PROVIDER INFORMATION Kokosing was founded in 1951 in Fredericktown, Ohio and was first known as the William Burgett Construction Company. The early project list included small commercial and farm buildings, plus residential construction projects. Success fueled expansion and in 1954, a one -acre parcel of land was purchased where an office and shop were built. Bill renamed the company Kokosing, after the Ohio scenic river that flows past the original office and is now the home of support department offices, maintenance shop, equipment yard, truck and storage 0 building, and supply yard. I -A In 1974, Kokosing built its first water treatment plant in Wadsworth, Ohio. Today, Kokosing is a diversified family- kolcosing owned business with facilities and affiliated companies across the Midwest and Mid -Atlantic. Chuck brings over 10 years of relevant construction experience to your project, including work recently completed at the CSO 032 and 3rd Street Pump Station project in Fort Wayne. He will be the main point of contact for the City during construction, and from pre -construction through project close-out. CONSTRUCTION SERVICES Construction services are typically associated with a general contractor and include scheduling, equipment and materials procurement, construction, commissioning, training, and close-out. Pat Johnston, Superintendent, will have day-to-day responsibilities for the project including safety for all personnel. Pat brings over 40 years of relevant experience building water and wastewater infastructure in Indiana. He is an "out in the field" type of superintendent and works closely with foreman, crews, and subcontractors to ensure the job is done right. With Kokosing's crews and equipment resources, he has D everything he needs to continue his winning tradition. Matt McCarthy, Safety Director, has been with the Kokosing Safety department for almost 20 years and supervises all the safety professionals in Kokosing Industrial. His background includes five years of experience in the Occupational Safety and Health field prior to joining Kokosing. Matt is involved in a variety of projects within all divisions, including many large and complex industrial facilities. PRECONSTRUCTION SERVICES Preconstruction is the period between our selection as your GSC provider and the start of construction. This period contains many activities critical to the successful execution of construction and of your project. Preconstruction contains review of the designs by American Structurepoint, constructability reviews, scope verification, cost estimating, value engineering, various workshops, conservation measure calculations, and guaranteed maximum price setting. Tina Wolff P' is instrumental in establishing the GSC contract. She works with you and your engineer to identify savings opportunities, to perform the savings calculations, and to negotiate the agreement and contract conditions. She also submits all the filings to the State. Tina has performed in this role for nearly all of Kokosing's GSC projects. Her work culminates with the contract including the GMP, construction schedule and - financing terms, and the commitment of no contractor -initiated change orders. Steve Ehret will act as our lead estimator and be the primary point for the team of discipline estimators to build the bottoms -up estimate of your project costs. As part of his work, Steve will help the engineering and management team explore the comparative cost differences between technically equivalent options. This includes pricing from multiple vendors but can also extend to evaluating the savings potential from alternate sequencing and changes in material selection. The culmination of his work is the establishment of the Guaranteed Maximum Price with a detailing of the scope of work, assumptions, and exclusions. SOUTH BEND, INDIANA GSC 6 CORPORATE SERVICES Corporate services are those support activities provided to and performed on all Kokosing Industrial projects. Corporate services include senior management supervision, and the management of the contract. Todd Leme. is Kokosing's lead for Indiana and is the principal -in -charge for this project. Todd's diverse project experience makes him the right person to lead our team through design and construction to a successful end. All of Kokosing's alternative procurement projects in Indiana have been executed under his authority with every project delivered with zero contractor -initiated change orders. .doe Lambdin is the Area Manager with the overarching responsibility for providing the skilled craftspeople our on -site project team requires to do the work. With almost 30 years' experience in heavy civil construction, he understands the critical nature of the work schedule. While Joe works largely in the background, he is a key contributor to the project team's success. V. FIRM'S FINANCIAL REPORTS The most recent financial audit was performed by Crowe Horwath, dated June 23, 2023. Kokosing has the financial stability for our customers to rest assured that a project started, is a project completed. Our most recent audited financial statement follows this page. VI. FIRM'S CERTIFICATION OF QUALIFICATION ISSUED UNDER IC 4-13.6-4 Kokosing Certifications of Qualification are current as demonstrated with our listing as a Provider with the State of Indiana. Copies of our construction and design certificates are provided following the financial reports. VII. PROFESSIONAL ENGINEERS Kokosing's GSC Provider is Tina G. Wolff, PE (PE11100142). In-house designs are performed under the responsible charge of Aaron S. Brown, PE (PE11100512). VIII. GENERAL CONTRACTOR Kokosing prides itself on being a self -performing contractor and typically self performs 70 percent or more on water and wastewater construction projects. We typically self -perform all work except the following areas: asphalt paving, specialty coatings, specialty tank assembly, electrical, HVAC/P and instrumentation & controls. SOUTH BEND, INDIANA GSC 7 CHUCK LARUE Project Manager EXPERIENCE Lucas County Sanitary Engineer, Lucas County WRRF Site Improvements, Waterville, Ohio Project Manager for the installation of a new dewatering biosolids conveyor, painting exterior of digesters, construction of new 48" diameter effluent flume and reconstruction of existing roadways within the Water Resource Recovery Facility (WRRF) site. Contract Amount $2,961,766.00 City of Fort Wayne, CSO 32 and 3rd Street Pump Station Consolidation Sewer, Fort Wayne, Indiana Project Manager for the construction of a double-barreled crossing in the St. Mary's River to connect overflow from the 3rd Street Pump Station to the city's CSO conveyance tunnel drop shaft. Work included custom forming of the tangential approach to the 250-ft deep drop shaft. Several cast -in -place concrete structures were used to combine flow from surface CSO pipes into the head chamber and then receive the flow at the tail chamber and combine with another surface CSO pipe. Contract Amount: $8,557,000 CVG Airport Hub, Amazon Expansion, Hebron, Kentucky Project Engineer on the >$1 billion project to construct a new package sortation facility. Kokosing self -performed over 7 million cubic yards of mass excavation including significant rock blasting and 25-miles of underground utilities including major storm trunk lines, water, sanitary and other utilities. This project was constructed adjacent to, and in some cases within the boundary, of the CVG airport, requiring daily coordination with multiple airport entities, adjacent property owners, and local government agencies. SOUTHBEND, INDIANA GSC PAT JOHNSTON Superintendent XPERIENCr Water Private Client, Western Hancock Utilities WWTP Capacity Expansion Phase II, Greenfield, Indiana The Western Hancock Utilities WWTP Project was a Design/Build Collaboration to increase the facility's treatment capacity from 0.5 MGD to 1 MGD. Scope of Work includes building a new Headworks Building, 3-ring Oxidation Ditch Structure, 65' Diameter Secondary Clarifier and a 4,800 SF Solids-Processing/Maintenance Building. Project also includes initial SCADA integration for the plant as well as significant upgrades to electrical infrastructure. Contract Amount: $11,461,000 City of Goshen, Goshen WWTP Improvements Project A, Goshen Indiana Superintendent for an improvement project designed to increase the biological treatment capacity of the plant to meet demands from Food Manufacturing customers. The work touched every part of the wastewater treatment process and was very invasive to plant operations. Otherwork includes a new dewatering facilityto improve the disposal of water and materials removed from the collection system via vactor truck. An earthen storm water infiltration basin will collect runoff from the adjacent railroad to improve the storm drainage of the plant. Contract Amount: $18,989,000 City of Terre Haute New Main Lift Station and HRC Phase 2, Terre Haute, Indiana Superintendent for Phase 2 of the CSO LTCP program. Work consisted of the construction of a new Main Lift Station to replace the existing lift station, a new High Rate Clarification system to expand existing capacity, a new force main connecting the new facilities to the WWTP, re-routing of an existing sewer, and construction of a new parallel interceptor sewer. Contract Amount: $31,859,827 SOUTHBEND, INDIANA GSC 9 MATT MCCARTHY Safety Director EXPERIENCE Toledo Waterways Initiative, Downtown Storage Basin, Toledo, Ohio Construction of a 17-million gallon storage basin and dewatering pump station. Other scope items include seven buried regulators constructed around existing combined sewers, 72" and 48" diameter sewer installation, 720 LF of 110" pipe installed in a hand -mined tunnel, road restoration and site work. Project included 225,000 CY of excavation and 45,000 CY of concrete. Contract Amount: $43,900,000 Toledo Waterways Initiative, Ottawa River Storage Facility, Toledo, Ohio Construction of a 175 MGD pump station and 