We have served the region for more than a century with elite building contractor services, including construction management, general contracting, design/build, facility services, pre-construction planning, and skilled labor. We are a true general contractor, capable of self-performing a variety of work. We primarily employ tradespeople in the following fields: • Concrete • Masonry • Carpentry • Ironwork • Excavation • Selective building demolition Business Structure and History Larson-Danielson Construction Company, Inc. is a corporation established in the State of Indiana. The firm was incorporated in 1908 by two brothers, Charles and Frank Larson, and their cousin, Emil Danielson. Prior to this. Charles Larson, a millwork contractor, and Emil Danielson, a mason, had been partners. The second generation, Raymond Larson and Marvin Danielson, joined the firm in 1922. The third generation of Thomas Larson and Dan Danielson took leadership of the firm in 1965. Since its inception, Larson-Danielson has been a general contractor. During the 1950’s, the corporation ventured into the ready-mix concrete business and home building, but now concentrates solely on construction of commercial, industrial and institutional facilities, primarily in Northwest Indiana. In 1992, the fourth generation of leadership, Tim Larson, Terry Larson, Tom Walter and Mark Danielson, took control of the company. In 2018, the company began the transition into its fifth generation of ownership. This fifth generation of leadership assumed officer roles within the company in 2022, and includes Brian Larson, Nick Larson, Jeff Jensen, David Merkel, and Pat Lockwood. Today, the company is among the top general contractors in the State of Indiana, with annual volumes reaching over $90 million and over 200 employees. Our project team will be united and collaborative from the beginning of the project to the end. While each person will have specific responsibilities, each of the members of the team will remain involved throughout the project. This gives our project team a cohesiveness that ultimately will provide the City of South Bend with a dedicated team of professionals committed to a safe, smooth, and efficient project. One of the greatest advantages to Owners using the Public CMc delivery model is the ability to engage with the CMc prior to the completion of design. This initial phase of the project is commonly referred to as pre-construction services, and we believe our team brings a superior understanding of the pre-construction processes used during this critical time. During pre-construction, our staff would include our entire project team, including our project director, project manager, pre-construction services director, estimating team and superintendents. This team would work together to review the construction documents, compile project budgets and schedules, and work with the design team and the City of South Bend team through the critical decision-making processes that occur during the pre-construction phase. We feel that during this stage of the project, our team can help our clients capture tremendous value by providing insight and asking questions from the perspective of a builder. We work hard to build relationships with the entire project team during this phase to create a truly collaborative environment. During construction, our in-office operations will be led by our Senior Project Manager and supported by the Project Manager as well as our team of office support staff, including project assistants, accounting, and information technology staff. The Senior Project Manager will function as the “point person” for our team and will be the primary point of contact for communications with our management team. On-site, our team will be led by our Project Superintendents, who will be assigned to the project full-time during construction operations. They will be supported by a project engineer for this project. Additional support for management on the jobsite will be provided by key crew foremen, administrative support from the office as well as interns who may work on the project during summer months. Meyer Senior Project Manager Darin is a senior project manager for Larson- Danielson Construction. He is responsible for estimating, project management and engineering. He joined Larson-Danielson in 2002 and has 20 years of construction industry experience. Darin has experience in estimating, engineering, and project management roles and is adept in field supervision and team collaboration. He has worked on projects across nearly all markets, including education, data centers, hospitals, military, high- rise and multi-family residential, and airports. The scope included 44,000 square feet of new construction and 63,000 square feet of renovations. The project began in April 2020 and wrapped up in October 2021. The major challenge on this project was the multiple phases. The project included four major exterior phases, 10 interior phases for the high school, and two major additions phases. The project included the demolition of the elementary school’s Palmer Wing, while the high school and the remaining portion of the elementary school were expanded toward each other, closing off a road that ran in between the buildings in the process. This resulted in a safer traffic pattern keeping bus traffic on the west end of the campus, while cars will stay to the east. As part of that effort, a new bus staging area was installed west of the elementary school, with a new driveway connecting it Culver Road. The elementary school’s horseshoe drive no longer accesses Culver Road. Instead, visitors get to the main office from a new driveway extending west from Main Street, which includes visitor parking and a drop-off area for