BOWEN EXECUTIVE SUMMARY
Thank you for the opportunity to present this response to your Request for Qualification (RFQ) that
demonstrates Bowen's qualifications related to a Guaranteed Savings Contract (GSC) for your project. The
Executive Summary section will provide you with the top reasons why choosing the Bowen team will result
in an excellent construction experience for the City of South Bend.
Project Overview
It is our understanding that the City of South Bend intends to select a GSC Provider to implement
improvements to their Wastewater Treatment Plant (WWTP). Primarily, to construct a new CSO diversion
structure, new interceptors to divert flow, a 40MGD influent pump station, a 3-million-gallon equalization
basin, a control building, and a standby power generator. In addition to the CSO 045 Basin Project, the City
intends to implement upgrades to the WWTP Clarifiers 1, 2 and 3. In the following pages, we will explain
how this scope best fits into Indiana Code 36-1-12.5 and why Bowen is the best Provider for your project.
The Indiana Guaranteed Savings Contract legislation will allow the City of South Bend to capitalize on
a collaborative approach while taking advantage of design innovations, construction expertise, and cost
savings. By choosing Bowen, you can expect the below benefits.
► Minimum Risk — The City of South Bend can shift the project risk to the Provider for both the budget
and schedule. Bowen guarantees the Guaranteed Max Price (GMP) with no change orders and have
yet to miss a schedule deadline on one of our (100+) GSC projects. This is unique to other responders
that might offer a shared risk model, meaning multiple GMP methods. Bowen could offer these options
as well and would be happy to discuss them if requested. It is Bowen's opinion that a true GSC
model should have no risk of a change order and Bowen is prepared to take the construction risk and
eliminate any project headaches. (Financial Approach)
► Speed and Efficiency — The Bowen team is prepared and ready to fast track your project with our
proven team, proven process and successful past experience. We will use our collaborative pre -
contract storyboard approach to set key dates, collaborate on procurement to avoid supply chain
challenges and share expectations to help keep the design, scoping and construction process
on schedule. What makes our team unique is our previous experience with South Bend and its
engineering partners. Specifically, Bowen has worked with the City of South Bend on multiple past
WWTP projects including upgrades to Clarifiers 4 and 5, along with a recent GSC project at the
Pinhook WTP. These were successful projects that produced quality, finished products involving
great communication and collaboration with the staff of South Bend, the design engineers and Bowen.
Bowen also has successful experience with American Structurepoint and Arcadis GSC projects. To
benefit your next GSC project, Bowen has proactively collaborated with Dutchland to ensure that we
can provide value engineering options while meeting or exceeding your project delivery timeline. See

► Lowest Possible Cost — We can obtain the best price for South Bend through constant interaction
with the vendors and subcontractors and our ability to self -perform a significant portion of this project.
We have a trusted process in place for collaborative Value Engineering and lessons learned that
have proven Bowen's ability to keep projects at or under budget. This process has been proven on
previous traditional and GSC projects for South Bend and the Northwestern Indiana region. Bowen
will offer our Open Book Guaranteed Maximum pricing with 100% of the savings going to South Bend.
Bowen proposes an 8% fee for overhead and profit on all GSC projects implemented under this RFQ.

Bowen has delivered over 100 Water and Wastewater Guaranteed Savings Contract projects for 30+
communities in the state of Indiana (under IC 36-1-12.5). Time and again we have worked to create
incredible outcomes and build the trust which drives repeat partnership. Our decades of experience
with GSCs and dedication in this contracting method has led to more signed contracts than all of our
competition combined. On these projects, we have had zero change orders. In most cases, we have
turned project savings and leftover contingency into a reduction in contract price or additional scope on

