Luecke, Catherine Fanello, Rita Kopala, Pam Meyer, Jeff Gibney, Aladean DeRose, Kathleen Cekanski- Farrand, John Voorde Councilmember David Varner, Vice-Chairperson, Personnel & Finance Committee called the meeting to order at 3:15 p.m., and stated that due to a lack of a quorum this meeting is being held for information purpose only. BILL N0.33-08 PRE-APPROVED PAYMENT OF CLAIMS This bill will be continued until the July 14, 2008 meeting of the Council at the request of the petitioner. BILL N0.39-08 ADDITIONAL APPROPRIATION Councilmember Kirsits arrives... Catherine Fanello made the presentation. This bill is being reviewed for information purposes only as there is not a quorum to make a recommendation to full Council. Councilmember Varner chairing, Catherine Fanello offered a brief explanation of the need to appropriate a total of $720,799 for operating expenses of the city in 2008 not anticipated in 2007. This dollar figure is less than the $1,000,000 originally requested. Three funds were to be appropriated, $370,589 from the general fund, $45,000 from the Park & Recreation General Fund, and $305,190 from Community and Economic Development. An attachment details these appropriations. BILL N0.42-08 (Councilmember Oliver Davis arrives to make quorum) This bill amends the '08 salary ordinance passed in 2007 to accommodate a restructure in the division of Community Development of the Community & Economic Development Department. Jeff Gibney, Director of Community & Economic Development explained the restructure. He said that to counter 350 realtors who direct buyers to areas other than South Bend due to the perception of higher crime and bad schools in the city, he saw a need to have somewhat of a city marketing person onboard to promote urban living. This reduces the number of employees in the department by .5. Councilmember Puzzello hoped the person in this new position would partner with the school corporation to highlight its successes. Councilmember Karen White asked Mr. Gibney for a copy of the results of a study done last year measuring the effectiveness of the department. Coucilmember Kirsits made a motion to recommend this bill to the Council with a favorable recommendation, seconded by Councilmember Oliver Davis.