the pre-K and special needs programs. The Palmer Wing was replaced by a new playground and staff parking lot that contains a queuing area for parents waiting to pick up students. The new south wing of the elementary school houses third and fourth grades, with room for five sections of each grade level plus flex space. The addition also contains a large cafeteria with seating for 650 to 700 students. The previous cafeteria remained in use as part of a more efficient serving line. At Knox Middle School, a new bus staging area was added behind the building. The main office was moved to the north end of the building, where a new secured entrance was installed. All students now enter through that door, with separate car and bus drop-off areas nearby. The school corporation’s central office moved into the middle school, as well. It has its own new secure entrance off Main Street, near the location of the school’s main office. A small visitor parking lot was installed there, which also provides ADA parking for events at the Weinberg Gym. The project also provided for an improved crosswalk across Culver Road. At Knox High School, a new multi-purpose room was added north of the cafeteria. A new culinary arts lab was added, as well. A secure entrance was installed on the south side of the building, and the guidance office was consolidated into the main office. The school’s weight room was moved into the building, where some classrooms were located. The project also included an expanded football locker room. Page 10 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana LA PORTE COMMUNITY SCHOOL CORPORATION La Porte, Indiana In June of 2016 LaPorte Community School Corporation embarked upon a transformative series of projects that would impact the entire school system. Working with their chosen Construction Manager, Larson-Danielson Construction, and their architect, Schmidt Associates, they began projects on three separate sites within the school corporation in 2017. One of the projects was the construction of a new Handley Elementary School to replace the existing 75-year- old building. The project involved the construction of a new $19 million, 67,400 square foot building on the same site as the existing elementary school. All of this had to be completed within 40’ of the existing school, which had to remain open throughout construction. When construction began in April of 2017, it was anticipated that students and staff would move into the new school in December of 2018, and the demolition of the existing school and final site work would be completed in the Spring of 2019. Through the hard work of everyone associated with the project, the team was able to complete the new school in time for the beginning of classes in the fall of 2018. Staff were able to move into their new building a full 5 months early. This allowed the existing building and the associated site restoration to be completed during the summer of 2018, before students returned to school for the 2018-2019 school year. The accelerated schedule not only saved time but allowed the project team to complete more work during warmer weather conditions and reduced the exposure of students and staff to the hazards and disruptions of a construction project in such close proximity to an active school. The second project was a 25,000 square foot state-of-the-art performing arts center at La Porte High School. The design of the project involved flipping the layout of the original facility, transforming the old back of the house space into seating and the previous seating area into the stage. The renovated facility features 850 seats, a full working fly, LED theatrical lighting, new sound systems, and a digitally controlled, motor-assisting rigging. Renovations to the back of the house include a scene shop with overhead coiling doors which leads directly onto the backstage area, and new, professional quality dressing rooms. The third project was an addition and renovation project for Kesling Intermediate School & La Porte Middle School on the Kesling Campus. The scope included 160,000 square feet of new construction and 130,000 square feet of renovations, which involved consolidation of La Porte’s two middle schools – Kesling Middle School and Boston Middle School. The completed facility houses fifth and sixth grades in one building, defined as Kesling Intermediate School, and seventh and eighth grades in the other, defined as La Porte Middle School. The two buildings are connected and include a multitude of shared spaces utilized by all four grades and staff. The project began in 2018 and was completed in August 2019. Page 11 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana HOWARD PARK South Bend, Indiana In 2019, Larson-Danielson completed an $18.8 million renovation of Howard Park, South Bend’s first and oldest park. The project included a 16,000-foot ice trail and pond, fire pits, an accessible playground, a splash pad, walking trails, and a community/event center. The community/event center features flexible conference space that can accommodate up to 150 people with a built-in state-of-the-art AV system. From its origins as a public landfill in the mid-1800’s to its designation as South Bend’s first public park by the Judge Timothy E. Howard in the late 1870’s, Howard Park’s latest iteration brings it into the 21st century. It is the region’s first LEED v4-certified public park, with its interconnected ice-skating pond and trail, a multi- generational playground, a full-service café, riverside event lawns and a fully ADA-compliant community center. The Howard Park project transformed an existing 13-acre, underutilized public park into one of South Bend’s most prized assets. Located along the St. Joseph River in the heart of the