36.3 million gallon storage basin. Other scope items included 9,000 LF of large diameter deep sewer installation, six interceptor structures, five of which were constructed under and around existing sewers, road rehabilitation and site work. Project included 450,000 CY of excavation and 50,000 CY of concrete. Contract Amount: $69,000,000 Private Client, Combined Cycle Power Facility, Ohio Construction of a new 90OMW 2x1 combined cycle power plant on a greenfield site. Full construction responsibility with over 2.7 million manhours expended. Project substantially completed in 28 months. Kokosing self -performed over 90% of the work and direct hired all crafts with a peak workforce of over 1,200. Power Private Client, Coke and Cogeneration Facility, Southwest Ohio New 100-oven metallurgical coke and 67MW cogeneration power facility on a greenfield site that supplies AK Steel with blast furnace coke and electrical power. Project substantially completed in 18 months. Kokosing self -performed over 1.9 million manhours of the 2.2 million total person -hours At peak workforce of nearly 900, the talents of nearly 2,300 contributing workers were utilitized. SOUTHBEND, INDIANA GSC 10 TI NA WOLFF P.E., CEM GSC Provider EXPERIENCE Evansville Water and Sewer Utility, West WWTP Storage Basin, Evansville, Indiana. Guaranteed Savings Contract. GSC Provider for a construction of a 6MG concrete CSO storage. Work included construction of a new screening facility with 4-33mgd fine screens, a new 48" high flow influent connection, and a passive flow control weir to the storage basin. Contract Amount: $27,000,000 Town of Plainfield, West Fork Interceptor and Pump Station, Plainfield, Indiana. Guaranteed Savings Contract. Provider for the development project. Work included coordinated with the Engineer of Record to define the energy, human and equipment savings for the project. Coordinated with City departments for the development of the GSC documents and facilitated submittal to the State. Contract Amount: $4,500,000 SOUTHBEND, INDIANA GSC 11 STEVE EHRET Lead Estimator EXPERIENCE Delaware Wastewater Treatment Plant, Delaware, Ohio Design -Build project that increased the capacity of this plant from 5.5 MGD to 10 MGD. At the time of this project, it was the largest Design - Build municipal WWTP job ever awarded in the state of Ohio. The scope of the project included 4300 LF of large diameter Hobas pipe; 15,300 LF of DIP yard piping; 25,000 CY of excavated dirt/landfill/ stone material; 11,000 CY of concrete placed and $5M+ worth of process equipment/piping installed. Contract Amount: $25,000,000 Water Works Improvements Phase 1, Decatur, Indiana. Guaranteed Savings Contract This multi -phased project improved water production for the City of Decatur, Indiana, which was facing issues from high chloride content in the ground water and a fall off in production from some wells. Phase 1 constructed a new East Side Water Treatment Plant using a conventional water softening process. This consisted of catalytic softeners, recarbonation tanks and pressure filters. This was a greenfield construction project, requiring clearing of farm fields and thickly wooded areas to create the plant site. Contract Amount: $7,250,000 Struthers Division WTP, Struthers, Ohio Design -Build expansion of a surface water, lime softening Water Treatment Plant for the Struthers division of our Private water client. This project consisted of designing and constructing a new electrical building, chemical building, a new carbonic acid contact tank and CO2 system, three new 37' solids contact units and splitter box. A major electrical and SCADA upgrade is also part of the project. In addition to the CMAR role, Kokosing was the selected Trade Contractor for multiple phases with subsequent awards for subcontractors. Phase 1: Edgecliff Relief Sewer. The new Edgecliff Relief Sewer provide an emergency bypass for peak flows beyond a one year storm event of 213 MGD. This phase was subcontracted for $3.2 million. Phase 2: Headworks Site Preparation. This phase included mass excavation of dirt and shale, installation of H-pile and lagging wall, 96-inch RCP storm sewer relocation and construction of a new cast -in -place concrete influent chamber. This phase was self performed for $6.6 million. Phase 3: Headworks Facility & Wet Weather Equalization Basin. The new headworks complex provide coarse screening for flows up to 213 MGD, fine screening, grit and grease removal and flow metering for flows up to 66 MGD discharging to the future MBR WWTP. Kokosing self performed this phase for $47.7 million. Phase4A: MBR Procurement. Kokosing evaluated theconstructability and construction cost of up to three MBR alternatives; assisted in negotiating the scope of supply for the selected alternative and purchased the equipment at the negotiated price of $26.4 million for incorporation into Phase 4B. Phase 413: WWTP Upgrade to MBR. Installation of a new MBR process within existing WWTP tankage to treat peak flows up to 66 MGD. This phase was self performed for $52.3 million. • 1V.TJ 0 17'AL*V a[ • EVAN SVI LLE WATER AND SEWER UTILITY West Wastewater Treatment Plant Storage Basin Evansville, IN The project, part of EWSU's CSO Long -Term Control Program, increased the influent screening capacity and provided storage to excess wet weather flow. This project was procured using Indiana's Guaranteed Saving Contracting. Kokosing Industrial came on board at approximately the 60% design point and worked with the Design team through final design. Storage Basin: The 6 MG concrete storage tank was 260-ft x 192- ft x 35-ft deep and was designed without columns within the basin. Key collaboration points with the Engineer included selecting the shape of the walls of the concrete tank and the design of the pile foundation system that satisfied the design requirements while allowing for most efficient construction methods. The work included effluent piping to return flow to the main plant influent pipe and a dewatering pump station for draining the lower portion of the basin. Screening Facility: A new 100-mgd screening facility was , constructed upstream of the existing screening facility, over and around the existing influent pipe. The 66" RCP pipe, which received flow from 42" and 66" interceptors, was over 80 years old, +20-ft deep, and constructed on wooded piles through the new facility location area. Four, 33-mgd bar screens with washers and compactors provided the screening The facility also included a side -spill weir gate that controlled flow to the Storage Basin. Through the construction of the structure, the interceptors were \� plugged and bypass pumping used to transfer flows to the existing screening facility to create a safe working environment and protect the plant influent. The start of construction was aided by the use of a Limited Notice to Proceed, which allowed Kokosing to negotiate for, enter into a lease, and prepare the ground of the adjacent property used for trailers, parking and staging. This approach saved the project approximately three (3) months and allowed Kokosing to begin work promptly upon receipt of the NTP. RICHMOND SANITARY DISTRICT Wm. E Ross Wastewater Treatment Plant Improvements Richmond, IN M Project improved the secondaryy treatment process. The process was last expanded in the 1980s, with some of the components dating back to the original construction in the 19305. The Phase 1 improvement project updated the aeration and secondary clarifiers while adding in the operation and maintenance elements that would ensure the longevity of the system. These improvements addressed process limiting conditions, allowing the 18 mgd plant to increase peak wet weather capacity from 28 mgd to 36 mgd. Aeration Improvements: The existing aeration tanks were constructed into a hillside and used a common header system that limited operators' ability to direct flows and isolate units. The project addressed the feed independence challenge and reconfigured the aeration to create anoxic zones. All the piping and diffusers in the tanks were replaced with a mixture of coarse and fine bubble. A new splitter box was constructed with individually piped connections to the nine aeration tanks. Each pipe included an isolation gate, allowing operators to control the flow to each tank as well as to individually remove tanks from service. Sequencing for construction allowed three aeration basins to be removed at a time, requiring the remaining six to stay in operation. Secondary Clarifier Improvements: The four existing clarifiers were improved by the removal and replacement of the mechanisms. The existing clarifiers used a double -sided weir trough located off the tank wall, allowing the flow to come up on the interior and exterior sides. The new configuration moved the trough to along the tank wall with flow coming up from only the interior side. The new trough was constructed with concrete and had fiberglass reinforced plastic baffles and v-notch weirs attached to it. The work included replacement of the actuators on the gates of the existing distribution box. Sequencing for construction allowed one clarifier to be removed from service, requiring the remaining three to stay in operation. Isolation was achieved using the existing gates in the splitter box. CITY OF TOLEDO AND TOLEDO WATERWAYS INITIATIVE Ottawa River Storage Facility Toledo, OH 71 This project consisted of two main elements: the pumping station, storage basin and park restoration work; and conveyance and roadway improvement work. In presenting our initial thoughts on the approach to the elements of your project, we also demonstrate our technical ability to deliver the work using similar project experience and with an emphasis on accelerating your time to finish and the financial approach to managing costs. A. PROJECT SCOPE AND DEMONSTRATION OF ABILITY The scope of work for this project involves the construction of a new equalization basin, influent pump