The September 10, 2001 meeting of the Public Works and Property Vacation Committee was
called to order by its Chairperson, Council Member David Varner at 4:48 p.m. in the Council
Informal Meeting Room.
Persons in attendance included Council Members Pfeifer, Kirsits, White, Coleman, Varner, and
Kelly; Community and Economic Development Director Jon Hunt, Public Works Director Gary
Gilot, Michael Danch, Terry Bland of the fiXIUth l ettb Srt tttt and Kathleen Cekanski
Farrand, Council Attorney.
Council Member Varner noted that the Committee does not have a quorum present. Council
Member Varner then called for a presentation on Bill No. 83-01 which is a request to vacate the
first north-south alley west of St. Louis Boulevard.
Mr. Michael Danch presented a preliminary site plan (copy attached) of the area in question. He
noted that a rezoning would be necessary and would be addressed at a later date. The vacation is
being requested to permit the addition to an existing building located on Hill Street for an existing
business.
Mr. Gilot noted that the request would create a"T" alley which normally would be denied by the
City. Mr. Gilot noted that in recognition of the proposed investment to the community and the
creation of jobs, that the City was in favor of this request so long as the concerns addressed in the
August 6, 2001 letter from the Board of Public Works(copy attached) would be addressed.
Council President Pfeifer inquired of Mr. Gilot why the City Administration was taking this
position in light of the fact that a similar request for a business to vacate an alley was not received
favorably since it too would have created a"T"alley. She noted that she wanted to make sure that
the policy was consistent in this area.
Mr. Gilot stated that from an engineering perspective that the creation of "T" alleys are not
advisable, however since the Petitioner would be creating 150 new jobs at approximately $36,000
each, and since the Petitioner would be making an investment of $ 12 million to the community,
that the request could go forward in light of the access requirements suggested since it would be an
"improvement for the greater good of the neighborhood".
The Council Attorney inquired whether Mr. Gilot was suggesting that conditions be made to the
proposed ordinance. Mr. Gilot indicated yes that conditions should be included. The Council
Attorney stated that she would have amendatory language ready for this evening's meeting would
amend Section V in its entirety.
In light of a quorum not being present, no formal action was taken on the Bill. There being no
further business to come before the Committee, Council Member Varner adjourned the meeting at
4:55 p.m.
