tommtttu . ort: <br /> tbIit Works' an Stroptrti 1a ration (tommiUt e <br /> The September 10, 2001 meeting of the Public Works and Property Vacation Committee was <br /> called to order by its Chairperson, Council Member David Varner at 4:48 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Pfeifer, Kirsits, White, Coleman, Varner, and <br /> Kelly; Community and Economic Development Director Jon Hunt, Public Works Director Gary <br /> Gilot, Michael Danch, Terry Bland of the fiXIUth l ettb Srt tttt and Kathleen Cekanski <br /> Farrand, Council Attorney. <br /> Council Member Varner noted that the Committee does not have a quorum present. Council <br /> Member Varner then called for a presentation on Bill No. 83-01 which is a request to vacate the <br /> first north-south alley west of St. Louis Boulevard. <br /> Mr. Michael Danch presented a preliminary site plan (copy attached) of the area in question. He <br /> noted that a rezoning would be necessary and would be addressed at a later date. The vacation is <br /> being requested to permit the addition to an existing building located on Hill Street for an existing <br /> business. <br /> Mr. Gilot noted that the request would create a"T" alley which normally would be denied by the <br /> City. Mr. Gilot noted that in recognition of the proposed investment to the community and the <br /> creation of jobs, that the City was in favor of this request so long as the concerns addressed in the <br /> August 6, 2001 letter from the Board of Public Works(copy attached) would be addressed. <br /> Council President Pfeifer inquired of Mr. Gilot why the City Administration was taking this <br /> position in light of the fact that a similar request for a business to vacate an alley was not received <br /> favorably since it too would have created a"T"alley. She noted that she wanted to make sure that <br /> the policy was consistent in this area. <br /> Mr. Gilot stated that from an engineering perspective that the creation of "T" alleys are not <br /> advisable, however since the Petitioner would be creating 150 new jobs at approximately $36,000 <br /> each, and since the Petitioner would be making an investment of $ 12 million to the community, <br /> that the request could go forward in light of the access requirements suggested since it would be an <br /> "improvement for the greater good of the neighborhood". <br /> The Council Attorney inquired whether Mr. Gilot was suggesting that conditions be made to the <br /> proposed ordinance. Mr. Gilot indicated yes that conditions should be included. The Council <br /> Attorney stated that she would have amendatory language ready for this evening's meeting would <br /> amend Section V in its entirety. <br /> In light of a quorum not being present, no formal action was taken on the Bill.