station, diversion structure, control building, and CSO outfall structure that will replace the City's existing CSO 045 outfall structure. This work will require a new 48" interceptor sewer to be installed to re -direct flow around the new EQ basin. The existing CSO structure, parshall flume, and some existing sanitary lines will need to be demolished to make space for the new diversion and overflow structures. Some of this work will require temporary bypass systems to be setup to divert and maintain flows around the existing structures while the new structures and underground piping are installed. Due to the elevations of the existing groundwater table, this project will require heavy dewatering to perform the majority of the underground piping and concrete work. A secondary scope component of this project involves the removal and replacement of the existing clarifier equipment at Final Clarifiers 1, 2, and 3. The existing clarifiers will be converted from side feed to center feed clarifiers, which will involve structural modifications to all three clarifiers. Dewatering will also be required to maintain groundwater levels below the basin of each clarifier due to the structural modifications that will be performed. B. KOKOSING AND PROJECT TEAM TECHNICAL ABILITY Kokosing is a self -performing General Contractor and we have delivered similar scopes of work for other communities just like yours. We have proposed a project team that brings you relevant wastewater experience that is directly transferable to the scopes of work you are performing. In this section we will discuss our teams project experience and technical abilities as they relate to this project. Relevant Work Experience As a firm, Kokosing has delivered projects that improved the treatment effectiveness of existing POTWs and increases community's abilities to capture, contain, and treat CSOs. While every project has its unique aspects, CSO projects are alike in the need to complete construction on a timetable outlined in a CSO plan or NPDES permit. Using GSC enables us to work directly with the Owner and Designer to optimize construction to help ensure your commitments are met. Our GSC projects in Fort Wayne, East Chicago, and Evansville were CSO projects, with the latter featuring a storage basin. The project demonstrates our ability to deliver your storage solution on time and on budget. SOUTH BEND, INDIANA GSC 26 Evansville Water and Sewer Utility - West WWTP Storage Basin The Evansville Water and Sewer Utility West Wastewater Treatment was completed in 2021 and was delivered with the Guaranteed Saving project involved the construction of a 6-million-gallon storage tank and 100 MGD screening facility to reduce CSO discharges into the Ohio River. Kokosing was brought on board on this project at 60% design, which allowed constructability and budgeting reviews to be performed before the project reached final design. Kokosing worked collaboratively with EWSU and the Design Team to enter into a limited notice to proceed that allowed Kokosing to secure a lease agreement for the adjacent property for staging, employee parking, and storage trailers. This saved the project approximately three months on the overall project schedule and allowed Kokosing to begin work immediately upon receiving a noticed to proceed. Plant Storage Basin project s Contracting method. This Performing your clarifier work means working within your plant while protecting and maintaining plant operations. This is a common requirement for wastewater projects and an area where customers tell us we excel. One case in point is the improvement project for the Richmond Sanitary District. Not only did we replace the clarifier mechanisms, as we will be doing for you, but we reconfigured the aeration basins and modified the influent system. The coordination between operations and construction was pivotal in maintaining the plant's effluent water quality and efficiently completing construction. Richmond Sanitary District -William E Ross Wastewater Treatment Phase I Improvements Project This $14 million -dollar project was performed to improve the plants secondary treatment process. One of the primary scopes of work involved removing the existing mechanisms and modifying the four existing clarifiers. The replacement system included one configuration change. The existing clarifiers used a double -sided weir trough located off the tank wall, allowing the flow to come up on the interior and exterior sides. The new configuration moved the trough to along the tank wall with flow coming up from only the interior side. The new trough was constructed with concrete and had fiberglass reinforced plastic baffles and v-notch weirs attached to it. With the equipment removed, the floors of the clarifiers were sounded for structural integrity. The grout layer was removed and replaced in areas identified as de -laminated or otherwise compromised. The work included replacement of the actuators on the gates of the existing distribution box. Sequencing for construction allowed one clarifier to be removed from service, requiring the remaining three to stay in operation. Isolation was achieved using the existing gates in the splitter box. Project Team Experience Our proposed project team leadership brings with them directly applicable experience to your project. Our leaders were introduced in Section 2 with their resumes included. Here we again address the question of our technical expertise through past experience. Chuck LaRue, Project Manager, brings multiple years of relevant experience to your project. During his time with Kokosing, he has held multiple positions on projects as a Project Engineer and Project Manager on various wastewater treatment plant projects. Chuck lives Kokosing's core values and understands the wastewater process. Below are a few projects that Chuck has completed with Kokosing that have directly relevant experience to this project. SOUTH BEND, INDIANA GSC 27 Warsaw, IN Wastewater Treatment Plant Expansion Project This $25.7 million -dollar design -bid -build project involved multiple upgrades to the existing plant to increase plant capacity and modify existing systems. Kokosing acted as the general contractor and self -performed multiple scopes of work on the project including concrete, underground piping, sitework, process piping, and equipment installation. The general scope of work on this project involved the installation of new grit removal tanks, new primary clarifiers and control buildings, new anaerobic selector tanks, a new final clarifier and sludge pump building, new RAS and WAS pumps, new UV disinfection systems, and new sludge dewatering equipment. Work further included modifications to the existing oxidation ditches, final clarifiers, existing anerobic digesters and sludge holding tanks, as well as various site improvements, HVAC, electrical, and instrumentation upgrades. Chuck acted as the primary Project Engineer onsite and was involved in managing the technical aspects of the project to ensure our crews had the information and resources they needed to be successful. Fort Wayne, IN CSO 032 and 3rd Street Pump Station Consolidation Project This $8.5 million -dollar consolidation sewer CSO project involved constructing a double-barreled chamber below the St. Mary's River to connect the 3rd Street Pump Station overflow to the City's CSO conveyance tunnel drop shaft. The new piping had to be installed across the bottom of the river by open cut method installation, requiring sheeting and dewatering to maintain river flows around the construction area during the installation. This challenging installation required much coordination with the DNR and City to maintain river access while portions of the river were blocked off for construction. Chuck played a key role in managing Kokosing's crews, materials, and equipment to bring the project to completion. Pat Johnston, Superintendent, brings over 40 years of construction experience, almost all of which has been in the water and wastewater industry. Pat started his career as a pipefitter before stepping into the Superintendent role, and has held many supervisory and management field positions over his career. Pat will be responsible for managing all of Kokosing's field crews and subcontractors to ensure a safe and efficient construction project. His management style puts him in the field with the crews to ensure details are properly followed and not overlooked. Below are some of the projects Pat has completed with Kokosing. Aqua Indiana, Western Hancock Utilities, WWTP Capacity Expansion Project Phases 11 and 111 This $11.4 million -dollar Design -Build project involved expanding the existing WWTP from 0.5MGD to 1 MGD. The scope of work included a new headworks building, 3-ring oxidation ditch structure, 65-foot diameter secondary clarifier, a 4,800 SF Solids Processing and Maintenance Building, and significant '$, ,RU11 _ upgrades to electrical infrastructure and SCADA Integration. This yiY� project started when supply chain disruptions were at their peak. Pat - r,nri nrrr fir and Kokosing's design team worked with the Owner to come up with constructible designs and solutions to industry problems that kept construction moving forward. Bypass pumping had to be utilized' at times during the project to maintain existing plant flows while new systems were connected and brought online. This project has become a prime example of how Owner, Engineer, and Contractor collaboration can bring successful results to tough industry issues. that are not always within the control of the project team. SOUTH BEND, INDIANA GSC 28 Terre Haute, IN New Main Lift Station and HRT Phase 2 This $52 million -dollar project was intended to construct a new lift station to replace the existing lift station, construct a new high rate clarification system to expand existing capacity, install a new force main to connect the new facilities to the existing WWTP, re-route an existing sewer, and