The October 8, 2001 joint meeting of the Community and Economic Development Committee was
called to order by its Chairperson Council Member Roland Kelly at 3:45 p.m. in the Council
Informal Meeting Room.
Persons in attendance included Council Members Varner, White, Kirsits, Aranowski, King, and
Kelly; Michael Beitzinger, Charles Fulmer, Jr., Melvin Reed and Kathy Cekanski Farrand,
Council Attorney.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 01-81 which
is a three (3) year real property tax abatement request for the property located at 918 South
Michigan Street requested by Charles, Jr. and Tracie and Charles, Sr. and Faye Fulmer doing
business as Miami Auto Glass.
Mr. Michael Beitzinger, Economic Development Assistant Director, reviewed his report dated
September 14, 2001 (copy attached). He noted that the petitioners provide a full line glass
replacement services for automobiles and is currently located at 1430 Mishawaka Avenue. The

plan to construct a new 2 400 square foot facility at 918 South Michigan which has an estimated

project cost of$ 150,000.00. The report concluded that the petitioner meets the provisions of§ 2-
79 of the South Bend Municipal Code addressing retail/commercial developments in the Central
Business District, Fast Bank Development Area and Tax Abatement Impact Areas.
Mr. Fulmer,Jr. asked the Committee to recommend his request favorably to the full Council.
Following discussion, Council Member Varner made a motion, seconded by Council Member
Kirsits, that Bill No. 01-81 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 01-82 which is a five (5) year residential real property tax
abatement request for the property located at 2631 West Jefferson Boulevard requested by Chicago
Building Services, Inc.
Mr. Michael Beitzinger, Economic Development Assistant Director, reviewed his report dated
September 14,2001 (copy attached). He noted that the petitioner plans to construct a 1,200 square
foot home which would be one-story with an estimated cost of $81,500. The report concluded
that the petitioner meets the provisions of§ 2-77.1 of the South Bend Municipal Code addressing
Single Family Real Property Abatement.
Mr. Melvin Reed of 131 South Taylor Street made the presentation on behalf of the petitioner.
In response to a question from Dr. Varner, Mr. Reed noted that he would like to develop other lots
in the area.
Following discussion, Council Member Varner made a motion, seconded by Council Member
Kirsits, that Bill No. 01-82 be recommended favorably to Council. The motion passed.
There being no further business to come before the joint Committees, Council Member Kelly
adjourned the meeting at 3:50 p.m.