City, the investment in the Park has been transformative to the City’s landscape and represents a significant addition to the list of attractions bringing people to the City – new residents, visitors, business owners, and developers alike. In redesigning the park, great attention was given to the smallest detail and to the largest elements to make it a four-season attraction. The park incorporates inclusive elements so that all people can use it the same way, year- round. Universal accessibility was considered at every level of decision-making during the design process. Many visitors walking through the park will never notice the elements that make it so accessible. Nearby public parking allows easy access to a network of shared-use pathways, riverfront trails and a range of Park amenities, including two large event lawn areas for concerts and performances. Grade-level changes are designed with much gentler slopes for universal accessibility. Automatic sliding doors allow hands-free entry/exit to the 14,500 SF Community Center. The Community Center’s large southern window wall allows a unique visual connection to the surrounding plazas, interactive water fountain, playgrounds and ice trail. The building provides multi- use spaces for large and small group activities and acts as a “warming center” during the winter. Programs and events of every kind can be conducted throughout the park grounds and within the Community Center. Most all interior spaces available to the public are enhanced by wide open views to the park and St. Joseph River. Along with fully accessible public restrooms immediately adjacent to the park, private family-style restrooms are in both the Community Center and the 4,500 SF Park Support Facility. The 3,000 SF Park Café allows for a unique visitor experience with both indoor and outdoor seating with major views of the park. The 16,000 SF ice-skating pond and trail, which is served by a state-of- the-art refrigeration system, extends along rolling contours and over a bridge structure giving visitors a one of a kind winter skating experience. Surrounding the ice-skating area is ample landscaping and seating options, along with two large fire pits. In warmer weather, the ice surface will be integrated into the Park landscape as a patio space and path for public use. Contained within the ice trail loop, is a 13,000 SF playground area that is contoured and designed with state-of-the art play equipment for ages 2 to 12 years. A primary summer amenity will be 1,500 SF of interactive fountains and jets, which doubles as a play area and then can transform into a major water feature with colorful lighting and bursts of water. Application of our safety program and continuous training ensure that safety is never compromised on our job sites. Larson-Danielson has consistently maintained their 3-year average of recordable incident rates below the national averages for our NAICS classification. Our motto of "Work Safe, Stay Safe" was developed in the early 2000's as a program to instill the awareness of safety risks and hazards on all our jobsites. While this program served us well for many years, in 2023 we have re-introduced our Work Safe, Stay Safe program to our team with a new "Next Level Safety" initiative. This renewed commitment to safety includes new procedures for communication, team focus and monitoring to better suit the needs of today's construction teams. It also represents Larson-Danielson's continued commitment to providing our employees and clients with safe worksites. Some of the major changes implemented under the Work Safe/Stay Safe program were the requirement for all regular employees to receive OSHA 10 Hour certification, monthly safety meetings with all field supervision, extensive safety training on the jobsites, quarterly meetings with the Amerisure and CNB partners, and the development of a full-time safety director position to provide safety inspections on all jobsites. We will accomplish this by requiring prospective firms to provide information regarding their worksite safety procedures and records along with records of prequalification with the Indiana Department of Administration - Public Works. In addition, we would propose that all first-tier subcontractors participate in a minimum level of drug screening of their employees, meet financial stability guidelines depending on the size of their contract, and demonstrate that they have the management and craftsperson staffing necessary to meet the quality and schedule requirements of the project. The prequalification process would begin during the design process as we begin to understand in more detail the scope of work. We would proactively engage the local contracting community to get prequalification information submitted for review prior to the bidding process. This serves a secondary benefit to the City of South Bend by giving us an opportunity to cultivate interest in the upcoming project prior to documents being released for bid. Self-Performed Work Larson-Danielson Construction can self-perform concrete, masonry, steel erection, carpentry, and demolition on this project. We are very interested in providing some of these services for this program. We also respect the public bidding process and the value of this process to taxpayers. We affirm that we would comply with Indiana State law regarding the award of any self-performed work. We believe strongly in a fair and open bidding process that complies with all of Indiana's public bidding laws. We believe that this commitment is non-negotiable, and it displays the commitment to the integrity of not only Larson-Danielson, but that of the City of South Bend. The packaging and bidding of the work on any project has an enormous effect on cost, schedule, and