16 Tech Program Management, Indianapolis, IN
The 16 Tech campus is a transformational project for Indianapolis
that consists of 50 acres in the heart of downtown being
developed as a multidisciplinary innovation district, designed to
attract global life sciences and technology companies, as well
as other developments. The American Structurepoint team has
been involved since the first phase in 2015 and has played a
pivotal role through ongoing campus development, including
the Breedlove Lane project which includes approximately 0.20
miles of new roadway construction on the 16 Tech campus.
The new roadway features include a single travel lane in each
direction with a left turn lane at the new connection to Waterway
Blvd. Additional roadway features include a new storm sewer
system and Best Management Practice (BMP) device, roadway
lighting, street trees and landscaping, irrigation, a new water
main, a new gas main, conduit banks for communication and
electrical facilities, lighting receptacles, and enhanced street
hardscape features.
As the project manager, Nick led the design and planning efforts
for multiple new roadways within the 16 Tech campus while
coordinating with utilities, city leaders, developers, and other
project stakeholders.
InfoSys Development Public Infrastructure – Phase 1,
Indianapolis, IN
American Structurepoint provided the design for this roadway
widening and intersection improvement project at the new
Infosys US Education Center facility under construction at the
former Indianapolis International Airport site. Infosys plans to
use this facility to train all US workforce. The project includes
the design of pavement, traffic signals, lighting design,
overhead sign structures, drainage structures, pavement
markings, signage, curb and sidewalks, and maintenance
of traffic during construction. The work includes preliminary
engineering, alternative analysis, environmental documentation
preparation and permitting, topographic/route survey, right-of-
way engineering, land acquisition, construction documents,
maintenance of traffic, and utility coordination.
Nick was the project manager leading and managing all aspects
of the project, including roadway design, stormwater design,
traffic design, project financial tracking, project schedule,
public outreach and communication, stakeholder coordination,
and construction administration.

lighting and traffic signal designs, multi-use trail
projects, maintenance-of-traffic schemes, and
utility coordination. Jeff’s technical capabilities
include software experience in MicroStation
Geopak, AutoCAD Civil3D, and GuideSign. He
is also experienced with the following design
guides and specifications: Indiana Design Manual,
Geometric Design of Highways and Streets (Green
Book), Manual on Uniform Traffic Control Devices

Patrick has specialized
experience in traffic operations
and transportation engineering in a variety of
projects, including signal retiming, signal design,
transportation modeling, and design of intelligent
transportation systems (ITS). Patrick has a diverse
background in providing a multitude of services to
a full range of clients throughout the United States.
Patrick is skilled in using Synchro, SimTraffic, HCS
and Tru-Traffic software, as well as AutoCAD,
MicroStation, AutoTurn, and SignCAD. He was a
key staff member on the South Bend Smart Streets
complete streets project.

ENVIRONMENTAL SERVICES LEAD
Bri has over 20 years of
experience in managing and
preparing EAs, CEs, wetland
delineations, water quality permitting (streams/
wetlands), water quality permitting, mitigation
planning, and agency coordination. She has
extensive experience navigating the NEPA process
and the planning complexities often associated
with obtaining environmental clearances and
permits associated with transportation projects.
Bri has managed and prepared a wide range of
NEPA documents including projects with Section
106 adverse effect determinations, individual
section 4(f) evaluations, and disproportionately
impacted environmental justice communities.

The city implemented a “Smart Streets Initiative”
which included changing several of the downtown
major streets from one-way streets to two-way
streets and implementing “complete streets”
concepts for several blocks within the downtown
proper. The complete streets concepts that
were incorporated included decorative
walkways, a cycle track, streetscape, the
reduction of travel lanes (road diet and traffic
calming), decorative lighting, green initiatives
(use of porous pavement in parking areas),
decorative crosswalks, and roundabouts
serving as gateways into the downtown from
the north and south. Other work included traffic
signal modifications, changes to access at specific
locations, and pavement marking and signing
revisions. The entire project was fast track, and
the design was successfully delivered in seven
months.
American Structurepoint was selected to validate
the overall plan from a traffic standpoint. To do
so, a travel demand model of the downtown area
was created, allowing us to present the model live
to City officials and discuss what-if scenarios. To
accompany the travel demand model, capacity
analysis and simulations of all 50+ intersections
were developed, which allowed the City to
see how traffic is expected to flow on the new
roadway network.

