ORDINANCE NO. 1 L(fl 7 g(o AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEARS OF 1987, 1988 AND 1989. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana Code Section 36-4-7-3, the Mayor fixes the compensation of each appointive officer, deputy, and other employees of the City. All such wages and salaries are subject to approval by the Common Council. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. SICK LEAVE - Sick leave will be acrued at the rate of eight (8) days per year, to be calculated at 2/3 days for each month of completed employment. Employees hired prior to December 31, 1986 may maintain the sick time accumulated. Effective January 1, 1987 their maximum allowable accrual will be sixty-five ( 65 ) sick days. Employees hired after January 1, 1987 will accrue sick leave at the rate of eight ( 8) days per year or 2/3 days per month with a maximum allowable accruable of forty-five ( 45 ) sick days. SECTION III. ACCIDENT AND SICKNESS INDEMNITY - An employee will be paid one hundred ($100 ) per week for seventeen ( 17 ) weeks after sixty-five ( 65) days of illness, or after their accumulated sick time is used up, the 65 days being a minimum. Long term disability coverage will take effect after six ( 6 ) months and will be paid at the rate of 60% of an employee' s salary up to $1,000 per month. HEALTH INSURANCE. The employer shall pay $10 .00 per month to any employee who elects to leave the employer' s insurance program to obtain insurance coverage through another program. This shall not be mandatory and if necessary the employee may return to the City' s program without the contribution of $10. 00 per month. • I t r , , f SECTION IV. VACATIONS - Shall be earned as defined below '' effective January 1 , 1987 . All other employees shall follow the vacation schedule as defined in this Section. SECTION V. HOLIDAYS - Employees shall receive seven and one half designated holidays as approved by the Board of Public Works and two (2) additional non-designted holidays. An employee may choose to substitute these additional holidays for one of the following non- designated holidays: Washington' s Birthday Lincoln' s Birthday Martin Luther King' s Birthday Columbus Day SECTION VI. BONUS - After June 1, 1987, non-union/non sworn employees shall receive a $500 bonus for 1987. After June 1, 1988 non-union/non sworn employees shall receive a $500 bonus for 1988. Members of the Teamsters Union Local #364 shall receive a five hundred dollar ($500) signing bonus in January 1987 and an additional four hundred dollar ($400) bonus in January 1989. SECTION VII . In the event that a Local Option Income Tax becomes effective and tax income from that Local Option Income Tax is received by the City of South Bend in it' s General Fund in 1988 or 1989, the annual maximum salaries and wage rates for the job classifications listed in Section I shall be increased by 2% from the amount listed for that year. SECTION VIII . This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Member of Co .
