Preliminary Engineering Report Public Hearing

■ The Preliminary Engineering Report is available for review at the office of the South Bend Public
Works at 227 West Jefferson Blvd. Suite 1300 N South Bend, Indiana from May 12, 2023 through
May 22, 2023.
• This meeting may be recorded. Minutes of this meeting will be made a part of the final
Preliminary Engineering Report submittal to the Indiana Finance Authority.
o There is a written comment or question form attached to this handout. Please feel free to use
this. All written questions or comments with contact information included will receive a written
response. Written comments are preferred so that answers can be documented and made a
part of the final document.
• If responses to questions can be readily answered by the engineer or staff today, we will provide
answers. If the response will require a more detailed effort or research, the response may be
deferred to a written response provided to the speaker. In either case, an answer will be
provided to all questions.

Project Need and General Summary:
This Preliminary Engineering Report (PER) is for engineering design, bidding, construction, and start-up
for the City of South Bend's Combined Sewer Overflow (CSO) System CSO 045 2.0 MG Equalization Basin
and for improvements to the current Wastewater Treatment Plant (WWTP).
The City of South Bend, Indiana is currently under a 2021 Consent Decree with the United States EPA, US
Department of Justice, and the State of Indiana Department of Environmental Management. The
purpose of the Consent Decree is to require the City of South Bend to comply with the Clean Water Act
as it relates to combined sewer discharges to the ground or to Waters of the United States. As part of the
Consent Decree, the City of South Bend completed a Long Term Control Plan (LTCP) for addressing these
issues. The Consent Decree establishes a specific timeline for compliance and establishes a schedule for
initiating and completing each project in the plan.
The two projects discussed in this report, the WWTP CSO 045 Equalization Basin Project and the WWTP
Hydraulic Improvements Project, are part of the work required for the purpose of reducing the volume
and/or frequency of CSO events from the City's collection system and increasing the capacity of the
WWTR This project involves the first of four CSO tanks installed as part of the Long Term Control Plan.
4) Allows for beneficial reuse of land above the basin
Once the initial configuration, elevation, materials, and construction were selected from the
alternatives, the City of South Bend requested a review of the cost differential of installing a
larger tank on site to make the best use of the available land. The updated design will now include
a 3.0 million gallon equalization basin.

Notice of Public Hearing
City of South Bend, Indiana
Wastewater Preliminary Engineering Report (PER)
The City of South Bend (IN) Wastewater Utility, acting through the City of South Bend Board of Public
Works will hold a public hearing, at its regular meeting, at 9:30 AM on May 23, 2023, at the Board of
Public Works on the 131h floor, 227 W. Jefferson Blvd., South Bend, IN 46601.
The City of South Bend's engineering consultant, American Structurepoint, will present the
recommended project, which will include capacity upgrades to the wastewater treatment plant and
other associated improvements to comply with the terms of a regulatory agency consent decree.
The project will be funded through a Wastewater State Revolving Fund (WWSRF) loan.
Copies of the required Preliminary Engineering Report (PER) are available for public viewing starting on
May 12, 2023 through May 22, 2023 at the office of the South Bend's Department of Public Works, 227
W. Jefferson Blvd., Suite 1300 South Bend, IN 46601.
There will be the opportunity for questions and comments from the public at this meeting. Written
comments from the public will be accepted through May 31, 2023. Your participation is welcomed and
