required. 2.2 ANCHORS A. Anchor horizontal piping where indicated and wherever necessary to localize expansion to prevent undue strain on branches. Anchors: Heavy forged construction, entirely separate from supports. 15140 - 1 B. Provide slide type supports where only lateral control is required. PART 3: EXECUTION 3.1 SUPPORT A. Where hangers or shields come in contact with non-ferrous metallic piping, provide plastic or rubber pipe guides or plastic or copper coated pipe components for portion in contact with piping. D. Support vertical piping at every floor level or at least every twenty-five feet (25') by heavy iron extension pipe clamps having bolts on each side and ends having equal bearing on structure. Support base of vertical piping by hanger placed on horizontal branch close to riser or base fitting set on foundation. Provide intermediate iron or plastic supports as required for smaller piping and rough-ins to prevent sagging and vibration. E. Support piping independently at all pumps, tanks and all other equipment so that equipment is not stressed by piping weight or expansion. F. Supports of wire, rope, wood, chain, strap, perforated bar, or any other makeshift device are not permitted. G. Contractor shall be responsible for proper location of all concrete inserts and anchor rods. 15140 - 2 H. Provide any additional structural steel that may be required for proper installation of hangers, anchors, guides and supports. I. Anchor vertical piping wherever indicated or necessary to prevent undue strain on offsets and branches. Anchors: Heavy steel clamps securely bolted or welded to pipes. Extension ends shall bear on building construction and wherever they are close to beams, shall be bent under top flange. 3.2 PAINTING A. Hangers, supports, and fasteners shall be primed and painted. In lieu of this, these shall be zinc plated. END OF SECTION 15140 - 3 SECTION 15250 MECHANICAL INSULATION PART 1: GENERAL 1.1 GENERAL A. Provide insulation for all piping, as specified or indicated. B. Taper back and neatly finish insulation adjacent to flanges, unions, valves, manholes, handholds, nameplates, and at other locations where edge of insulation is outstanding. On cold water systems, insulate all fittings and appurtenances. C. All fiberglass insulation is to have a minimum density of three pounds (3#) per cubic foot, unless otherwise noted. D. All piping insulation shall have a minimum of 4.0 to 4.6 thermal resistance. E. Insulating materials shall have a flame spread rating less than 25 and smoke developed and fuel contributed rating of less than 50. Test shall be in accordance with ASTM E84. F. Runouts shall be identified as the section of piping not exceeding twelve feet (12') in length from the mains or laterals to individual coils or plumbing fixtures. PART 2: PRODUCTS 2.1 PIPING A. Insulations shall be as manufactured by Knauf, Owens-Corning, Manville, Certain-Teed, or approved equal. 1. At Contractor's option, pre-molded PVC fitting covers as manufactured by Zeston, Inc., or equal, may be used in lieu of finished covering specified. B. Valves, Fittings and Flanges on Domestic Cold Water Piping: 1. Equal to adjacent piping, full thickness of insulation. 2. Removable insulation covers for valves C. Domestic Cold Water: 1. One and one half inch (1.5") thick fiberglass or closed-cell foam with all service jacket. 2.2 SOFTENER TANKS A. One inch (1") thick foamed plastic with all seams sealed with adhesive recommended by manufacturer. 15250 - 1 PART 3: EXECUTION 3.1 INSTALLATION A. Insulate no piping, ducts or equipment until tested and approved for tightness. All piping and ducts shall be dry when covered. B. Extend insulation continuous through hangers, wall and floor sleeves. Provide rigid insulation at all hangers of length at least equal to saddle. C. Protect all materials before and after installation from weather, heavy construction, etc. END OF SECTION 15250 - 2 SECTION 15420 WATER SUPPLY SYSTEM PART 1: GENERAL 1.1 SCOPE A. Revised domestic water system, for installation of water softening equipment. 1.2 ELECTRICAL A. All electrical equipment furnished under this Section of the Specifications shall conform to applicable provisions of Division 16, Electrical Specifications. B. Provide control wiring as required for a complete operational system, as recommended by the unit manufacturer. PART 2: PRODUCTS 2.1 PIPE AND FITTINGS A. Refer to Section 15110. 2.2 WATER SOFTENER A. Acceptable Manufacturers: 1. Puritan System with Clack controllers 2. Approved equal B. Furnish and install, as shown on the Drawings, commercial type water softening equipment of the high capacity, resin mineral type consisting of triple pressure units and a single salt tank with the necessary controls for fully automatic operation, together with all needed auxiliaries as specified or shown on the Plans, including the necessary pipes, valves and fittings. The system shall be factory assembled, and fabricated by a manufacturer regularly engaged in the production of water treatment equipment. C. Softener shell shall be constructed of best grade tank steel, welded construction. Shell shall be provided with supporting legs, necessary pipe connections, and built-in distributor and collector system. D. Equipment: 1. The tank(s) shall have threaded openings for pipe connections andshall be rated for a minimum of 100 psig working pressure and 150 psig test pressure. The tank(s) shall have their exterior and interior protected with a hot dipped galvanized application after fabrication. A minimum freeboard of 50% shall be 15420 - 1 provided for backwash expansion above the normal ion exchange resin bed level. 