quality of the project. Larson-Danielson’s unmatched understanding of the local construction economy allows us to structure the bid packages and select the most qualified subcontractors to bid on each portion of the project. This ensures that the project has adequate bidders and a high level of competition among the most qualified contractors. Bid Packaging is the construction management approach to separating the overall project scope of work into smaller elements that can be estimated, bid, awarded, and performed by specific subcontractors with relevant experience. The approach to bid packaging can be one of the most salient differentiators between what may otherwise appear to be similar construction management approaches. It is vital to understand the local construction market when building the Bid Packages for this project. The packages must be constructed to minimize multiple layers of subcontractors, thus reducing layers of mark-up in each bid package. Larson- Danielson’s knowledge of the local contracting market and relationships with suppliers and contractors allows us to craft these packages to the expertise of each segment of the local construction market. Prior to bid solicitation, we formulate a list of the most qualified subcontractors, based on our performance evaluations, our own database, and recommendations of the Owner and Design team. Upon completion of the bid documents, we will prepare instructions to bidders for each element of work that clearly defines the scope of work, and includes a narrative of the project scope, a schedule to forecast manpower, an approved logistics plan, an outline of the general requirements, the Team developed value-engineering alternates, and a list of unit prices required. Following the bidding process for each Bid Package the apparent low bidders for each package will be interviewed in a Post-Bid Meeting to confirm scope of work, manpower requirements, site logistics, schedule understanding, quality control, safety policy, and other important issues. This initial analysis of each discipline is the basis by which all gaps in the documents will be addressed and by which the bidders will respond. By doing this extensive, up-front analysis, resulting in complete instructions to bidders and covering the complete project, we avoid many of the so- called gray areas that might otherwise lead to requests for change orders from subcontractors or suppliers. Prior to the award of any subcontract, we will complete a review of each bid proposal for accuracy and completeness. A checklist will be used during our final review of each proposal. Finally, prior to every subcontract award, each firm will attend a mandatory Combined Pre-Award Meeting with all the project participants present. This Pre-Award Meeting establishes the expectations for performance up-front, helps ensure timely completions, and reinforces our commitment to a Team approach to the project. The process of sustainable construction begins early in the design process. We will work with the City of South Bend team members to identify the sustainable objectives for the project. Preconstruction Phase During pre-construction, our team will: 1.Help conduct a project team meeting to review and evaluate the environmental design components of the project. Key objectives and referenced standards will be identified for the project. 2.Conduct similar sustainable review meetings at 50% and 90% construction documents. 3.Provide assistance to the design team regarding availability and procurement of long lead time items and identify opportunities or limitations of construction materials. 4.Review the project documents and work with the design team to ensure the sustainable requirements are fully incorporated into the bidding documents. 5.Review the specifications to ensure that all the specification sections, including the Division 1 requirements, clearly outlining the project environmental requirements. 6.Provide value engineering construction cost evaluations of environmental strategies to assure that the owner’s environmental goals are being met within the project budget. Page 17 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana Life Cycle Cost Analysis Life Cycle Cost Analysis (LCCA) is a structured approach to evaluate design alternatives that meet the same functional requirements but differ with respect to initial and overall operating costs. For example, a high performance HVAC or glazing system may have a higher initial cost but may dramatically reduce operating and maintenance costs over the life of the building. Alternatively, a system may have a lower first cost, but also have a much shorter lifespan, greatly reducing the overall value. We understand the Team must consider the impact of the investment on the bottom line, environmental issues, and their importance with regards to all employees in the building, energy program incentives that may be available, price volatility among energy cost alternatives, etc. A complete analysis, including maintenance needs, replacement, and financing is necessary to extend the value analysis beyond just the initial cost of a component or system in the facility. Ultimately, the purpose of an LCCA evaluation is to select the design that provides the lowest overall cost of ownership consistent with the expected quality and function. Our LCCA process begins with the development of alternatives for the project with input from the Owner, Architect, Engineers, consultants, and other members of the project team. LCCA can be performed on the whole building or only on isolated building systems. The range of factors that can be studied varies widely, but typically includes items such as: •Construction costs •Comparative qualities and aesthetics •Impact