ORDINANCE NO. -7739-k 7 AN ORDINANCE BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 2, ARTICLE 8, SECTION 2-123 COMMONLY KNOWN AS "REGULATION OF CITY-OWNED VEHICLES" STATEMENT OF PURPOSE AND INTENT For the past several years, in an effort to bring better accountability and productivity to the city-owned vehicle fleet, the Common Council has passed regulatory ordinances. Presently, the City Engineer is required to prepare and file with the City Clerk an annual motor vehicle report on or before April 1st of each year. It is believed that changing the reporting dates in the annual report to better coincide with the annual budgetary review process would greater enhance the effectiveness of the information required. The following ordinance sets forth the necessary amendatory language to incorporate such changes. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I . Chapter 2, Article 8, Section 2-123 of the Municipal Code of the City of South Bend, Indian, is hereby amended to read as follows: Sec. 2-123. Regulation of City-owned Vehicles. (a) On or before each-April-1-, July 31st, the City Engineer shall file with the City Clerk and annual motor vehicle report setting forth the following: (1) Name of department, subdepartment, bureau or office to which vehicle is assigned. (2) Vehicle information: Make and year; description, mileage as of Oantrary--}- June 1st of current calendar year of report; license number; city number. (3) Explanation of the use and need for all City vehicles. (b) The Controller shall include all vehicles to be purchased in the line item "Motor Vehicles" in the City budget and shall place them in the budget of the particular department or bureau to use the vehicle. (c) All City-owned and leased vehicles shall have inscribed on the front doors the seal of the City and the words "For Official Use Only." They shall have inscribed on the front doors and rear an identifying number not less than five (5) inches in height. SECTION III. Council Attorney I would recommend that this Ordinance be sent to the Personnel and Finance Committee for review and recommendation and set down for public hearing on March 23, 1987. I believe the amendment would greatly improve the usage of the information provided in the annual motor vehicle report and look forward to discussing this ordinance with you. Thank you!
