HomeMy WebLinkAbout03-12-01 Public Works, Property Vacation and Personnel & Finance Committee wort: 2Joint /Outing of the ADubalit Works anb Wopertv Vacation Committee ana the 1erzonne1 anti fluent Committee The March 12, 2001 joint meeting of the Public Works and Property Vacation Committee and the Personnel and Finance Committee was called to order by Personnel and Finance Chairperson, Council Member James Aranowski at 5:00 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members: Aranowski, Pfeifer, King, Kelly, White, Varner, Ujdak, Coleman and Kirsits; Community and Economic Development Director Jon Hunt, Mayoral Assistant Fred Thon, City Engineer Carl Littrell, Bob Case, Citizen member Khadijah Muhammad, Dave Sasano, Greg Hudson and Jeff Hirsch of DLZ Indiana, Inc., Public Works Director Gary Gilot, Assistant City Attorney Cheryl Greene, Ken Herceg, Scott Rozanski, Attorney Randy Rompola,Attorney Bruce Bancroft,Terry Bland of the §OUtb 0en4 Zribunt, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Aranowski noted that the first item on the agenda was to review Bill No. 19-01 which would approve the execution of a lease for the construction of a new Public Works Service Center and would pledge COIT revenues to the payment of the rentals on this facility. Mr. Ken Herceg and Scott Rozanski of Ken Herceg and Associates then showed preliminary drawings of the proposed Public Works Service Center. They noted that the center will consist of three (3) buildings with the main building consisting of 48,500 square feet of garage space and 21,400 square feet of office and administrative space. There would be two (2) other covered storage buildings of approximately 6,000 square feet and 12,000 square feet respectively, along with a salt dome and related yard facilities. The proposed buildings would more than double the space available. Dr. Varner inquired whether the design standards for the area addressing masonry construction were part of a design plan and whether they were the best use of tax dollars. He inquired whether the extra cost is justified in light of the overall use. Mr. Hunt noted that from a redevelopment standpoint that "Inner City Industrial Park" design standards should be developed, however currently the area would be under the Studebaker Corridor Standards. He further noted that there should be an emphasis on landscaping so that a reasonable balance can be struck. Mr. Herceg noted that only the office portion would have brick with split-block being used elsewhere. The masonry would be for approximately 8 feet and should provide good durability and maintenance. Mr. Gilot stated that energy concerns were also taken into consideration during the design phase of the building. He believes that a good balance has been struck which will stay within budget. Council Member Kirsits inquired about the many fuel spills and related environmental problems with regard to the use of this facility. Mr. Gilot and Mr. Herceg stated that appropriate dry wells, catch basins, and separators have been proposed to address such environmental concerns. • Joint Meeting of the Personnel &Finance Committee&Public Works&Finance Committee March 12, 2001 Page 2 Mr. Rompola then reviewed the funding mechanism which would be created for using COIT dollars. The mechanism would be similar to the one used to fund the O'Brien School Park project and the York Road Fire Station. The Building Corporation would issue the bonds and lease the building to the City. The City would pay the bond obligation by using COLT dollars. The lease calls for a maximum of a 20-year pay off with the first payment to begin in July. The lease would be amended to reflect the actual dollars needed once the bids are received. The maximum bond issue would be $ 10 million in principal. Bonds are proposed to be sold in mid-April with a closing by the end of April. Following discussion, Council Member King made a motion, seconded by Council Member Varner that Bill No. 19-01 be recommended favorably to Council. The motion passed.
