HomeMy WebLinkAbout06-23-08 Council RulesCOUNCIL RULES .NNE 23, 2008 Committee Members Present: President Tim Rouse, Chairperson, Councilmember Varner, Vice-Chairperson, Councilmember Dieter, Councilmember Puzzello, Councilmember Oliver Davis Others Present: Kathleen Cekanski-Farrand, John Voorde President and Committee Chair Tim Rouse called the Rules Committee to order at 6:01 p.m. to report on and discuss the procedure to be followed for chairing a committee meeting in the absence of the designated Chairperson. Relying on reseazch and opinion of the Council's legal counsel, President Rouse reported that formal adherence to Robert's Rules of Order as followed by the Committee of the Whole, would prescribe the named vice-chairperson or vice-president in this case to take over in the President's absence. However, for committee's always having operated more informally in the past and without procedural reference in the Code or Council Rules could operate autonomously. In other words, the committee chair could designate anyone to chair a meeting of the committee not necessarily falling to the vice-chair. No other procedural change made or any vote taken. Autonomy rules. Attached is a copy of Council Attorney, Kathleen Cekanski-Farrand's reseazch opinion.
