Regular Meeting Minutes
Met December 8, 2022 at 1801 Hours.
Held in the Board of Public Works Conference Room, County-City Building, 13th Floor, 227

Animal Welfare Commission Members Present: Dr. Mariah Covey, Christina Gerken, and Barb Leavell City Staff Present: Lindsay Cueller – SBARC Shelter Manager, Tom Panowicz – Attorney for
SBARC, Kylie Connell – Attorney for AWC, and Marissa Frattini – Legal Assistant for AWC
1. The meeting was called to order by Dr. Mariah Covey at 1801 hours.
2. The minutes for the hearing on Thursday, November 17, 2023 will be revised and reviewed. Amendments noted by Commissioner Gerken.
3. Dr. Covey made a motion to approve all minutes: Meetings- February 10, 2022, April 7, 2022, and October 6, 2022, Hearings- March 3, 2022, March 10, 2022, March 24, 2022, April 7, 2022, June 2, 2022, and June 30, 2022, and October 13, 2022. Seconded by
Commissioner Gerken. 4. Lindsey Cuellar discussed shelter reports for November 2022 and upcoming hearing cases.
5. Feedback from community members received from Attorney Connell. Attorney Connell
to revise guide based on feedback. Website updated. Minutes to be uploaded to public
access site. 6. Secretary Barb Leavell resigned from the Commission effective immediately.
7. Discussion on veterinarian position and busy schedule of local veterinarians.
8. AWC 2022 Annual Report approved by all members.

9. AWC meeting schedule will be tabled until there are more Commission members.
10. Chapter 5 Review of Article 8 and 9 discussion postponed.
11. Due to lack of quorum, future meetings postponed until new members appointed.
Motion to adjourn made by Dr. Mariah Covey. Seconded by Christina Gerken. Meeting adjourned at 1849 hours.
