Three bids were received, from Majority Builders, Premium Concrete Services, and Robert Henry Corporation. The bids were reviewed and the bids from Majority Builders and Robert Henry Corporation were found complete and responsive, while the low bid from Premium Concrete Services must be rejected as non -responsive, due to not meeting the WBE goal. Premium Concrete Services listed Kennedy Expressline as their intended WBE subcontractor; however, neither Premium Concrete Services nor Kennedy Expressline was able to produce certification of WBE status. As such, Premium Concrete Services is not able to meet the WBE goal, and per the Program Plan for the City's MWBE Ordinance, the bid must be rejected as non -responsive. The second -low bidder, Majority Builders, exceeded the MBE goal but was unable to meet the WBE goal. They were granted a Good Faith Effort waiver, as Majority was able to show they had contacted seven (7) different WBE subcontractors, and also advertised WBE opportunities in the South Bend Tribune, but either did not receive a response, or was unable to reach a subcontracting agreement.
