AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2,
ARTICLE 7 OF THE MUNICIPAL CODE OF THE
CITY OF SOUTH BEND, INDIANA, ADDRESSING
BUDGETARY PROCEDURES
STATEMENT OF PURPOSE AND INTENT
In 1981, the South Bend Common Council passed Ordinance No. 6912-81
which established specific budgetary procedures for the annual review of the
municipal budget.
Since then it has been determined that certain modifications should be
made to make the procedure less cumbersome and more cost effective.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. Chapter 2, Article 7, Section 2-88 of the Municipal Code
is hereby amended to read as follows:
Section 2-88 Line Item Detail. -Cost-Genter raives.
(a) The person(s) responsible for preparing the line-item breakdowns
for the proposed budget shall file five (5) copies of their
line item detail £esieet-er- aprat4ves- with the Chairman of the Personnel
and Finance Committee of the Common Council at least fourteen (14) days
prior to the publication of the Notice of budget estimates which is required
by State law.

(b) -(i)- The line item detail sheets shall be available from the
Office of the City Clerk. Information required of each cost center
includes: the account number, account description, and requested budget
shall be included for each line-item with a detailed narrative description
of the proposed uses of such funds. If the account number has changed from
the prior year, the old number shall be included for reference purposes.

SECTION II. Chapter 2, Article 7, Section 2-89 of the Municipal Code
is hereby amended to read as follows:
Section 2-89. Duties of the Personnel and Finance Committee.
(a) In addition to the present statutory duties, it shall be the duty
of the Personnel and Finance Committee of the Common Council to review the
proposed budget and coct-eeat- -rear-ratives-: line-item detail sheets.
(b) The Chairman of the Committee shall schedule meetings with the
department and/or bureau heads of each cost center upon receiving the
budgetary material.
SECTION III. This Ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.