on staff •Ultimate cost of utilities (i.e. power, gas, water, etc.) •Operating and maintenance costs •Estimated useful life •Repair and replacement expectations •Salvage value at the end of equipment’s useful life •Interest on increased capital costs •Federal or local incentives Our unparalleled experience with projects like the Four Winds Renovation and Expansion gives our firm unique insights into the life cycle of various systems that may be used for this project. We have numerous repeat clients and we’ve visited facilities where we’ve built the facility, renovated it 20 years later, and then renovated it again. This experience gives us a unique understanding of how systems and materials are performing that other contractors may not have. We can use that information and those insights to improve the design for this project. Page 18 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana Establishing the Guaranteed Maximum Price Larson-Danielson begins preparing the framework for the GMP upon completion of the schematic design documents. The initial development of the GMP framework is led by our Project Manager and supported by the pre-construction team. Larson-Danielson utilizes our in-house estimating and historical database information, along with current subcontractor pricing, to establish and update the project budget after each major design phase (or more frequently as requested by the owner). By beginning the GMP development early, we can provide the most accurate cost projections through the design process. This allows for the team to adjust to projected cost overruns or underruns early in the design process before there would be a cost to redesign. Through our comprehensive approach to estimating, we have developed the ability to provide a GMP at almost any point in the design process. The basis for the GMP line-item pricing is always based upon the plans, specifications, schedule, and assumptions, so as the design develops, the contingencies decrease. The final process and timing of establishing the GMP for this project will depend on how the project can be phased through bidding and construction. Typically, we would recommend that the GMP for a project like this be set once the parties agree that the scope for the major components of the project are defined to an adequate level as to limit the potential for confusion from major subcontractors or vendors. The timing and establishing of a GMP is an iterative process. As the design develops, we will continually update and add detail to our project budgets, advising of possible overruns and cost savings achieved throughout the process. Once the collective project team determines that the project is adequately defined and the project is expected to be within budget, the final GMP will be set. Budget Evaluation and Scope Determination Given the size and complexity of the project, we understand that the owner may need to prioritize certain parts of this project over others, and we are committed to providing a “menu” of budget costs for each portion for the owner’s consideration. We will also make clear the impact to scope and costs related to selection of which parts of the project to proceed with and when construction takes place. There will no doubt be challenges related to weather, given that the majority of construction is to take place from September to April, through the winter months. Premium costs relating to winter conditions will be broken out to provide the owner an understanding of the impact this may have to the overall budget relative to the revenue generated by the field’s operations. Overall, we plan to develop and maintain budgets on a per area basis so that the costs relating to each area of construction are understood both individually and as a whole, depending on owner determination of how to proceed. We will remain flexible in our approach to best accommodate the owner’s goals and expectations, and make sure that all stakeholders are aware of the priorities set in place. Page 19 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana Project Schedule In order to maximize productivity during the off-season and achieve milestone completion of the areas required to be operational at the start of the 2025 and 2026 season, we plan to develop a detailed schedule immediately after award to begin collaborating with all project stakeholders. It will be critical to identify long-lead time items and bring crucial partners to the table early in the process. We will work with the design and engineering team to prioritize items that will allow for early procurement of critical materials and trades so that work taking place from September and April is consistent. Completing the work on the second floor deck as stated in the RFP will no doubt be challenging, and success in achieving completion by April 2025 will depend on the extent of structural modifications required to the existing facility to accommodate the new construction. This will need to be evaluated at the beginning of the preconstruction phase to determine if completion within this timeframe is reasonable. To be transparent, completion of this work in the desired timeframe may require overtime and/or additional winter protections, which would impact cost. We are committed to “hitting the ground running” in terms of evaluating this portion of the project, and prioritizing scope and budget for this portion of the project to provide the owner the necessary information to determine the best path forward. In addition to the focus on getting the second deck portion completed during the first off-season, we plan to start sitework and foundations work for the Club Space/Kids Area in the Northwest corner in an effort to complete as much of this work as possibly by