construct a new parallel interceptor sewer. A 40+ foot deep excavation was required to install the new lift station and a major dewatering system had to be installed to perform the work. Unfortunately, mid - construction, contaminated soils were encountered and progress on the project was stopped. The mitigation efforts required to continue the project became cost prohibitive for the City and the construction of the lift station and high rate treatment facility could not be completed. Kokosing had Y already completed the majority of the submittals and procurement - of various equipment, structures, piping, etc., all of which was ultimately turned over to the client. Portions of the project were still completed, but the lift station and high rate treatment facility scopes of work were removed from the project and postponed until further ; notice. Although this project could not be completed, the dewatering and excavation work completed prior to encountering contaminatedq}- soils shows that we have the necessary experience to setup large hw dewatering systems and perform deep excavations. y C. PROJECT APPROACH, CHALLENGES, AND RISKS Construction projects of this scope require a firm understanding of the potential risks and challenges that can or will be encountered during the project. The technical requirements of forming a structure or installing a pump can be straight forward in and of themselves. Existing conditions, site constraints, and maintaining process flows to the plant are what elevate this project from ordinary to tough. The following are conditions that will need a well -developed plan and strong management to make this project successful. Material Procurement and Lead Time Mitigation. The affects of supply chain disruption are still being encountered in today's marketplace. Although some materials have stabilized, longer than expected lead times for certain materials and equipment are still a reality and proper planning is necessary to mitigate the affects these issues can have on a project. Electrical gear, generators, VFD's, and some control/integration components may have lead times ranging from 6 months to over 1 year, depending on the components selected and availability in the marketplace. The same can be true for certain makes and models of pumps, valves, and some sizes of ductile iron piping. Kokosing's approach to managing this starts at the beginning of the project, during the pre -construction and budgeting phase. While putting together the preliminary schedule, we will identify those components that may have longer than anticipated procurement times and could impact the project schedule. We schedule the project with the end in mind, working backwards to identify milestone dates that must be maintained to keep the project on time. Multiple material and equipment vendors are solicited during the GMP budgeting phase of the project, and all are evaluated on not only price, but quality, availability, and lead time. Comparing all of these factors allows you, the Owner, the select the products that provide the "best value" for your project. Dewatering. We understand that dewatering will be one of the necessary challenges to complete this project successfully. Due to the depth of most of the structures on this project, a well -engineered dewatering system will need to be installed and maintained through the duration of underground work. Kokosing approaches dewatering by involving experts that have the knowledge and resources to do this correctly. During the pre -construction and GMP budgeting phase of the project, we will request multiple dewatering companies evaluate the project and provide a proposal to control the groundwater. We will work with the dewatering subcontractor to identify durations and possibly a phased approach that would provide economic value to the project budget. Possible impacts to SOUTH BEND, INDIANA GSC 29 the adjacent park pond will also need to be evaluated to verify water levels are maintained during construction and not impacted by the project. This may require back feeding water to the pond to maintain proper levels. Dewatering can be one of the larger challenges on this project. With proper planning, this can be managed to become a marginal risk item on the project. Maintaining Process Flows. We understand that this project will require a bypass pumping system to maintain CSO flows to the plant during the construction of the new diversion and outfall structures. A temporary system may also be necessary to tie in the new 48" interceptor piping. We approach bypass pumping by evaluating the flow requirements to the plant, risk associated with the pumping setup, and length of time the system must be in operation. We want to minimize the amount of time bypass pumping is required, simply because of the risk and cost these systems can have on a project. We also setup our systems to have redundancy and alarms to ensure potential mechanical issues can be remedied timely, with little to no impact to the bypass system. Kokosing will contract with a bypass pumping specialist that has the ability to engineer and provide a redundant system to meet the CSO needs for this project. A system with multiple pumps and flow level controls will likely be required to maintain CSO flows to the plant, but discharge to the river should flows exceed 77 MGD. Due to the risk and coordination efforts required for a system like this, we will ask that American Structurepoint and plant personnel be heavily involved in the planning process for this system to verify it meets your process requirements and permitting limits. D. CONSTRUCTION PLAN AND APPROACH Kokosing's approach to scheduling and managing every project starts with a firm understanding of the project scope, risk components, process constraints, and milestones set by the client. We then break the schedule into phases of work, from preconstruction through construction, followed by project closeout. This project will involve two separate scope upgrades to the plant with the CSO 045 EQ Basin improvement and Final Clarifier 1, 2, and 3 improvements. Although our master CPM schedule will include all activities for both scope improvements, we will track the construction phase of work separately so each can be managed independent of each other. Preconstruction Phase The preconstruction phase of this project will start with an understanding of plant operations, current design, and the establishment of project milestones for construction. Immediately after this section, we have provided a preliminary conceptual project schedule showing many of the pre -construction and procurement items that will be required for the project. This schedule will be refined as additional information is provided, but it will show how we will work collaboratively with American Structurepoint and the City of South Bend through the preconstruction process to get the project to construction. A design and permitting schedule, aligned with GMP budgeting will need to be established so contracting and material/subcontractor procurement activities can begin. We know that some materials and equipment will have long fabrication lead times, therefore, those items will be targeted for early procurement. These items would include the electrical scope, generator, VFD's, controls, piping, rebar, pumps, clarifier equipment, and dewatering. Getting these subcontractors and vendors on board early in the procurement process will help get submittals and releases for fabrication going to maintain and/or exceed project milestone expectations. In the event a particular equipment item has a lead time that will impact the intended schedule before IDEM permitting approval or the establishment of the GMP budget, we do have the option to issue a limited notice to proceed for that particular item and discuss the procurement with IDEM. We have had similar situations on other projects where pumps have been released for submittal/engineering prior to the establishment of the GMP If this becomes necessary, we will work with you to get the necessary approvals and allow these portions of work to proceed. SOUTH BEND, INDIANA GSC 30 Our understanding is that the City and American Structurepoint intend to submit for IDEM approval this fall and obtain permit approval by the end of the year. Since the project design is currently at about 75% complete, Kokosing can begin the budgeting process soon after project award. Our goal would be to have the GMP budget established this fall, and begin the procurement process for long lead equipment this year, in preparation for construction mobilization in the spring of 2024. WWTP EQ Basin Construction Approach Construction mobilization for the EQ Basin and associated structures would begin in the spring of 2024. This will allow ample time to finish design, obtain permits, establish the GMP budget, and procure materials needed to start construction. The first construction activities will be site mobilization, setup, SWPPP installation, and the establishment of temporary power. Kokosing will work with the City and local power company to determine the site needs for dewatering, pumping, and construction activities. Getting power, even on a temporary basis to the work area, is likely to take months to achieve. Information on anticipated pump and construction loads will be required to engineer the temporary service. It is possible the permanent transformer could be available prior to the start of construction, but Kokosing and the City will need to work collaboratively with the electrical utility to see what options could be available for this installation. Due to the amount of dewatering that will be required onsite, much planning, engineering, and prep work will be required to prepare the site after mobilization. Site clearing, tree removal, and the removal of the existing asphalt path will occur after site mobilization has been completed. Once dewatering activity has started and the ground water