The bid specifications noted that this was a possibility, but no removal quantity was included, nor any contingency added to the contract. The transite pipe acted as air ducts, traveling in all directions underneath the slab, and was also cast monolithically with the foundation slab, meaning that separating the pipe from the slab was not possible. To this end, the entire foundation slabs needed to be treated as hazardous material and disposed of accordingly. It was not possible to determine the extent of the transite pipe until the buildings were removed and the foundation slabs uncovered. This was an unforeseen circumstance. The cost for removal is $450,000: 90,000 cubic feet of foundation slab, removed at $5 per cubic foot. The percentage change to the contract for unforeseen conditions is 52.8%. The added tree removal, which is a $5,000 scope addition, is a 0.6% change to the contract.