The 16 Tech campus is a transformational project for
Indianapolis that consists of 50 acres in the heart of
downtown being developed as a multidisciplinary
innovation district, designed to attract global life
sciences and technology companies, as well as
other developments. American Structurepoint
is the lead technical adviser involved in the
first phase of development of the campus that
will include design, construction, relocation,
renovation, and over $100 million in infrastructure
upgrades as necessary to solicit, facilitate, and
support private sector development of the 16 Tech
campus. There will be 3.5 million sft of additional
building space over the next ten years as the 16
Tech campus grows and expands. Acting as the
Owner's representative, our team developed
a comprehensive traffic study for the entire
development involving multiple intersections
and new roadway connections that provide
access to the overall development.

American Structurepoint provided the scope,
analysis, and conceptual design on a corridor that
had experienced a period of economic growth and
residential expansion. CSX occupied the north
side of CR 100 South, but both east and west of the
roadway were bound by residential subdivisions.
American Structurepoint performed a traffic
study to determine traffic patterns and
anticipated future growth of passenger vehicles
and trucks. Additionally, we created a public
information campaign and provided a preliminary
design development for roadway improvements
that would cultivate future economic development
and would provide for an efficient and safe flow
of traffic.
LAFAYETTE 3RD AND 4TH STREET TWO-WAY FEASIBILITY STUDY LAFAYETTE, INDIANA

American Structurepoint conducted a feasibility
study for conversion of 3rd Street and 4th Street
from one-way to two-way between Union/
Salem and Alabama in downtown, Lafayette,
Indiana. The goal of the project was to create a
vibrant downtown and increase local economic
development opportunities, all while improving
mobility for all modes of transportation.
The study encompassed the roadway segments
listed and any cross streets connecting to
these roadways. The study included analysis
of signalized intersections and unsignalized
intersections located within the study area
and potential short-term and long-term
improvement options at the junction of 3rd
Street/4th Street at Union Street. The study
resulted in several conceptual design options
for the roadways and conversion of the streets,
following the Complete Street philosophies
to accommodate the usage for all—vehicles,
bicyclists, pedestrians, and transit.
NEWMAN ROAD UNDERPASS

Our work began with a feasibility and traffic
study that provided guidance for the road
design phase by forecasting future traffic for
the nearby Discovery Park Aerospace District
development. In addition, additional roadway
recommendations were made based on the
results of the traffic study and extensive collab-
oration with the INDOT Crawfordsville District.
American Structurepoint went on to design the
new bridge structure supporting the tracks of the
Kankakee, Beaverville & Southern Railroad, the
reconstruction and widening of Newman Road,
and a new roundabout at SR 26 and Newman
Road. The project also had an aggressive plan
development deadline of nine months.

comprehensive engineering services for the
preparation of road and traffic design plans,
including preliminary opinions of probable costs,
for improvements of various roadways and
intersections surrounding the new Indianapolis
Community Justice Campus near Southeastern
Avenue and Pleasant Run Parkway in Marion
County. These improvements include a new
2-lane roundabout at Southeastern Avenue/
English Avenue/Rural Street; 4 lanes of full-depth
pavement replacement along Southeastern
Avenue from Rural Street to Pleasant Run Parkway;
resurfacing and widening of Southeastern Avenue
from Pleasant Run Parkway to the CSX Railroad
Bridge; new traffic signals at the Community Justice
Campus main entrance on Pleasant Run Parkway
and at the Southeastern Avenue and Pleasant
Run Parkway intersection; and realignment of
English Avenue near the roundabout. The project
also includes the addition of sidewalks, ADA
curb ramps, an enclosed storm sewer system,
underground detention system, curb and gutter, a
multi-use trail, and lighting.