levels are down to the required level for construction activity, we will begin installing the new 48" interceptor line. This line will need to be completed and tied into the existing system to allow flows to be re -directed around the new EQ Basin prior to removing the existing sanitary lines from service. This work is required to allow the excavation work for the new EQ basin and pump station to begin. The EQ Basin and pump station construction will start after the interceptor line has been placed into operation. This allows us to focus on the construction of these structures and the new control building while keeping the existing 96" CSO line and outfall structure in service. Our goal with this is to reduce the amount of time CSO bypassing will be required on the project. During the construction of the EQ Basin and pump station, we will install structures 6 and 7. These structures will be necessary to setup the CSO bypass pumping system prior to the demolition of the existing piping/ outfall structures. During this time, we will also relocate the existing 16" DIP waterline around the location of the structures. Once the waterline has been relocated and structures 6 and 7 are installed, we begin setting up the CSO bypass system in preparation to remove the existing outfall structure and piping from service. With the existing CSO piping and outfall structures removed and CSO bypass system operation, construction of the new diversion structure, overflow structure, and associated underground piping can begin. Once these structures are installed and all underground piping is complete, we will be in a position to begin testing on the new system in preparation to remove bypass pumping and dewatering onsite. Based on lead times we have experienced on similar projects, we anticipate the electrical gear and generator for the new EQ Basin system will not be available until early 2025. This is subject to change contingent manufacturer availability and product selection, but these are critical components to the startup and operational process for the new equipment. Our goal with our sequence of construction is to get the majority of the new infrastructure installed prior to the arrival of these items. Final commissioning, testing, and system operation will occur in the fall of 2025, ahead of the City's Long -Term Control Plan deadline of December 2025. SOUTH BEND, INDIANA GSC 31 Final Clarifier 1, 2, and 3 Improvements The final clarifier improvements scope of work will be performed in parallel with the WWTP EQ Basin project. The work associated with these three structures will be performed in simultaneously while all three clarifiers are removed from service. Similar to the EQ Basin project, the contractor staging and laydown areas will be constructed first, followed by the installation of the dewatering system. The start of demolition at these clarifiers will be coordinated with equipment and material deliveries. Although there is a quite a bit of demolition and structural modification work to be performed in preparation for the new equipment, the start date of construction will be coordinated based on the anticipated delivery date for this equipment. We currently anticipate the clarifier equipment to be delivered in early 2025. The start of construction for the clarifiers is anticipated to begin late 2024. We anticipate construction completion in the fall of 2025. E. CONSTRUCTION SCHEDULE Kokosing has compiled a conceptual construction schedule based on our understanding of the project scope, project constraints, and City's LTCP completion date of December 2025. This schedule is attached at the end of this section for reference. F. KOKOSING'S ABILITY TO COLLABORATE WITH ENGINEERS Kokosing's approach to collaborating was developed around one of our Core Values: None of us is smarter than all of us. It takes the specialized knowledge we each bring to the table to realize an end product that is universally heralded as a success. With the owner's success as the mutual goal, all parties work integrally toward the achievement of the goal, regardless of short-term challenges to individual team members. Collaboration means the best of ideas are elevated and informed decisions made. We have had great success using this method, which is especially well suited to the GSC procurement method because it allows for dialog between the owner, engineer, and contractor from selection, to pricing, through execution. Below are examples collaborative GSC projects we have performed. Decatur WWTP Clarifier Improvements GSC Project The Decatur WWTP Clarifier Improvements project was a Guaranteed Savings project completed with American Structurepoint in 2018. This project involved modifying two of the plants existing clarifiers and installing all new clarifier equipment, as well as, new splitter structure weir gates, and various piping improvements. During the GMP budgeting phase of the project, Kokosing evaluated multiple options and vendors for the new clarifier equipment. The originally specified clarifier equipment required field coatings, and due to the anticipated lead time with this equipment, the installation was going to fall during the winter when temperatures were not compatible with the application of exterior coatings. Kokosing analyzed multiple options to mitigate this issue and found that changing the equipment w: to stainless was a more economical solution for the project rather w than dealing with winter conditions, or delaying the installation until the spring. This collaboration between Kokosing and American Structurepoint provided an economical solution to the Owner, while maintaining the project schedule and budget. SOUTH BEND, INDIANA GSC 32 The Bluffton WWTP Improvements GSC Project The Bluffton WWTP Improvements project was completed in 2016 utilizing the Guaranteed Savings Contracting delivery method. This $5.2M project also required close coordination with the Owner and Engineer. The scope of the project involved the construction of a new headworks facility, rehabilitation of the existing influent structures, new primary clarifier equipment, replacement of the existing digester covers and internal piping, multiple site and underground pipe improvements, as well as, various other changes. Groundwater mitigation and rock excavation was required to construct the new headworks facility. Some of the existing sanitary lines encountered during construction were either not shown on the as -built drawings or in locations that were not anticipated. This included finding an underground live ' sanitary line that the plant was not aware existed. Kokosing and the plant staff worked to trace the existing utilities and determine where conflicts would be encountered with new infrastructure. All involved collaborated to find constructible and economical solutions to keep the project moving forward without changing the overall design intent of the project. Kokosing approaches all alternative delivery contracting methods as a collaborative effort. We want to be more than just your contractor, we are your Provider and Partner. As previously noted, Kokosing has over 30 years of experience providing alternative delivery methods, including GSC. We have the knowledge, resources, and experience to make this another successful project for the City of South Bend. PROVIDER'S INVOLVEMENT Kokosing will serve as both the provider and the General Contractor for the project. We will take the lead to ensure all possibilities of guaranteed savings are realized and properly reported to the Indiana Department of Local Government Finance. We will ensure the program is managed in an efficient method and produce a safe, workable, quality project that is finished on time, under budget and exceeds the expectations of The City of South Bend. Based on the scope of services outlined in the RFP, we anticipate self -performing: > Demolition/decommissioning > Structural Concrete Installation > Process Pipe and Equipment Installation > Miscellaneous metal installation > Structure and Underground Piping Installation > Sitework and Excavation > Means and methods engineering > Procurement > Preconstruction services > Project management including on -site supervision As a self -performing General Contractor, we expect to do more than 70 percent of the project exclusive of the specialty tank with our leadership and skilled trade craftspeople. PROVIDER'S PROJECT MANAGEMENT The topic of project management addresses two fundamental questions: 1. How are you going to run my job? 2. How do I know you'll do it right? Here, GSC and other collaborative delivery methods have an advantage over bidding, allowing the Contractor to have input into the constructability of the work. The difference with GSC is the understanding of the work is deeper for all parties. The period prior to construction, which we refer to as preconstruction, is an opportunity for the Owner, Engineer, and Contractor to collaborate to refine the project scope as a means of managing risks. Many of our team members are active during this period with constructability reviews, estimating and pricing, and early means -and -methods engineering. Investment of time during this phase results in smoother operations during construction. Client interaction to ensure the Utility management and operation objectives are translated to design. 