2. Provide cold-set epoxy internal lining with a minimum of 10-12 mils DFT. 3. Provide epoxy finish over exterior tank and valve surfaces. 4. Upper Distributor: a. The upper distribution system shall be a single point baffle constructed to evenly disperse water over softening media. 5. Lower Distributor: a. The lower distributor system shall be of the hub and radial type design, with slotted full flow non-corroding, non-clogging replaceable strainers and covered with a subfill of washed gravel. 6. Main Controller/Valve Unit (one per tank): a. Self contained, automated and communicating package with all timing and sequencing controls for each softener. Clack WS3. Valve shall be lead free brass. Complete with back-lighted LCD touch screen with key pad. Manufacturer to provide required interconnecting cables, programming and MODBUS communications. An automatic backwash control shall be provided to maintain a proper backwash and fast flush flows over wide variations of operating pressure. b. The controls shall include an automatic regeneration timer having the capability of providing site adjustable regeneration steps of backwash, brine injection, brine displacement, flush and return to service. Screen shall display the current status of the system. c. Controllers shall also allow metered water activation and time of day delay function. 7. Brine System: a. The brine system shall be platform type with a dry salt storage compartment and a saturated brine compartment sufficient for at least four regenerations at full salting. The tank shall be of polyethylene construction (3/8"), or fiberglass (3/16"), with cover. Complete with required float controls and related accessories. 8. Resin: a. Resin shall be of a premium grade high capacity selected for enhanced iron removal capabilities in addition to softening. It shall be stable over the entire pH range, have good resistance to bead fracture, and be 15420 - 2 insoluble in all common solvents. The resin shall be capable of 30,000 grains per cubic foot capacity when regenerated with 15 lbs. NaCl.Resin. E. ACCESSORIES 1. Pressure gauge for soft water outlet. 2. Sampling cocks for hard water inlet and soft water outlet. F. FIELD SERVICE 1. The services of a factory authorized service representative shall be provided to supervise, inspect and provide operator training as required for initial start-up and system operation. 2. Provide reinspection of system operation and function, through a factory authorized service representative, to be conducted six months and twelve months after project completion. 3. Provide a Water-Hardness Testing Set: Manufacturer's standard testing apparatus and chemicals with testing procedure instructions and metal container suitable for wall mounting. G. INSTRUCTIONS AND START UP 1. Provide necessary time to start up equipment and explain operation to owner. 2. Provide 3 sets of O & M manuals. Submit full and complete drawings of the installation 3. Equipment shall be left when accepted by the Owner, with fresh charge of brine and mineral reactivated. The Contractor shall instruct operating personnel in the correct procedure for best operation H. GUARANTEES 1. Attrition loss of mineral shall be guaranteed not to exceed 3% per year for a period of three (3) years. 2. The manufacturer guarantees that, under actual operating conditions, the mineral shall not be washed out of the system during the service run or backwashing period; and that the turbidity and color of the effluent, by reason of passing through the softener system, shall not be greater than the incoming water; and that the underdrain system, gravel and minerals shall not become fouled, either with turbidity or by dirt, rust or scale from the softening system while operating as noted in the manufacturer’s instructions. 3. All equipment and service shall be guaranteed for a period of one (1) year from the date of acceptance. 