April of 2025. This will allow for project borders in this area to be tightened up to the building and provide maximal guest access around this area while construction continues during the baseball season, primarily on the inside of the building. We will coordinate with project stakeholders on phasing and sequencing of the different areas around the field to ensure that construction activity is as accommodating as possible to other operations around the field, and to avoid disrupting operations during the baseball season. Utilizing hard barriers around construction areas will ensure guest safety around construction areas, and the barriers will be able to have marketing posters/banners applied if the owner desires to use that space for such a purpose. We also propose providing plexiglass “viewports” in temporary barriers that would allow children and guests to view the construction progress. During the development of site logistics plans, our number one priority is going to be safety. We are committed to making sure that our projects are not only safe for those working on our jobsite, but also for the guests of Four Winds Field and everyone around. Proper directional signage and temporary protections will be in place around all construction areas, which will be coordinated with field operations and clearly documented and communicated so that everyone involved is aware of the safety requirements. With safety as our top priority, we pride ourselves in developing trusting relationships with those that we work with, and communicating clearly and transparently. We know that construction requires careful planning and thoughtful coordination and are equipped and prepared to make this project successful for City of South Bend and its partners. NEGOTIATING A FINAL CMC CONTRACT If selected, Larson-Danielson will immediately begin preparing a final CMc contract with the City of South Bend. The first step in the process is to clearly define the scope of work, including outlining the duties, responsibilities, and deliverables for Larson-Danielson as the construction manager, as well as any specific requirements or expectations from the City of South Bend. Larson-Danielson will prepare the draft contract utilizing industry standard contract language from ConsensusDocs and will offer the City of South Bend ample opportunities to review and customize the contract. Since contract negotiation is a dynamic process, multiple rounds of discussions and revisions may be necessary. In our experience with similar CMc projects, we have been able to come to an agreement and obtain a fully executed contract within 4 – 6 weeks after being selected as the CMc contractor. Page 20 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana MANAGING PROJECT COMMUNICATIONS It is difficult for non-industry observers to understand the complexity of the building process. Typical manufacturing models do not capture the reality of the construction industry and its fragmented processes. And unlike manufacturing industries, where external collaboration takes place prior to assembly, construction project teams collaborate prior to, during, and after the assembly process. The fact that each building project is essentially a customized, one-off endeavor, designed and built by many parties who then go their separate ways, also helps explain the need for repeatable standardized communications procedures. Superior project communication doesn’t just happen. Our team proactively cultivates an open and honest communication process on our projects. This means not just setting up conference calls or rigidly structured project meetings, but building personal relationships with our project colleagues. Especially on projects like this one, the communication process during design needs to be a collaborative endeavor. Effective project communication and timely decision-making is a critical component of our project approach, and fundamental skill of our team members. As one of the largest contractors in the Northwest Indiana area, we have developed numerous tools to coordinate and expedite the flow of project information “24/7” between the Owner, Architect, Owner’s Representatives, Larson-Danielson, and the many subcontractors and suppliers to be involved. During construction, project progress meetings with the owner and architect are typically held weekly. However, meetings can be scheduled as frequently as necessary to meet the requirements of the project and owner. In addition, project status reports showing cost and schedule can be made available at any time via our project management and accounting systems. Community and Media Engagement Larson-Danielson will offer the services of our Marketing Department to keep the community and media engaged in the project. Our Marketing team can coordinate press conferences and press releases at desired intervals along the project schedule. We would also create social media progress updates that can be shared with the entire project team. As previously mentioned, we recommend utilizing hard barriers around construction areas to ensure guest safety. Regular progress updates will also be created by our Project team that can be shared via press releases, emails to stakeholders, and on the barriers. We also proposed providing plexiglass “viewports” in temporary barriers that would allow children and guests to view the construction progress. Page 21 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana MBE AND WBE PARTICIPATION HISTORY OF WORKING WITH MBE, WBE AND VBE FIRMS Larson-Danielson Construction believes in increasing the participation of women and minorities working within the construction industry. We have partnered with our trade union partners and other Northwest Indiana contractors to support the