31 SCHEDULING Good projects don't happen by hoping and wishing; they happen by planning and scheduling. Our multi -tiered approach to planning and scheduling takes a project from the big picture down to • the details. Each subsequent planning/scheduling process adds to the level of detail. By peeling back the onion one layer at a time, we ensure that our plans are well thought out from top to • bottom - supporting the needs of all project participants. The Critical Path Method (CPM) schedule is used to achieve on -time CPM SCHEDULE -A project completion and is a tool to plan, document, and communicate our work and progress to the project team and the Owner. This schedule contains a list of all activities required to complete the project, the duration of each activity, dependencies between activities, and endpoints, such : as milestones. The 90-day schedule is a refinement to the CPM schedule in which we • '' ''SCHEDULElook with increased focus to ensure the assumptions and timelines are valid. It is a planning tool to inform material procurement, labor and equipment, and needs from the Central Engineering Group, our in-house means and methods engineering team. The three-week schedule is used by Superintendents and Foremen SCHEDULEto communicate the plan and set expectations for work that will be completed over the next three weeks. Further, it ensures required resources, information and materials are available to complete the • upcoming work and enables measuring, tracking, and managing individual project task status and timing. Finally, a block schedule is maintained each week on the wall inside our BLOCK' field office trailerto ensure that materials, information, and Subcontractor interfaces are in place to support the planned workflow. Thoroughly planning our work, naturally elevates our safety, quality, and on -time delivery. SOUTH BEND, INDIANA GSC 41 aD BUDGETING On the surface, wastewater projects such as yours appear to be about the nuts and bolts of collecting a waste stream for processing and treatment. But when you consider that the funds for the project come from ratepayers, this project is really about guaranteeing the success and longevity of South Bend residents, businesses, and industries. Developing the budget, which we do in the preconstruction phase, is about delivering the Operator's and Engineer's vision for the system improvements at the most cost-effective point. Section 6 Financial Approach presents our methodology for generating the Guaranteed Maximum Price and guaranteeing no Contractor -initiated change orders. While the major emphasis is on the cost of construction, we take extra precautions to ensure the long-term sustainability of the system. As an experienced General Contractor, we know what materials have the staying power to stand up to the environment at your plant and distribution system. Knowing which materials can last for ten years and which ones cannot, has a direct impact on your utility's capital and maintenance plan budgets. Through the preconstruction period, we will support the design offering options that can save buried costs and minimize the need for follow-up construction in a few years. The following are just a few examples of where our participation during preconstruction lowered the GMP without sacrificing process operations: Evansville West WWTP Storage Basin: we worked with the Structural Engineer to select the tank wall cross-section that was the most cost-effective to build Syracuse Oxidation Ditch Improvements: we worked with the Design Engineer to evaluate concrete vs. fiberglass methods of constructing a turning vane in a space with limited access Decatur East Water Treatment Plant: we worked with the Design Engineer to simplify the building profile, eliminating the corners and wings that added cost without value Decatur Winchester Water Treatment Plant: we worked with the city and Designer to price the cost of rehabilitating the existing 1960s era plant versus building a new plant immediately adjacent Angola Hires Lift Station Improvements: we worked with the city and Designer to evaluate the cost of converting from a wet pit / dry pit configuration to a submersible • versus the cost of upgrading the current arrangement : Plymouth WWTP Improvements: we worked with the plant and the Designer to • modify a pipe alignment that enabled a new tank to be constructed without use of sheeting COMMUNICATION As we mentioned previously, Communication is the all-important glue that binds Safety, Quality, Scoping, Scheduling, and Budgeting together into a successful project. Good communication eliminates surprise and confusion, minimizes the time to solutions, lowers stress levels, and improves safety, quality, scope, schedule, and budget management. Our role -based approach streamlines the process by placing the right questions and information, in front of the right people, at the right time. SOUTH BEND, INDIANA GSC 42 Role -based communication recognizes that the required information is inherently different at each level. Execution level information, such as the scheduled delivery date for a shipment of wood, is insignificant to an Executive level individual. And, conversely, Executive level information, such as the schedule for a loan closing, is not of interest to an Execution level individual. When irrelevant or inapplicable information is shared, instead of elevating the person's knowledge, it has adverse impacts including: Wasting time better spent on other tasks Increasing confusion on what action is actually needed Decreasing interest in communications Disengagement from the project Your project leader and our Project Manager Chuck LaRue will lead the build out of the role - based categories as the project kicks off and will update the list at the start of construction, shifting from design focused to construction focused. The roles, individuals, meetings, and email detail are jointly developed with the goal of strategically positioning the right information into the right hands. C. GENERAL CONSTRUCTION The general construction will be performed by Kokosing under our Project Manager, Chuck LaRue and Project Superintendent, Pat Johnston. Our work will be supervised as shown in the organizational chart in the Company Background & Qualifications section, including qualified Estimators, Field Engineers, project coordination staff, and highly competent trade supervision. As the Provider, Kokosing will self -perform all heavy industrial work related to the site, structural, process mechanical, valves, and process equipment, which is expected to be about 70 percent of the contract value. We have a record - proven by our customer references - of our ability to collaborate with and manage our Subcontractors. We are one of the largest water and wastewater Contractors in the U.S., an accomplishment we leverage to ensure every member of our construction team performs at our high standards on your behalf. D. OTHER SUBCONTRACTOR'S INVOLVEMENT Kokosing will subcontract work in the areas of: HVAC > Masonry Plumbing > Electrical Roofing > Instrumentation & Controls Dewatering > Precast tank assembly We can work directly with companies you have worked with or access our network of partners to deliver quality and a fair price. Because the GSC selection is itself a competitive process, The City of South Bend is free to evaluate the quotes based on the responsiveness and experience as well as cost and is not required to select the lowest price. E. MINORITY AND WOMEN OWNED BUSINESS UTILIZATION Kokosing is accustomed to working collaboratively with our clients to meet the requirements of MWBE participation on our projects. We will work with the City and your Program Administrator to identify eligible MWBE subcontractors and vendors that would have interest in bidding this project. Prior to establishing the GMP Budget for the project, participation percentages should be established based on the anticipated scopes of work and availability of eligible MWBE subcontractors. Once the project participation goal is set, Kokosing will proceed with the GMP budgeting and bidding phase of the project. All responsive bidders, including MWBE eligible subcontractors, will be analyzed for scope completeness, price, and relevant experience. Since this is a collaborative budgeting process, the City participates in the selection of responsible bidders that provide the best value for the project. Kokosing will strive to meet or exceed the established MWBE participation goals for the project, and verify all reporting is in compliance with City Ordinance 14.5. BEST PRICE APPROACH Every Owner wants to feel confident that they have received the "best price" for a project. At Kokosing, we go a step further to provide the right price. The difference between "best" and "right" is that the best price is often viewed as the lowest price and the lowest price is too often accompanied by questionable quality and unreliable performance. Other strategies consider select factors, such as supplier pricing, and overlook savings to be found in the "softer numbers" Our approach best serves you because it comprehensively considers all components of the final pricing. That is what value is all about. CURRENT MARKET ESTIMATING Best pricing comes from understanding the current market trends and crew production rates. As a General Contractor in the State of Indiana, we regularly bid on traditional public works projects. In recent years, the construction landscape has changed. Our Managers and Estimators are on top of current market conditions and achievable production rates, to create accurate estimates of the work costs. Kokosing can seek pricing from local vendors and Subcontractors with a history of safety, quality and value. While it varies by Owner, we will typically put out a request targeting at least three bids, then work with you to award the work based on price, quality and past performance. PREFERRED SUPPLIER PRICING Best pricing also comes from paying less for supplies. Kokosing has the buying power to purchase equipment and materials at the lowest cost and pass these savings onto Owners. Kokosing is a preferred General Contractor with many key vendors which results in "preferred" or "best" pricing from these vendors, allowing us to reduce overall project costs to our Owners. SOUTH BEND, INDIANA GSC 44 EXPANSIVE FLEET AND EQUIPMENT RESOURCES On Kokosing projects, almost all construction equipment (backhoes, cranes, etc.) and tools needed to construct this project will be company -owned. Our equipment fleet is valued at over $500 million and