RE: Request for Honorary Street Sign — Dave (Dutch) Koehler Blvd.
Dear Mr. Marks:
At its June 27, 2023 meeting, the Board of Public Works approved the application for the
temporary placement of a sign in the name of David (Dutch) Koehler Blvd. at the intersection of
N. Olive St. & Linden Ave. (Near Fire Station No. 4).
Pursuant to the application, a fee of $200 is required for each sign. Currently, there is an
outstanding balance of $50. The payment should be made to the City of South Bend. Once this
amount has been paid, the City will manufacture and install the signage at the designated
location(s). Per the Board of Public Works new policy on honorary street signs (Resolution No.
58-2022), the approved sign may remain in place for a period not to exceed Five (5) years.
Please contact Denise Miller, Customer Service Coordinator, Street Department, at (574)
235-5939 to coordinate the time and placement of the sign(s).

✓ A statement of not less than 500 words describing the significance of the person being honored. The
statement should include detailed information about the proposed Honoree summarizing the Honoree's
accomplishments, connection to South Bend, Indiana, and reasons as to why the person should be
publicly recognized.
✓ A petition or support for the proposed Honorary Sign. The petition should be signed by not less than 200
residents of the City of South Bend and must include the name, address, age, signature, and date of
signing. [Note: All information on the petition must be legible in order to be considered.]
Upon submission of the Application, please allow eight (8) weeks for staff to review, and
presentation to the City's Board of Public Works for final action. A letter will be sent to the applicant
indicating the Board's decision. In the event that the Application is denied, the Fee will be refunded to
the Applicant.

The presentation, and introduction to request the honorary naming of a street in memory of
South Bend Fire Captain David Koehler. .
Dave lost his battle with brain cancer in August of 2019, he was a lifelong citizen of South Bend.
Dave was a graduate of Lasalle High School where as a student athlete he was a member of
the swim team. Dave joined the fire department in 1987, where he became a member of the
department's dive team. Being assigned to Fire Station Two for a number of years, Dave was a
boat operator. Dave was promoted to the rank of Captain and became the officer of Station Four
C shift, Captain Dave remained the officer of Station Four until his death in twenty nineteen.
Dave was also a husband, father, loyal friend, and committed servant to the city of South bend.
Dave was a lifelong resident of -South bend, having been raised on Riverside drive, moving to
Portage ave, and in time purchasing a home in the historic area of Hill street where he raised
his family.
David believed in giving back, he volunteered as the swimming coach at his alma mater la salle
high school. Continuing his education by attending Indiana state university at South Bend,where
he was working towards a teaching degree, he also continued to reach out and assist others.
How a single man could do so much with twenty four hours in a day is a question that has not
been answered.
David had no Limits to giving back, he often worked out with, and trained paralympics gold
medalist James Milliken. David giving had professional football player Danny Pinter recognize
him in a game played on December 6, 2021 by having his name, and likeness painted onto a
pair of game cleats.
Giving a firehouse tour to visiting children was always a treat for both children, and Dave, there
was always something extra for Dave to share with his diving equipment as well as the fire
fighting equipment, this allowed the children to see different views of the fire department.
Dave was loyal to a fault, he was committed to the citizens in his district, he often went out of his
way to assist others on or off duty. Dave shared what he learned as a firefighter with younger
members of the department.
Dave was a member of the internationally recognized South Bend river rescue school. As a
member of the river rescue school Dave met, and trained thousands of fire fighters from across
the United States, and Canada never having one leave a stranger. An inviting smile, and
friendly disposition made Dave a favorite among instructors of the river rescue school, his
commitment, professionalism, and knowledge was a calming voice that made the most nervous
of students relax.
A man of honor Dave stood his ground for right, a man of courage, Dave never shied away from
a challenge, a man of commitment Dave met every challenge head on. There were few people
that one would meet that met every person where they were, and took each person at face
value. Dave was an opportunist, not one to take advantage of anyone, or anything, but using
every situation as a learning opportunity. Dave considered himself a realist, an outdoorsman
that loved the water. Dave was not a man to sit by, he felt that change came by effecting
change, by being change, not by watching. Teaching others without reservation was a way of
evening the playing field.
Forging relationships was never a problem for Dave, never meeting a stranger, and quick to
lend a hand.
In summary this request is being made of a man of unselfish nature, giving, sharing, leading,
and providing without fail. A lifelong citizen, and servant to the community in which he lived.
On behalf of the men, and women of the South Bend fire department, and the citizens of South
Bend's second district we thank you for your sonsideration.