BOT Booster Station, Water Main and Storage Tank
Project Size: $5,991,450 / Completed August 2022
Lebanon Utilities selected Bowen for a BOT to increase the storage volume of finished
water inside the distribution system and raise residual chlorine levels. Bowen set precast
wall panels and then post tensioned them to create the walls, and then built an aluminum
geodesic dome on top of the tank. The final product holds 2 million gallons of water and is
connected to the system with a new 16" water main. A new prefabricated booster station
pumps water from the storage tank into the distribution system during peak usage times.
The remainder of the volume is held in reserve for unforeseen needs.
Project Challenges:
• Greenfield site at the low end of Abner Longley Park. The area had swamp conditions
at project start. Bowen installed field tiles and storm structures to control surface
drainage.
• Bowen's first time installing 35' long precast wall panels and post tensioning.
Dutchland assisted in the erection of the panels over a three day period.
• Transporting the prefabricated booster station onto the jobsite required temporary
roads and changed the original design of the road to allow the truck and trailer to
access the site.
Bowen Resourceful:
• Original design was over budget. Bowen proposed a prefabricated booster station to
cut cost.
Bowen Responsive:
• Bowen made efforts to over communicate with Lebanon and BF&S as many team
members were new to this contracting method. Collaboration was key to maintain
schedule and quality.
Bowen Results:
• On time completion despite material and shipping delays. Bowen ordered materials
months in advance to ensure materials were onsite when they needed to be.

Bowen, teaming with Greeley and Hansen, constructed a 4.2 million gallon
concrete holding tank designed to eliminate overflows to the Wabash River. The
buried tank is located at an old city dumpsite. Bowen mitigated and restored the
site to pave the way for a future city park.
Project Challenges:
• Dewatering - The project site is located 200 yards from the Wabash River
and less than 100 feet away from a creek with direct connection to the
Wabash. The tank sits 30ft below grade and requires constant dewatering.
Bowen engineered and constructed a dewatering discharge point to take the
20.7 MGD we needed to keep the excavation dry.
• Site restoration - The site used to be a city dump and was recently used
to store yard waste. Handling the waste material and developing a site for a
future park location has been a challenge Bowen has overcome.
Bowen Resourceful:
• The existing site was void of topsoil. Bowen is using the existing mulch pile
and compositing the mulch to turn it into viable topsoil to grow grass.
• To blend into the future park, the electrical building will have architectural
concrete work and exposed concrete cladding.
Bowen Responsive:
• Bowen has closely monitored river levels, placing sandbags to protect the
transformer and building berms during near -record river levels in early 2018
Bowen Results:
• Awarded the 2019 Concrete Achievement Award from the Indiana Ready Mix

Pat Stanford's team has extensive experience with critical wastewater infrastructure projects
throughout Northern Indiana, including having executed projects on South Bend's infrastructure.
Please refer to the Execution Plan documents in the following pages for an overview of our planned
approach for your future GSC projects, as well as an overview of our history with your engineering
partners, American Structurepoint and Arcadis. We have identified a high-level work sequence,
manpower estimates, equipment, challenges and risks, opportunities, preliminary VE concepts and
critical path deliveries. As the project advances, we will continue to develop our detailed execution
plans to ensure South Bend's goals are met at every phase. Following our execution plans, you will

Bowen and Dutchland are interested in teaming up for the construction of the South Bend CSO 045 EQ
Basin at WWTP. The scope of work provided by this team includes the structural design of the precast
post -tensioned concrete EQ Basin, the precast manufacturing of the tank wall panels, the cast -in -place
tank base slab and the erection of the precast tank. Dutchland engineers will provide calculations and
shop drawings of the precast EQ Basin sealed by a professional engineer licensed in the state of Indiana.
Dutchland will also manufacture the precast panels. Bowen will install the cast -in -place base slab. Bowen
will also erect the precast wall panels and grout the joints between wall panels. Dutchland certified crew
will post -tension the tank walls. The tank will be completed by Bowen with the grouting and sealing of the
base -to -wall joint. Dutchland will provide a two year warranty on the tank. The customer may choose to
upgrade to a five year tank warranty.
The Bowen — Dutchland team brings several advantages to the construction of the CSO 045 EQ Basin:
• Bowen-Dutchland is an experienced tank construction team. We used this same model to
successfully construct the Abner Longley Tank in Lebanon Indiana. Bowen and Dutchland have
demonstrated that we work together to address each aspect of tank construction. Bowen is the
only contractor that has installed a Dutchland designed and manufactured tank in Indiana.
Dutchland has also been a subcontracted tank supplier on other Bowen tank projects around the
country.
• The team will bring schedule benefits to the EQ Basin construction. On site construction time is
compressed because precast manufacturing occurs off site, and simultaneous with on site
construction steps. The precast wall panels will be in production while the site is excavated and
the subgrade is prepared. Precast tank construction is a proven time saver in cases where a deep
foundation is needed to support the tank.
• It appears that the EQ Basin excavation may need to be dewatered until the tank is leak tested and
backfilled. By reducing on site construction time, and the reliable leak test pass record of precast
tanks, the team can provide significant saving in dewatering energy expenditure and cost.
• Reduced on site construction time will also reduce the amount of time that the WWTP flow will
need to be routed through temporary piping. Precast tank construction is largely confined to the
actual tank site after the precast panels have been erected. This frees up the construction site and
will allow the permanent line work to be performed without interruption, while the EQ Basin is
still under construction.
• Due to reduced concrete volume and efficient mix design, precast concrete tank construction has
lower greenhouse gas emissions than comparable construction techniques.

