LUECKE, MAYOR COMMUNITY ~ ECONOMIC DEVELOPMENT November 12, 2003 South Bend Common Council Fourth Floor Council Chambers 400 County-City Building South Bend, IN 46601 Dear Council Member: The attached bill for your consideration and approval will transfer $398,852 in Community Development Block grant funds as part of the 2004 Action Plan of the 2000 - 2004 Housing & Community Development Plan, and $9,062 which is a transfer requested by South Bend Heritage Foundation. As you remember, this plan, and the proposed allocation of funds, was made public September 30, 2003 fora 30- daypublic comment period. The plan was also the subject of 2 public hearings on October 9th. This bill is a companion to the CDBG general appropriation bill also filed today.