15420 - 3 4. Pressure tanks shall include a five (5) year pro-rated warranty, from the date of final acceptance. I. Verify exact layout requirements, and accessibility requirements for each item of equipment. Make necessary modifications to layout in field, to assure accessibility and clearances. B. All work shall be in accordance with manufacturers’ installation requirements and additional code requirements. C. Maintain adequate service clearance around all equipment, including the work of other trades. D. Provide electrical wiring as required for the installation per the Indiana Electrical Code. END OF SECTION 15420 - 4 SECTION 16000 ELECTRICAL PART 1: GENERAL 1.1 SCOPE A. The work indicated in this division is subject to the requirements of the Request for Quote Instructions To Bidders and General Conditions. These are hereby included by reference. The Contractor is directed to examine all portions of the Bid Documents as they pertain to the Work covered by this division of the Specifications and to include all costs in Bid for all Electrical Work as called for by the complete Bid Documents. B. Provide all required labor, materials, equipment and Contractor services necessary for the complete installation of equipment indicated herein and on the Drawings complete with all related services. Review all existing building conditions as they relate to Electrical work and include costs in bid. Coordinate requirements with other Trades as required. 1.2 CODES, STANDARDS AND PERMITS A. All work shall be in accordance with National, State and Local codes in force at time of bidding. Including but not limited to the Indiana Construction Rules and the National Electrical Code. In addition the Contractor shall be responsible for obtaining all necessary permits and inspection approvals as the work progresses. Any work which is completed without these approvals and found to be unacceptable shall be corrected by the Contractor, at no additional cost. 1.3 PAINTING AND FINISHING A. Touch up marred surfaces of equipment housing with enamel of a color to match. 1.4 DEMOLITION A. The condition of the site, buildings and surroundings shall be accepted as found. Responsibility for conditions are solely the responsibility of the Contractor. F. Work practices and job conditions shall meet all State, Federal and Local requirements to protect life and property. H. Verify work to be performed before proceeding. Work to remain shall be protected and if damaged shall be restored to like new condition. Coordinate demolition with other trades as required. Items indicated for demolition shall be completely removed, hauled off-site and disposed of properly at no additional cost to the Owner. 16000 - 1 PART 2: PRODUCTS 2.1 RACEWAYS A. Provide and install raceways as required for the new work. All conduits will be concealed below grade or within the structural elements of the building. Raceways will be Electrical Metallic Tubing (EMT) as allowed by the NEC. 2.2 CONDUCTORS A. Conductors will be THHN, THWN, or XHHW, sized as indicated and installed in accordance with the NEC. No. 12 AWG will be the minimum conductor size allowed for branch circuit wiring. Branch circuit lengths exceeding one hundred feet (100') for 120- volt circuits will have a minimum wire size of No. 10 AWG. B. Class 1 remote-control and signal circuit conductors will not be less than No. 14 AWG. Class 2 low-energy remote-control and signal circuit conductors will not be less than No. 16 AWG. 2.3 WIRING DEVICES A. Provide wiring devices and plates as indicated by the Contract Documents. Unless otherwise indicated, devices will be standard NEMA configurations for the particular application. B. All devices and plates will be specification grade, 20-amp minimum, unless otherwise indicated or required. Device shall be brown. Cover plate shall be galvanized stamped steel. C. Provide devices as manufactured by Cooper Wiring, Hubbell, General Electric or Pass & Seymour. 2.4 OVERCURRENT PROTECTION A. Provide new overcurrent protection as indicated on the Drawings. B. New circuit breakers installed in existing panelboards shall be of the same manufacturer as the panelboard and suitable for use in the panelboard. 2.5 GROUNDING AND BONDING A. Provide grounding conductors in all metallic and nonmetallic raceways. Install all equipment in accordance with the manufacturer's recommendations, UL listing requirements and accepted practices. B. Where circuits are added or changed in existing panelboards, provide new typed schedule. 3.2 RECORD DRAWING A. Provide Electrical record drawings as called for in Division 1 and include all pertinent information not shown and all changes from the original plans: route of all underground and overhead feed conduits from the main switchboard to the various panels and equipment; interconnecting conduits between branch circuit, junction boxes, and panels (actual route of conduit is not required, only how the various branch items are interconnected with conduit and number of wires); circuit numbers for all items where they do not agree with the plans. Circuit numbers on record drawings and panelboard directories must agree. 3.3 WORKMANSHIP A. Install all materials and equipment in a neat and workmanlike manner and in accordance with the manufacturer's recommendations, as approved by the Engineer to conform with the Contract Documents. 3.4 GUARANTEES AND WARRANTIES A. The Contractor shall make all necessary repairs and alterations during the guarantee period as may be required by the Owner or Engineer for correct system operation and to comply with the Drawings and Specifications.