Below is a list of AWWA D115 (Dutchland type tank) over AWWA Diio (wire wound tanks). Please feel free
to use any of these points in your South Bend RFQ submission.
• D115 construction allows for a more open construction site since manufacturing of precast elements
occurs offsite. Wire wound tank construction generally precast and store wall panels onsite.
• Prestressing D115 tanks typically require less space than winding prestressing wire. This can result
in lower excavation and SOE costs.
• D115 tanks have no cold joints. D115 wall panels are cast in a single pour. Wire wound precast wall
panels are erected and then multiple layers of prestressing wires are applied and coated with
shotcrete, which creates cold joints.
• Dutchland D115 precast panels use self -consolidating concrete (SCC) with air entrainment but have
very little air entrapment. Air entrapment is inherent in the shotcrete process. Poured SCC is very
dense, durable concrete. Air entrapment can result in concrete that is more porous than SCC, and
therefore less durable.
o Air entrainment is designed into concrete to enhance durability. Air entrained concrete has
discrete, not -connected air bubbles within the cured concrete. It contains air, but is not
porous.
o Entrapped air is introduced when shotcrete is sprayed onto the wall surface. Air voids can
be connected to each other, which can lead to porous, less durable concrete.
• Precast D115 wall panels are cast in forms and then cure in an unrestrained condition in the yard.
Concrete shrinks as it cures. Unrestrained precast panels allow the concrete to shrink with less
cracking compared to a final shotcrete layer (which is not prestressed).
• Plastic ducting and pressure grouting incorporated in DI15 prestressing tendons provide better
corrosion resistance to steel strand than shotcrete applied to wire prestressing.
• Precast D115 panels are cast in shops with very extensive QC/QA procedures.
• Dutchland precast D115 panels are cast in temperature -controlled buildings, which is a less weather
dependent type of construction than wire winding, in which all operations are performed outdoors
onsite.
• Precast DI15 tanks can more easily accommodate large penetrations in tank walls, as well as
external structure like drop boxes.
Following is a rough preliminary duration schedule to design, manufacture and construct the South Bend
CSO tank. Bowen and Dutchland can work together to improve most of the schedule items shown below.