includes more than 1,200 pieces of heavy construction equipment. Our company -owned equipment and tool rates will be billed at our in-house corporate rates which are almost one-half of what local rental companies will charge. PRECONSTRUCTION Providing the best price begins during the preconstruction period. Dollars saved here result in a lower starting budget. We utilize two specific activities, which are done in collaboration with American Structurepoint. Coordination of design requirements with the best means and methods for the work to produce a hightly efficient construction plan. This is how we drive costs down. Utilization of checks -and -balances cost estimating to ensure all parties agree on the level of effort. This is how we make sure nothing was missed or double counted. ACCURATE SCHEDULING During both preconstruction and construction, we look for ways to reduce time (and thus costs) through the utilization of additional construction equipment and tools, off -site prefabrication, construction sequencing, and the like. For your project, accurate scheduling will be absolutely critical to the best price. Accurate scheduling puts the right people and equipment on the job exactly when needed. NEGOTIATED RISK Risks are inherent with every construction project because collectively, we (Owner, Engineer and Contractor) are unable to know everything prior to putting that first shovel in the ground or loosening that first bolt. We approach risk by working early in the preconstruction and budget development phase of the project to identify, understand, and categorize risk components may be inherent for this project. We then work to develop plans to mitigate and/or best manage the exposure each item may have on the project. This allows us to have plans in place to deal with conditions, before they become a costly issue during construction. LOCKED -IN PROVIDER FEE Kokosing's best price starts with our fee. We take pride in charging our customers a flat Provider Fee that is fair and reasonable. It's at this point that we demonstrate our core values of operating with honesty and integrity, being customer -focused, and staying financially strong. There are no additional Kokosing costs added to subcontractors, suppliers, or equipment purchases. Our Provider Fee pays for overhead, profit, our estimating department, and executive management. Provider Fixed Fee = GUARANTEED MAXIMUM PRICE SOUTH BEND, INDIANA GSC 45 B. KOKOSING'S GUARANTEED MAXIMUM PRICE Kokosing will offer a Guaranteed Maximum Price (GMP) with the added guarantee of no provider - initiated change orders. Kokosing will have our key staff available begin working with The City of South Bend immediately after we are selected. During this preconstruction phase, our professional estimators and other project staff are prepared to work closely and collaborate with the City's team to develop and finalize design documents, perform value engineering and review constructability issues. We will support finalizing the design work by leading the coordination with key vendors and provide input on the comparative costs between multiple options. All of the work we do during this phase is included in our provider fee. Whether it takes four weeks or four months, you will not see an invoice from Kokosing. When the plans and concepts are comfortably set from an engineering standpoint, our estimators will establish our GMP At this point, the project team has the information needed to verify the scope against the available budget, conduct any additional rounds of value engineering, and make any additional adjustments to scope. Once we are comfortable with the scope, schedule, and budget, the guaranteed maximum price is finalized. Once the GMP is agreed to, we will move forward with the contract and, after the execution, we will prepare the filing with the state required sixty days after execution. Kokosing's approach to develop and offer a GMP is as follows: 1. Utilize the best pricing approach outlined in the previous section. Leveraging our size and buying power delivers industry competitive prices to your corner of Indiana. 2. After submitting our GMP, Kokosing will guarantee no provider -led change orders will occur. Our philosophy and culture are to partner with our customers and this is one of the ways we demonstrate our commitment to you. 3. Open dialog on risks, their costs, and consequences will inform you to determine how much risk (activities and dollars) are to be included in the GMP The section below describes how we approach the inclusion of risks in our GSC contracts. 4. Kokosing is prepared to negotiate and execute the contract as quickly as the design work can be performed. Our resources are at your service. We will meet your timetable to define the scope, finalize the open book pricing, and prepare to execute the GSC contract between American Structurepoint and Kokosing together with any exhibits and attachments. 5. One hundred percent (100%) of the project's direct cost savings will go back to The City of South Bend using the open -book pricing method. 6. Work not included in the original GSC, such as additional upgrades, can be included in the project at a later time. Any new work that is paid for from project savings will be at cost with no additional overhead and profit added. Once the contract is executed, the project proceeds like any other capital construction project. Changes to the work are estimated, provided to The City of South Bend for evaluation and, if authorized, added to the project. Most clients add work to contracts and most clients pay for it out of realized project savings. During the preconstruction phase, it is likely that the "wish list" activities will be identified, costed and then put on a shelf, to be brought out when savings are realized. Most of our GSC projects end with a change order that returns unused funds and savings to the Owner. The owner has not paid more than the negotiated GMP on any of our GSC contracts. Table 6-1 summarizes the final change orders issues for our completed GSC projects denoting how savings was used. OPEN BOOK PRICING Kokosing's philosophy on open book pricing is very simple - we are committed to serving our customers by operating with honesty and integrity (elements of our Core Values). Because of our commitment to these values, we have no hesitation in opening our books to share accounting documentation with the owners of our projects. It creates a deeper level of transparency, allowing us to demonstrate our commitment to our customers. The open -book pricing benefits The City of South Bend by showing you exactly where your money is being used, so you can be comfortable and confident with your selection of Kokosing as your provider. SOUTH BEND, INDIANA GSC 47 VIEWING PRICING STRUCTURE During the development of the GMP, Kokosing develops a "bid book", structured according to the order of the specifications. The estimate will show all bare costs (labor, materials, equipment, vendor quotes) as well as the provider fee (overhead and profit). When we competitively bid subcontracted work, all received bids will be processed and can be submitted to The City of South Bend for a selection. Under the GSC rules, the owner has the flexibility to select the best response, not necessarily the lowest. Once the vendor is selected, the bid is incorporated into the bid book. Once the GMP is set, the cost elements are tracked using our ViewPoint Software. ViewPoint has many different reports available to the project team such as job cost detail and job cost analysis. In the early phases, we will work with you to determine the level of detail and format that you prefer. VIEWING SAVINGS Value engineering and constructability savings identified after the contract is executed will move an agreed cost from the work budget to a separate line item, often a contingency. Where work is eliminated, the savings are generally immediately available for reallocation. Savings from performing better than the project estimate remains in the project budget until a level of mutual comfort is achieved that the savings are real. The GMP contract is on the overall value of the work, not the individual line items. Consequently, we retain control of our budget until we are confident the balance will meet or do better than performance goals. Monthly reports will show the balance of the released savings, as funds flow into and out of work line items. Released savings can be used to add scope during the project. Internal documentation denotes the scope, schedule and cost of the new work without the need for external change orders. If the new work extends the duration of the project beyond the contract date, a change order may be required. At final completion, a change order is issued that returns all remaining funds to The City of South Bend. The use of contingency and tracking of post-GMP cost reductions can be tracked in our cost/ expenditure logs. With the final agreement on the potential changes, including cost/value and written authorization, the items are then acted upon accordingly, moving funding to or out of the different funding lines. VIEWING CONTINGENCY Construction contingency line items are created within the estimate/GMP as a management tool. Contingency is not built into individual work/cost items but reflects the risk across all areas of work. Some owners find it advantageous to create additional contingency pools or allowances to address either specific areas of risk, such as dewatering an excavation, or work areas not well defined at the GMP. Depending on the intended use, contingencies or allowances can be owner controlled, requiring a more formal process utilizing the funds to perform work. Kokosing utilizes a simple log to identify, assign and track the use of contingency, as shown in the example in Table 6-2. The contingency log is part of every monthly report with the use of contingency discussed and agreed to at monthly meetings. Once the use of