of the zoning ordinances, building codes, safety codes, ADA or other
requirements of the City of South Bend, the County of St. Joseph, the
State of Indiana, or the United States Federal Government.

APPLICATION FOR CERTIFICATE OF APPROPRIATENESS – 933 RIVERSIDE DRIVE – AUGUST 2023
We are submitting five projects for your review for appropriateness of the home we just purchased at
933 Riverside Drive in South Bend, which is within the Riverside Drive / Chapin Park Historic Districts. The
following is a detailed description of each of these projects.
Submitted by: Ravi Shankar and Christina Peters – co-owners of this house.
(1) Enclosure of a back-facing porch to convert into a mudroom. This back porch is not visible from
the street; it is only visible from within the fenced-in backyard. Prior to 2018, this was an
enclosed porch. The project will consist of adding some wall with wood siding along with
windows and a door in the areas that are currently open. New tile flooring will also be added
inside this room for mudroom functionality, and plumbing and heating will also be added. We
are still in the process of selecting a contractor to perform this work, and should know before
your next review meeting later in August.

(2) Conversion of the three flat dormer roofs into pitched roofs. A roof inspection (attached)
revealed damage and leaks above two of the three flat dormer sections of the roof. One of these
sections has resulted in water staining and mold in a closet, which we plan to have remediated.
The roof inspector believes that these flat sections will continue to be problem areas of the roof,
as there is not a way for water to easily drain off these areas, and recommends converting these
to pitched roof sections. The pitched additions will be framed with wood and then covered with
the same roofing material with asphalt shingle to remain consistent with the rest of the roof.
These pitched roof sections will be built with the same trim features as the existing pitched roof
sections. We understand that historically this house has had flat dormer roofs and we only want
to modify them to reduce the likelihood of future roof leakage and the associated hazards they
may cause inside the house. This work will be done by Asscher Roofing LLC (1130 W. Western
Ave, South Bend, IN 46619; 574-234-9380).
(3) Removal of a dead willow tree. An inspection by an arborist (estimate attached) revealed that a
willow tree that is within a few feet of the house is dead and should be removed, as it presents a
hazard to the house. This tree is visible from Park Avenue. This work will be done by Above &
Beyond Services Inc. (24961 Indiana 23, South Bend, IN 46614; 574-334-0521).

(4) Replacement of front lawn grass with native plants. Planting of native plants in place of grass
has been shown to be more environmentally friendly and encourages natural pollinators, while
still maintaining the aesthetic beauty of a front yard. We would like to utilize the services of a
local neighborhood company, The Botany Shop, who have performed this type of lawn
conversion on several other homes in this neighborhood. (The Botany Shop, 909 Portage Ave,

(5) Extension of brick walkway from front door to Riverside Drive. There currently exists a brick
walkway which runs sideways from the front door to the Park Avenue side of the house, and also
around to the back side of the house. We would like to extend this walkway with the exact same
materials (red brick) and appearance to go from the front door to Riverside Drive. We are still in
the process of selecting a contractor to perform this work, and should know before your next
review meeting later in August.

Description: Exterior Roof Inspection Notes: Roof inspection was completed on July 25, 2023, between 9am and 10 am. At time of
inspection 1 layer of shingles was found. There are several exposed nails and nails that are starting to pop out, this will result on a
roof leak. The chimney flashing was not installed properly it needs new step and counter flashing. The chimney crown cap is
starting to fall apart. The back roof valley has some loose shingles and granule loss. Soft spots were found on the flat roof which
could be the source of the leak as seen in the pictures. The EPDM rubber has some repair and it has thorn creating holes in
Epdm. There is a stain from inside of a celling closet caused by a roof leak. Inspected the attic and the roof doesn't not have
proper roof decking it has 1X6 which has gaps from a 1/4-inch to 2-inches. The next time the roof is replaced all new roof decking
will be need to be installed over wood slats. We recommend a full roof replacement.

Tree Removal Removal of one dead tree located by front porch.
Complete removal of a tree by means of cutting it
down as low to the ground as possible. When
cutting down a tree we typically cut the branches of
the tree on the bottom of the tree first and then
work our way towards the top branches cutting
them one by one. Once all the branches are cut off,
the bucket operator or tree climber will now begin
to cut the logs down starting from the top working
the way down continuing to cut the logs down until
the employee gets down to the stump. The
employee will cut the log as close to the ground as
possible, typically this is 3-6in above ground level,
however due to high roots/root flares; occasionally
if the roots are raised we may have to cut the
stump above the root flare causing the stump to be
cut at around 8-36in. (Does not include stump
grinding)

Tree Trimming Trimming the redbud tree in the backyard away
from the garage, also raising up the low hanging
limbs from neighbors hackberry tree that is
growing down into the yard.

chipped and removed from the property (unless
otherwise specified). Branches and debris