4a) Provider's Involvement: Per IC 36-1-12.5-3 the Provider must perform at least
20% of the contract value with its own workforce. Please define how you will
meet or exceed this requirement on a percentage basis relative to the work to
be completed by your own workforce.
As a Provider, Bowen will self -perform 100% of the Provider responsibilities. As a General Contractor,
the work that we perform with our own work force averages 80% or more on the past 100 GSC
projects provided by Bowen. As a provider, construction manager, and contractor, Bowen greatly
exceeds the 20% requirement. The project scope will be comprised of dewatering, site civil/concrete,
piping, and process equipment setting. These are all areas we self -perform with our own labor; we
feel the percent self -perform on this project exceeds 80%.
In addition to Bowen's ability to staff your project, we also have the capability to provide Bowen
owned equipment for your project. We take pride in the fact that we own a large portion of equipment
you would potentially see on this project. Having a large equipment fleet has always been in the
company plan of Bowen since Bob Bowen bought the first crane back in 1971. Our ability to utilize
our own equipment will result in lower project costs compared to rentals or other provider's internal
equipment costs. Choosing a provider that has the largest Indiana -based equipment fleet will benefit
your project.
4b) Project Management: Describe how the project would be managed by the
Provider. Describe method and means of communication plan for the City.
Provide project management documentation on past projects completed by the
Provider.
Project Management drives production efficiency and project quality. Bowen utilizes its
Lean Construction SQP approach which stands for Safety, Quality, and Production. During
implementation, Bowen's Project Manager (Pat Stanford) will be South Bend's single point of
contact. He will be in charge of the schedule and will partner with American Structurepoint and
Arcadis to lay out a unified communication plan and schedule for the team.
Communication will be handled through regular construction meetings to update South Bend team
members on the progress of construction. Records of the meeting minutes will be distributed along
with action items, responsible persons, and due dates at every meeting. Bowen is committed to
never walking away from a problem, and we believe savings loss constitutes a problem that is our
responsibility to solve. As such, we've created a rigorous model for our process flows with the goal
of preemptively eliminating opportunities for error. Our pre -planning and 4 week look ahead boards
will intercept problems early, and will allow the team to mitigate the challenge. From daily huddles
where we share safety and quality concerns down to the end of shift meeting, Bowen processes
are detailed, rigorous, and built for success.
These standards are why our customers keep coming back for more. Bowen has the demonstrated
experience to complete both small and large projects on time and on budget. Since 2011, Bowen
has received multiple ACEC and IWEA awards with our GSC customers. Recognition for projects of

Seven Elements of Planning
Excellent project coordination does not happen by accident. It requires intensive planning prior to project
execution. Bowen uses the "Seven Elements" method of pre -planning to ensure all aspects of the project
are considered, communicated, and planned.
We address each of these areas individually since they vary widely from one project to the next. By
carefully analyzing our resource allocation, the information flows into our next pre -construction process:
storyboarding. Storyboarding is the detailed division of tasks by function and requirements to complete the
project. By combining the seven elements of planning and storyboarding, Bowen is able to properly plan
projects, staff them appropriately and thoroughly address critical path items.
4c) General Construction Subcontractor: Identify the General Contractor Team
Member who will perform the general construction and the approximate
percentage of the contract value that such effort might represent. Explain
the Provider's ability to work with such General Construction Team Member
including experience working together on past projects.
Bowen is a Provider of Indiana Guaranteed Savings Contracts and also a General Contractor who
would perform 100% of the general construction for South Bend. We are also a self -performing General
Contractor. Bowen has been a self -performing General Contractor in the water and wastewater
improvements industry for 55 years. This is truly the key to our success. We can provide more value
in the design phase due to having hands on craft at the table during value engineering meetings. This
lowers the cost of your project by not having to pay multiple layers of mark-up. As a self -performing
General Contractor we will provide:

There are some items that Bowen does not perform with our own work force. Electrical, masonry,
and HVAC are examples of what Bowen would subcontract on this project, which are a very low
percentage of the overall project cost. Bowen will still be the single point of contact and accountable
for all subcontracted work. We manage our subcontractors as if they were our craft. We hold them to
the same safety standards and the same schedule standards. Below is one example of a key, local
partner we would consider to ensure a successful project outcome.

