The November 12, 2001 meeting of the Community & Economic Development Committee was
called to order by its Chairperson, Council Member Roland Kelly at 4:13 p.m. in the Council
Informal Meeting Room.
Persons in attendance included Council Members Varner, Ujdak, Aranowski, Kirsits, and Kelly;
Elizabeth Leonard, City Controller Frederick 011ett, Bob Case, Public Works Director Gary Gilot,
Terry Bland of the ,OUtai Viatti rt1uUt and Kathy Cekanski Farrand, Council Attorney.
Council Member Kelly noted that he had received a Memo(copy attached) requesting that Bill No.
01-94 a tax abatement request for Rufus and Ursula Chatman be withdrawn in light of the fact that
the couple was unable to obtain financing.
Council Member Kelly then called for a presentation on Bill No. 101-01 which would appropriate
$ 126,081 received from the US Department of Housing and Urban Development's Emergency
Shelter Grant Program.
Elizabeth Leonard, Director of Financial and Program Management, made the presentation. She
noted that the amounts to be appropriated for the Center for the Homeless, Inc. The St. Joseph
County AIDS Task Force, the Youth Services Bureau, the YWCA and for administrative costs are
the same amounts discussed with the Council on September 25th and were subject to a public
comment period during October.
Following discussion, Dr. Varner made a motion, seconded by Council Member Kirsits that Bill
No. 101-01 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 102-01 which would appropriate $ 3,924,000 from the
Community Development Fund (Fund#212).
The Council Attorney noted that since Bill No. 102-01 and Bill No. 103-01 relate to the same
fund,that they could be heard together for purposes of public hearing.
The Committee then reviewed Bill No. 103-01 which would appropriate $ 617,393 within Fund#
212.
Beth Leonard noted that Bill No. 102-01 appropriates monies from Community Development
Block Grand funds and would transfer reprogrammed funds. This bill was subject to a 30-day
public comment period held in October. Ms. Leonard noted that Bill No. 103-01 would
appropriates monies from fees, interest income and staff support contracts. Both bills contain
amounts previously discussed with the Council.
Upon the advise of the Council Attorney, Council Member Ujdak noted that he is the President of
"Christmas p
tm in April"and Council Member Aranowski noted that he is the President of NDC. Both
agencies are proposed recipients of funds addressed, but there would not be a substantial conflict
of interest, but disclosure of these positions is necessary for the record both at the Committee and
Council meeting levels.
Following discussion, Council Member Ujdak made a motion, seconded by Dr. Varner that Bill

Council Member Ujdak then made a motion, seconded by Council Member Varner that Bill No.
103-01 be recommended favorably to Council. The motion passed.
Beth Leonard then made a presentation on Bill No. 104-01 which would appropriate $ 48,920
from Fund # 210, the Economic Development State Grant Fund. She noted that the monies are
necessary for the Division of Economic Development's administrative budget.
Followin g discussion, Dr. Varner made a motion, seconded by Council Member Ujdak that Bill
No. 104-01 be recommended favorably to Council. The motion passed.
Beth Leonard then made a presentation on Bill No. 105-01 which would appropriate $ 130,000
within the U.D.A.G. Fund(Fund#410) for the purpose of providing administrative support to the
Department of Community and Economic Development for Program Year 2002. She noted that
the Bill contains the same amounts discussed with the Council in September.
Following discussion, Council Member Ujdak made a motion, seconded by Council Member
Varner that Bill No. 105-01 be recommended favorably to Council. The motion passed.
Beth Leonard then made a presentation on Bill No. 106-01 which would transfer$409,457 among
various accounts within Fun d # 212. The proposed amounts were subject to the 30-day public
comment period and two(2) public hearings.
Dr. Varner made a motion, seconded by Council Member Ujdak that Bill No. 106-01 be
recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 107-01 which would appropriate
li! the proceeds along with the investment earnings derived from the issuance of bonds and deposited
in Economic Development State Grant Fund # 210 for the purpose of remediating environmental
it conditions in connection with the Robert Bosch Corporation Retention Project.
Mr. Bob Case of Community &Economic Development made the presentation. He noted that this
involves a pass-through loan and is the "last piece of the puzzle"for the Bosch project.
Following discussion, Council Member Ujdak made a motion, seconded by Dr. Varner that Bill
No. 107-01 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, the meeting was adjourned at 4:25
p.m.
