This permit is granted in accordance with the application filed on 31 March, 2023. Effective on: 1 July, 2023 Expires on the: 30 June, 2028 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17- 13 of the Municipal Code. The permittee shall file an application for a renewal permit, a minimum of 90 days prior to the expiration date. Edcoat LLC engages in coil coating of aluminum, steel, and galvanized steel covered by 40 CFR 465.15, 465.25, and 465.35. Edcoat LLC requirements were reviewed for necessary changes to ensure the industrial permit remains legally substantiated. Edcoat is regulated under 40 CFR 465.15 Subpart A for the processing of steel basis material (PSNS); 40 CFR 465.25 Subpart B, galvanized basis material (PSNS) and 40 CFR 465.35 Subpart C, aluminum basis material (PSNS). Coils are washed, rinsed, dried, coated and oven dried. PART I – EFFLUENT LIMITATION A. Sample Port and Collection Location 1. Sample Site Outfall # 1600 is located inside the WWTP in the outlet pipe after the final equalization tank. The wastewater flows from the equalization tank, to a stilling well, and discharges to the outlet pipe. Composite samples are collected from the discharge pipe. Grab samples are collected from the stilling well, just in front of the discharge pipe. 2. Any discharge of water or waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. If “Report” appears on the table, it has been determined that an allocation of this pollutant is not necessary. The permittee shall compare any monitoring data for these pollutants with the screening table in Part I (3) below. If pollutant concentrations above the screening levels are observed, a local Daily Maximum and/or Monthly Average limit may be developed for that pollutant. PERMIT BRIEFING MEMO 1. Facility Description Edcoat engages in coil coating and slitting of aluminum, steel, galvanized steel, and stainless steel. As of April 2023, Edcoat employs 84 people, and operates 7 days per week, 24 hours per day on 3 shifts. Cleanup of the facility is conducted as needed. 2. Discharge description: This permit oversees, but is not limited to, discharges at Sample Site Outfall #1600. Wastewater discharged at this site consists of process rinse waters from cleaning the coils, contact cooling water and air compressor condensate. Edcoat collects the process wastewater in a holding tank. The wastewater is held in the tank, until it is pumped to be treated in a batch treatment system. Based on wastewater flows from February 2022 – February 2023: The average daily discharge on discharge days: 3,283 gpd The maximum daily discharge: 7,435 gpd Average Daily Air Compressor Condensate 34 gpd 3. Wastewater Treatment Wastewater Treatment consists of Chemical Precipitation, Filtration, Oil and Grease Separation and Neutralization. 5. Classification Edcoat, LLC. is classified as a coil coater covered by 40 CFR 465.15 Subpart A, steel basis material (PSNS); 40 CFR 465.25 Subpart B, galvanized basis material (PSNS) and 40 CFR 465.35 Subpart C, aluminum basis material (PSNS) due to the cleaning and painting of coils of these various compositions. Edcoat, LLC. is categorized as a “B” industry in accordance with South Bend’s Industrial Pretreatment Program Monitoring Plan, which categorizes all Federal Categorical industries with process wastewater flow less than 100,000 gpd in category “B” at a minimum. 6. Calculation of Limits Categorical limits (40 CFR 465) were calculated for aluminum (465.35), steel (465.15) and galvanized material (465.25) coil coating using average production and flow data provided by Edcoat, LLC. in monthly Periodic Compliance Reports submitted for the months of February 2022 through February 2023. The mass- based standards for each of the categories were converted into concentration- based standards and then summed up to determine the final categorical limit. The Combined Waste Stream Formula (CWF) was used due to the air compressor condensate waste stream deemed as dilution water, dilution being 1.105%. Once categorical concentration-based limits were developed and CWF utilized, the more stringent of the categorical and local limits were applied. Please see the attached calculations for details. 7. Monitoring Frequency Monitoring frequencies are based on South Bend’s US EPA approved Industrial Pretreatment Program monitoring plan. 8. Industrial Operator Certification Requirement Operator Certification Requirement: B Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-22-5.