The Board of Public Works opened and read bids at the November 22, 2022 Board of Public Works
meeting for the subject project. One bid was received, and the bid ranked as follows:

The lone bidder, Bowen Engineering Corporation, submitted complete documentation with their bid
proposal. The MBE Goal (0.66%) and WBE Goal (2.20%) for the project were met at 1.70% and
2.26%, respectively. Participation included process pipe supply and construction equipment rental.
The bid pricing submitted by Bowen Engineering Corporation exceeded the Engineer's Estimate of
Probably Construction Costs and the available project budget for this project.
Only two bidders. Bowen Engineering Corporation and Kokcsing Industrial obtained plans for the
subject project. Contractors and suppliers have indicated that there are large water and wastewater
infrastructure improvements bidding throughout the State of Indiana and neighboring states. With
heavy infrastructure spending slated for Indianapolis, Evansville, Columbus, Hobart, Huntington and
other communities over the upcoming months_ contractors are being selective of their project bids
and targeting larger project. Post-COVID supply chain shortages and material price increases have
impacted all water and wastewater bids over the past 12-18 months, and pricing is high.
No local South Bend contractors are bidding Wastewater Treatment Plant work as general
contractors except for electrical, HVAC preventative maintenance, small process mechanical piping
repairs, and SCADA integration services. General Contractors bidding on Wastewater and Water
capital projects of this magnitude are based outside of our area resulting in higher costs to mobilize
for multi -season and multi -year projects.
Recommendation — Reject Bid(s)
The Division of Engineering_ and Division of Utilities recommend the Board of Public Works formally
reject bids received for Project No. 119-069B WWTP Final Clarifiers 1.2. and 3 Improvements. The
project will be re-evaluated with the intention of rebidding the project. Bidding the project may be
delayed until Q1-2023. Other means for procurement will also be considered in the review. For

Bowen's GSC Value Engineering with American Structurepoint and the City of South Bend avoided
multiple shutdowns and provided project savings that were reinvested into significant additional
scope (at cost, with no additional fee) allowing the Pinhook WTP to run better than expected
when the project was completed. Bowen's success on the above traditional low -bid projects is a
testament of our ability to reduce project costs for the City of South Bend.
After selection, Bowen will coordinate with South Bend and engineering partners to hold a project
kick-off meeting. At this meeting, we will collaborate on our estimating timeline and design goals
going forward. At an agreed upon design percentage, Bowen will deliver a Guaranteed Maximum
Price (GMP) proposal. Budget pricing, value engineering, and general guidance are all done at risk
up until this point in the process, with no obligation to our customers. Bowen has delivered a GMP
proposal with as little as 30% design on past projects when needed. We guarantee that the price
will not go over the GMP. Bowen will strive to obtain the best prices throughout the entire GSC
process. Estimating (GMP development) and Construction. In the estimating stage, the following
makes Bowen's approach the best in the industry:
► Equipment Lead Time Matrix - The current supply chain is very unstable. Key equipment lead
times can play a significant factor in how a project gets built and budgeted.
► Estimating Experience — Bowen's estimating team has been fine tuning production numbers for
the past 55 years, longer than any other provider. Specifically, Bowen has collaborated on over
100+ GSC projects.
► Value Engineering — Bowen shines during the design phase by having 94 graduate engineers
on staff to help/assist and provide ideas on process equipment with actual costs. This allows the
team to make the most informed design decisions.
► Mark Up Reduction — Bowen is a Provider, Construction Manager and Self -Performing
Contractor that allows us to eliminate or reduce multiple layers of mark up on GSCs. Bowen
proposes an 8% fee for overhead and profit on all GSC projects implemented under the
South Bend GSC Contract.
eowEry FINANCIAL APPROACH
Bowen does not stop working to obtain the best overall price beyond the estimating stage. We
continue to do so in the construction phase following the storyboarding session. To date, Bowen has
delivered every GSC project scope with no change orders. Our approach to obtaining construction
phase savings for South Bend includes:
► Construction Engineering — Bowen has some of the most experienced superintendents in the
industry allowing us to find better ways to construct your project even in the field.
► Production Savings — Our project managers and project engineers are meeting every morning
on your job site to discuss better ways to install, which results in project savings for our
customer.
► Subcontractor Scope Management — Our project managers and purchasing managers go
through finite scope reviews with our subcontracting partners to ensure no double -ups or gaps.
► Utility Rebate Savings — Bowen's energy engineers (Teddy Deahl and Brian Stater) have over
22 years of utility rebate and grant experience. This experience assisted the City of Huntington in
receiving an $80,000 custom utility rebate, the City of Plainfield receiving a $50,000 custom utility
rebate, the City of West Lafayette receiving a $56,000 utility rebate, and recently, the town of
Rossville receiving a $1,200 utility rebate. Related to your project, Bowen is a NIPSCO Trade
Ally.
5b) Explain how the Provider plans to offer a Guaranteed Maximum Price, with no
change orders, for this project.
Bowen's agreement states that we can't drive a change order and our price is guaranteed. We
haven't had a contractor driven change order on any of our 100+ Guaranteed Savings
Contracts. Bowen firmly stands behind our guaranteed maximum price (GMP). We are able
to confidently offer the guaranteed price by working with South Bend and Engineering partners
through the design period. Our tried and true approach and process will have the following
components:
► Establish a Baseline at Concept Level Design: Our group of highly experienced estimators
are exceptionally talented at developing high level pricing for projects such as yours.
► Refining the Baseline Budget through 30% and 60% design: Our collaborative approach
will have our Senior Estimators and Design Assist Manager in the room with South Bend
and Engineering Partners for design update meetings. Their responsibility is to listen for,
and evaluate changes to the concept(s) and offer solutions, price impact opinions, and
alternatives as necessary.