TOPOGRAPHIC SURVEY
The topographic survey serves as the foundation
for the project conceptual design alternates, which
is why we will get started on this immediately
following project award and notice to proceed. Our
survey team already has this project earmarked in
their schedule for Q3 2023. Because the project
limits cover a large area and we understand the
priority the City has set, our team will perform full
topographic survey for projects 01 to 08, east of the
St. Joseph River, right out of the gate.
COST SAVINGS IDEA
For projects 09 to 13, which are
located west of the St. Joseph River,
we will utilize available GIS and public LiDAR data
to perform the preliminary planning study.
We have successfully provided surveying services
on numerous projects, ranging from small
intersection improvement projects to large urban
highway projects. We will use our talented survey
staff to incorporate all available GIS information
and aerial imagery supplemented with LiDAR data
and field survey where needed. By using multiple
survey delivery methods we will be able to
provide South Bend with a solid foundation
on which to develop this project and get the
most value out of the project funds. Our design
will take full advantage of the topographic
survey options previously outlined to ensure
that when this project is transitioned from a
planning project to full design, re-work will be
minimized, thus saving South Bend both time
and unnecessary cost.
TRAFFIC STUDY
Our traffic team is intimately familiar with the City
of South Bend’s traffic signal system, roadway
network and current operational desires. Our
preliminary review of the crash data has helped
define the direction of the proposed project. The
proposed realignment of the streets leading to/from
the Eddy Street Bridge is anticipated to improve
safety in this area as existing conditions resembling
those typical of a freeway will be avoided with the
removal of the existing ramps. This change will
remove the existing conflict points in areas that are
prone to higher operating speeds. The proposed
realignment of the roadway network in the vicinity
of the bridge is anticipated to improve access and
mobility while having a traffic calming effect on the
local streets.
Our analysis would include traffic data collection
such as intersection turning movement counts
and origin-destination (O-D) data. During the
Smart Streets Traffic Analysis that our team
completed, cell phone data was utilized to
provide detailed and accurate O-D data to assist
with the redistribution of traffic throughout the
City’s roadway network. A similar, but more
refined approach would be necessary for the
proposed traffic calming and elimination of
certain movements. In addition, our team would
work closely with the Michiana Area Council of
Governments (MACOG), to review and refine
the travel demand model to account for growth
(creation of newer mixed-use urban areas) and the
impacts to the roadway network as a result of the
interchange removal.
We will work with the City to determine the
proper safeguards for pedestrians, bicyclists and
micro-mobility services. Special attention will be
paid to ADA accommodations throughout the
design while coordinating with the road design
and environmental teams. Our traffic team is
experienced with alternative intersection types
(such as roundabouts, median u-turn, quadrant
roadway, displaced left-turn, continuous
green-T), and determining which situations these
intersections are most beneficial to operations
while providing traffic calming effects.
ROADWAY CONCEPTUAL DESIGNS
We will start our conceptual design by taking all the
information from the traffic study and coordination
with MACOG, along with valuable input gathered
during the charrette held at the University of
Notre Dame and documented by the School of
Architecture to advance the roadway network
concept from the roadway network shown on the
previous page. We will develop multiple roadway
typical section alternates that include varying travel