contingency is final, it is incorporated into Viewpoint and reflected in the project reports. COMPANIES SOUTH BEND, INDIANA GSC 50 SECTION 7 GUARANTEE MANAGEMENT Icokosing I N D U S T R I A L SECTION 7 GUARANTEE MANAGEMENT A. PROJECT GUARANTEE AND INDIANA CODE 36-1-12.5 Indiana Code 36-1-12.5 defines qualifying conditions for use of a guaranteed savings contract as a procurement method. Fundamental to the definition is qualifying conservation measures i.e. the scope of work. The scope of this project will primarily involve constructing a new 3 million gallon equalization basin, new CSO diversion structure, new interceptor sewers, a 40-mgd influent pump station, a control building, and equipment upgrades to Final Clarifiers 1, 2, and 3. This project meets the requirements of IC 36-1-12.5 because it invests in your existing system and customers by reclaiming water lost out of the system and ensuring process integrity. It does not increase your customer base, expand your system reach, or include other elements that would be classified as for growth. The work itself contains three qualifying conservation measures. The capture of discharged CSO is a system alteration. The clarifier improvements are a technology upgrade. Both work elements lowers 0&M costs that benefit either the utility, other City departments, or your customers directly. Kokosing plans to address the guarantee with calculations for energy savings, 0&M savings, and Future Capital Expenditure Savings whose total exceed the cost of the project, plus engineer and financing costs. B. ENERGY BASELINE The energy baseline is the energy used by the facilities under existing conditions. Based on the project understanding, we expect to find energy savings in the addition of VFDs to new motors. During preconstruction, we will work with your Engineer to understand the changes affecting overall electricity draw. If the potential for significant energy savings exists, the energy baseline will be calculated and expressed both in kWh and in dollars/year using recent utility bills and information about the existing equipment, provided by the Owner, the Engineer, or the equipment vendor. For the mechanical equipment that is part of the project (i.e. new pumps) the following data will be used to calculate the energy baseline: Motor rating and/or operating points Annual hours of operation Current cost of electricity Equipment basic energy baseline equation E=Motor rating (hp) * 0.745 kW/ hp * X hr/day * 365 day/yr = Y kWh/year C. GUARANTEE MANAGEMENT There is no additional cost for Kokosing to manage the savings guarantee under Indiana Code 36-1-12.5. This is one of the services included in the Provider Fee for the duration of the contract. Activities included in guarantee management includes but is not limited to calculating operational and energy savings, preparation of the baseline and annual report, and execution of the contract with all supplemental exhibits supporting the guarantee. Within 60 days of the contract execution, the contract must be fled with the state. We will prepare the deliverable for the State. The annual report is submitted to update the baseline guaranteed savings against the stipulated savings and accumulated total. The report is a simple, one -page report that utilizes the template developed by the state. The first annual report will be submitted one year plus 60 days following final completion and then every year within 60 days of the anniversary. Kokosing will fully prepare these materials. SOUTH BEND, INDIANA GSC 51 D. APPROACH TO SAVINGS ESTIMATE Kokosing's approach to Conservation Measures looks at each type independently for savings opportunities. The sections below are base areas that we will want to quantify. Additional areas of savings will be identified as we more fully understand the impacts the new CSO and clarifier equipment will have on the WWTP, Operators, and power draw. Capital Cost Avoidance. The GSC Code allows us to take a savings credit for the value of the project. Kokosing's preference is to use a project value that was developed by the City independent of the construction project. For other GSCs, the project value has come from sources such as: Capital Improvement Plans, Facility Plans, Advanced Facility Plans, and Preliminary Engineering Estimates. Capital Cost Avoidance is that independent number plus or minus scope items that were not included / removed from the project. Older estimates have been used and adjusted to current day dollars. Energy Savings. Energy Savings for the new influent pumps will be calculated in two ways. First: motor efficiency savings is calculated based on the change in the power draw from the existing pumps and the new pumps. The energy draw is calculated based on presumed typical operations and converted to dollars using the rate South Bend pays. The following calculation was performed as part of the Plymouth WWTP GSC for changing blowers. Even if not truly considered during design, constant speed pumps would be the "standard practice". The following calculation was performed as part of the East Chicago SD GSC for pump replacement. SOUTH BEND, INDIANA GSC 52 Alder Pump Station VFDs VFDs are being installed on the three 250 hp motors. The savings from the VFD large occur during the start of each motor and trader dry weather conditions, when the flow is pumped to the lower head WWTP. Under all weather conditions, one pump is operating, two are stand-by. Alder pumps operate 24 hours of a day. The calculations below show the energy usage for constant speed pumps vs adjustable speed. We additionally work to identify areas where the improvement will positively impact the daily workload of Operators. These are items such as reduced activity per week, reduced time per activity, reduced overtime hours, reduced number of people to complete a task. These savings cannot be identified without input from South Bend's Operators. The following is an example of reduction of operator cost for replacement of a problematic pump station for Hobart. Analysis of pump station data from 10/ 1/2018-417/22 defined weather as periods where the pump flow rate was less than 2,500 gpm. The threshold was selected based on the apparent deviation from standard dry weather diurnal curves and confirmation of the observation by operations leaders. Over the total of 30,797 hours considered, 19,044 (62%) were classified as dry weather and 11,753 (38%) as wet weather. For the purposes of these calculations, a 62138 split between dry and wet weather was used. The labor cost to the city averages $45/hr, including fringe benefits. As wet weather operations requires around the clock attention, overtime charges are frequently incurrent. Overtime is paid at 1.5x normal wages or $67.50/hr. Consequently, it is assumed that 16 hours (2 people for 8 hours) is paid at the standard $45/hr and 32 hrs (2 people for 16 hours) is paid at the premium rate of $67.501hr Dry Weather Labor 365 dayslyr * .62 * 4 his/day * $45/hr = $40,734 Wet Weather Labor 365 dayslyr " 0.38 * (16 hrs/day * $4511ir + 32 hrs/day * $67.50/hr) _ $399,456 Existing Total Labor = $40,735 + $399,456 = $440,191 The standard expectation of man -power for a typical pump station the size of the Main Lift is 1- hr per day for 2 people + 4 hrs per month for 2 people. This is regardless of weather conditions utilizing SCADA and other automation to operate the system, Future Typical Labor Costs = 1 hrlday * 1 person * 365 days/year + 4 hrsimonth * 2 people * 12 months = 461 hrs/ year * $45/hr = $20,745 / year Consequently, the costs for the operation of the Main Lift is the difference between the expected standard operation and the actual operation: The Savings Estimate is the sum of the Future Capital, Energy, and 0&M savings and is incorporated directly into the contract. The total savings must be greater than the cost of the project, generally including engineering and financing. Because the Future Capital cost is part of the equation, we are confident that the total savings will comfortably exceed the project cost. SOUTH BEND, INDIANA GSC 53 E. OPERATIONAL & MAINTENANCE SAVINGS Operational and maintenance savings determination are again collaborative. Typically, the areas of savings are identified through working together to understand how the processes are changing. At that point, savings are estimated. Information that is typically provided includes: Description of operational efforts including manpower, equipment, and consumable resources used Description of maintenance efforts including manpower, equipment, and consumable resources used Hourly costs incurred for personnel and equipment Costs for consumables The description of the current operational challenges with the systems being improved by this project leads to the expectation that there will be 0&M savings. These savings may be found in: Upgraded Plant Equipment requiring less maintenance Less maintenance associated with CSO discharges The 0&M savings estimate is the sum of the individual savings opportunities, calculated on both an annual and contract lifetime basis. This is an input to the Total Project Savings included in the contract documents. F. FUTURE CAPITAL EXPENDITURE SAVINGS According to Indiana Code 36-1-12.5-11, contracts that include stipulated savings describe the stipulated savings and document assumptions using industry engineering standards. The comparative estimate for future capital expenditure savings is developed from a number of sources including the Engineer's estimate, past projects and/or bid pricing, vendor quotes, and commonly accepted construction standards published by R. S. Means, National Electrical Contractors Association and Mechanical Contractors Association of America. As previously descriped, the majority of our GSC savings calculations begin with the Engineer's estimate of the work and add or subtract to reflect the scope and any costs not considered, such as the price increase for American Iron and Steel.