Bowen supplies an open book pricing sheet similar to the one found at the end of this section on a
monthly basis or as requested by South Bend. This allows South Bend and Engineering Partners to
track our cost for subcontractors, vendors, material suppliers, and labor versus the original budget. We
also include a contingency use log to show where and how these dollars are spent or saved.
Our commitment to South Bend is that 100% of savings derived from the pricing sheet and
contingency will be for the use of South Bend. Furthermore, these savings can be used as directed
by South Bend on additional "wish list" items that are related to the WWTP/CSO 045 EQ Basin and
Clarifier Upgrade Projects for NO additional fee. This is our idea of true transparency that incentivizes
our team to maximize savings.
5d) Provide proof that the Provider can furnish a Performance Bond and a Payment
Bond in the amount of 100 percent of the project.

6a) Explain how the Provider plans to address the guarantee for this type of
project and how it meets Indiana requirements of IC 36-1-12.5.
Bowen plans to address the guarantee for this project by utilizing the same process that we
have used on our past Guaranteed Savings Contracts for wastewater improvements. Steve Nutt,
Bowen's VP of Performance Contracting, has worked with the Indiana GSC code for over 28 years,
15 of those years have been with Bowen Engineering. Teddy Deahl, Bowen's Energy Engineer, has
been working with the same code for 10 years while at Bowen. Prior to that, Teddy worked for the
Indiana Department of Energy. South Bend can utilize Bowen's past experience to assist your team
in putting together a final GSC agreement with the associated conservation measures.
Any wastewater Guaranteed Savings Contract needs to show that the amount that the governing
body would spend on the project will not exceed the amount of savings from energy, water,
wastewater and other operating costs over 20 years.
Operating costs savings includes reduction of future labor costs, future cost or revenues for
contracted services and future related capital expenditures. Based on our preliminary information
along with our Indiana Guaranteed Saving Contract experience, we are confident that we can
deliver a Savings Guarantee to South Bend that meets the requirements of 36-1-12.5.
6b) Describe the methodology used to compute the savings baseline.
Base year energy use is defined as energy consumption or demand during a period of any length
before implementation of a conservation measure. Electric bills from the current wastewater
system being impacted by the work will be collected. From there we would estimate a base usage
over the past two years. This would be the baseline when evaluating the Energy Conservation
Measures (ECMs) provided in the GMP phase of the process. Examples of wastewater treatment
plant baselines are available upon request.
Below is an example of one of the South Bend Pinhook WTP GSC calculations that Bowen
estimated the water savings from replacing aging backwash valves.