Indiana Plan, a pre-apprenticeship program to support and encourage diversity within the construction industry. In an effort to promote engagement with minority and women owned businesses, Larson-Danielson participated in the 2021-22 City of South Bend Mentor-Protégé program. Through this program, we sought to serve as a resource to the program and forge lasting connections with minority and women owned businesses in the community and have been successful in building and maintaining a consistent partnership with one of the protégé companies from this program. COMMITMENT TO HIRING MBE, WBE AND VBE FIRMS Larson-Danielson utilizes a proactive approach to achieving minority- and women-owned business participation in our projects. We maintain a database of qualified MBE, WBE and VBE contractors who work in Northwest Indiana. We will reference this database along with the database of certified MBE, WBE and VBE suppliers and contractors maintained by the Indiana Department of Administration. When soliciting bids from MBE, WBE and VBE contractors and suppliers, we will directly call potential bidders to have conversations with potential M/W/VBE bidders to guage their interest and personally address any concerns they may have. In engaging potential bidders early in the preconstruction process, we will work with the City of South Bend, M/W/VBE focused non-profit organizations, and State Agencies in an effort to provide guidance to any contractors or suppliers that may need assistance in understanding and achieving the proper qualifications to bid, and be awarded, a contract on this public project. In order to provide a clear incentive for prime bidders on trade packages to engage with M/W/VBE firms, and to provide clarity on how this participation will impact bid award, we propose exploring methods to define how the value included for participation in a bid for a prime contract may impact award. We will strive to provide as much definition and clarity in contract documents regarding goals and requirements for M/W/VBE contracting. We also propose exploring the possibility of establishing minority and female labor force participation requirements for the project. Evaluation of available labor resources would be coordinated with local union organizations. We also are committed to ensuring that all bidding and contract requirements meet local and state laws. Page 22 of 30 Proposal for Construction Manager as Constructor Services Four Winds Renovation and Expansion ― South Bend, Indiana PROJECT COSTS PRE-CONSTRUCTION SERVICES FIXED FEE Larson-Danielson Construction proposes the following lump sum fixed-fee to provide CMc preconstruction services that includes estimating and bid procurement, design consultation and review, scheduling, value engineering, community outreach, site logistics and phasing planning, and general preconstruction coordination. Pre-Construction Services Fixed Fee: Seventy-Six Thousand Five-Hundred Dollars ($76,500) CONSTRUCTION PHASE SERVICES FEE Larson-Danielson Construction proposes the following percentage-based fee for Construction Phase Services, which covers Larson-Danielson overhead and profit. This is one reason why we take our pre-construction responsibilities so seriously on our projects. We use the pre-construction phase of a project to meticulously evaluate the systems and components within every project we work on to identify potential cost and schedule variances within the project. We then work with the project team to address these issues through a modification to the project or a mitigation strategy agreed upon within the team. There are times, however, when unforeseen cost and schedule variances impact a project. In these instances, we believe in taking a proactive and transparent approach to dealing with these issues. It is our responsibility as the Construction Manager to evaluate the issues and work with all the stakeholders and project team members to develop and implement a plan to correct or mitigate the impact to the project. It is our belief that these issues are best addressed in the open and in collaboration with the entire team. Through this practice we have found that we can develop unique and effective solutions often through collaboration and compromise within the team. We are open to entertaining a conversation regarding performance incentives for this project, however it is not typical for our contracts to include incentives for performance. We believe that we work best when working towards common understood goals with our clients that we can commit to achieving. We then stand behind our commitments and do what it takes to meet the stated goals of the project. Whether working for a University, a local school corporation, or a major international corporation, Larson-Danielson has a long history of meeting our commitments to our clients. Our approach to contingencies on any construction management project is one of openness and transparency. We believe that any contingency included in a project budget should be identified and quantified clearly. This means that any contingency should have a clear value assigned to it as well as a clear description of what uncertainties the contingency is established to address and how each contingency can be accessed or adjusted. These definitions develop through the project budget iterations to become more specific as the project design and budgets are refined. We will recommend that not only would we carry a contingency on the project for gaps in project coverage on our part, but also an owner’s contingency to cover potential scope redefinition, gaps, or unforeseen conditions. We have the capability to provide a full performance and payment bond to the City of South Bend for this project, should it be required.