BOWEN GUARANTEE MANAGEMENT
Before a final contract is developed, specific calculations, baselines and documentation will be
produced. This could include the above conservation measure savings. As it relates to this project,
a conservation measure would be a technology upgrade or an alteration of a structure or system
which reduces energy or water consumption costs, wastewater costs, or other operating costs.
All other work required to properly implement the conservation measure would be included in the
guarantee because it is "causally connected" (I.C.36-1-12.5-0.7).
To implement the GSC project for South Bend, Bowen would recommend the following process:
1. Our engineers collaborate with the Engineering Partners to evaluate the system
2. A final list of conservation measures is generated
3. South Bend, American Structurepoint, Arcadis, and Bowen finalize scope
4. Determine if NIPSCO rebates are available and complete applications*
5. Value engineering is evaluated to reduce costs
6. Bowen delivers a report with guaranteed costs and savings
7. A project agreement is negotiated and authorized
8. The project construction begins utilizing open book pricing
9. Project savings are documented during monthly meetings
10. At completion all project savings and contingency are returned
11. One year after project completion Bowen sends the first savings report to the DLGF.
*Bowen is a NIPSCO (processed through TRC) Trade Ally for utility rebates. The Bowen process is
very flexible and can be modified to fit the specific needs of South Bend.
6c) Describe the cost for guarantee management, schedule for delivery, and
describe the report.
The initial contract including project savings will be sent to the Indiana Department of Local
Government Finance (DLGF) no later than 60 days after Bowen has received an authorized
contract.
Based upon the expected scope of work for South Bend, the guarantee and reporting would be at
no additional cost. One year after substantial completion of the project, Bowen will deliver the first
audited report. This document would also be sent by Bowen to the DLGF after authorization by the
District. The report will be completed and sent out annually during the term of the guarantee.
Bowen has been successfully reporting Indiana GSCs for our clients since 2008. All of Bowen's
Guarantee reports have been approved by the Office of Local Government Finance Authority.
Bowen's history and experience reporting Indiana water and wastewater projects are unmatched by
any other Provider.

7d) Note how a savings estimate will be prepared and applied to the process.
In the past, Indiana Guaranteed Savings Contract clients went through a burdensome process
mandated by the provider, for the tracking and reporting of guaranteed energy savings. This
process required:
► Reporting utility bills on a monthly basis
► Immediate reporting of changes in the facility
► Reporting of changes in the schedule of operation
► Expensive tracking costs with low value
Bowen uses a process already implemented on most Indiana Guaranteed Saving Contracts. Our
process uses detailed energy calculations, documented by industry engineering standards, which
are stipulated. This method:
► Is per the statute IC 36-1-12.5-3.7 & IC 36-1-12.5-11
► Uses Industry Engineering Standards per IC 36-1-12.5-2.5
► Proves the Energy Savings upfront
► Is less burdensome on your staff
► Allows owners complete flexibility in operating their plants
► Drastically reduces the cost for reporting
Most importantly, utility infrastructure is a dynamic asset that can change dramatically over the
next 20 years. Using a stipulated approach eliminates the need for continuous and expensive
recalculation of how those changes affect the guarantee. Bowen's staff also has experience with
specific measurement and verification of energy savings and this approach can be implemented by
Bowen if needed.
Bowen performs our energy calculations with our own engineering staff. Teddy Deahl is Bowen's
"Certified Energy Manager" through the Association of Energy Engineering. Teddy Deahl has 10
years worth of reporting experience that extends back to when he used to work at the Office of
Energy Development, where the GSC program resided until July of 2015. Teddy has successful
experience assisting our customers with Utility Rebates and can do the same with South Bend.
Related to your project, Bowen is a NIPSCO Trade Ally.

7e) Note how an Operations & Maintenance estimate will be prepared and
applied to the project.
Bowen estimates operational and maintenance savings that show actual expenditures from the municipal
utility's assets that are being replaced as part of the guaranteed savings project. By replacing assets that have
experienced numerous repairs over the years, the utility will reduce maintenance costs and can use those
savings as a source to justify the project.
70 Note how a Future Capital Expenditure Savings estimate will be prepared and applied to
the process.
Per the statute, we use Industry Engineering Standards, in most cases RS means estimating and
historical data. For each component in the system that is being replaced, the annual savings value is
calculated. The total of all of these components is the cost avoidance for the conservation measure.
Bowen will apply this method to preparing a future related capital expenditure savings estimate.