lane widths, bike lanes, sidewalks, shared-use
paths, landscaping areas, and lighting.
Eddy St. over Lincolnway East
Once we have some conceptual designs based on
initial information, we will refresh the coordination
and public involvement processes. We will continue
conversations with MACOG and the Indiana
Department of Transportation (INDOT) so that
they are both informed and in agreement with the
project concept.
ADDED VALUE
American Structurepoint has a strong
working relationship with INDOT's LaPorte
District that will help coordination on Eddy
Street (SR 23).
Their input, along with that of the city and project
stakeholders, will allow us to refine the details
for the project and really address key concerns
such as traffic-calming typical sections with items
like reduced lane widths, roadway landscaping,
and roadway signing to give the network a more
friendly and accommodating feel for all users. Once
these sections have been further defined, we will
be able to inform the public on the design concept
development and present it for their input. We will
take this input to develop a final conceptual design
for each of these roadways. We believe these
sections will ultimately replace the barrier in this
area, created by the current Eddy Street ramps,
with a new urban space.
We understand that every public agency has limited
resources to allocate to public infrastructure.
American Structurepoint will assist the City in
prioritizing these projects by creating two matrices
—one for the east side of the St. Joseph River,
"Phase 1 projects" and one for west of the river,
"Phase 2 projects". The recommended parameters
are safety need, multi-modal benefit, contribution
to Focus Areas (Land Use), connectivity of the
corridor, leverage to funding, and project support.
STORM SEWER & MUNICIPAL UTILITY PLANNING
With the impacts to the existing infrastructure, the
stormwater drainage for the entire project limits
will be analyzed and evaluated to not only improve
drainage conditions, but also verify that stormwater
runoff is being treated before entering the St. Joseph
River. We will take into consideration not only the
public infrastructure, but also the adjacent spaces
that will be created when the Eddy Street ramps
are removed and the public infrastructure network
in this area is revamped. Having a drainage plan
for the entire project area, not just the public
infrastructure, means that infrastructure that
goes in the ground won’t have to be changed for
the foreseeable future. Our team of stormwater
engineers (led by Jordan Bosse) and local water/
wastewater system engineers (led by Jordan
McCormack) are familiar with the city drainage
standards and specifications, which will ensure this
piece of the project is addressed efficiently and
thoroughly.
UTILITY COORDINATION
Our utility coordination will be led by our utility
coordinator, Bethany Holmes, and supported
by our project manager. This approach provides
effective communication with the utilities. We will
partner with the utilities from the start by meeting
with them to show them what the long term plan
is and get a real understanding of their facilities in
the area along with any critical infrastructure. We
will solicit their input on the plan and how it impacts
their facilities. Using this information we will be
able to potentially adjust the infrastructure plan
to still achieve the project goals, but lessen the
impacts to the utilities. Once a plan is in place, we
will meet with each utility to help them master plan
relocations and infrastructure upgrades needed.
This includes phasing the utility work based on the
city's infrastructure phasing plan. At the end of the

planning there will be an understanding of what is
required and when it is anticipated to happen, so
all parties are on the same page.
BRIDGE DESIGN
Our bridge design team has decades of experience
in the design of bridge rehabilitations and
preventive maintenance projects. We have seen a
wide array of bridge distress and found solutions to
extend the life of bridges to maximize the owner’s
budget. We will inspect the Eddy Street bridges to
determine their condition and identify cost-effective
rehabilitation techniques to reset the design life of
those critical elements.
Eddy Street over Mishawaka Avenue had a recent
bridge deck overlay and the interior substructures
were repaired. Our team will evaluate the remaining
life of the other elements such as the 30-year-old
superstructure and 60-year-old abutments. The
ramps connecting Eddy Street and Mishawaka
Avenue are off the bridge and their removal will
not impact the bridge. The deck was replaced on
Eddy Street over the St. Joseph River along with
other repairs in 2019. Eddy Street over Lincolnway
East is being rehabilitated currently. The ramps
connecting Eddy Street and Lincolnway East are an
integral part of the geometry of the bridges over
the river and Lincolnway East. We will review the
impact to both bridges to remove these ramps as
part of the study phase.
Eddy St. over St. Joseph River
Another service of our bridge team provides is load
rating. We will review the load rating of the existing
bridges in anticipation of the future road diet of
Eddy Street. Determining potential strength
issues during the planning stage is crucial for
proper funding allocation. This also allows for
a rehabilitation design and construction at the
appropriate time of this multi-phase project.
GEOTECHNICAL INVESTIGATION
As part of our preliminary concept efforts,
Resource International will perform geotechnical
investigation for the project area in key locations,
verifying that we have good information on the
soil properties and conditions. This information is
critical to verify the public infrastructure plan will
not encounter a significant issue further along
in the project development process to minimize
project risks.
ENVIRONMENTAL
We conducted a preliminary assessment of the
project area to identify potential environmental
concerns. The primary concerns include the
St. Joseph River, multiple recreational facilities
(Governor Joe Kernan Park, Edgewater Bank Park,
and the East Bank Trail), and multiple historic
resources (the National Register listed Northside
Boulevard Riverwall, the “notable” rated National
Guard Armory, and several “contributing” rated
properties). Many of these recreational resources
would qualify as Section 4(f) resources and will need
to be evaluated, while the historic resources will need
to be reviewed in accordance with Section 106 of
the National Historic Preservation Act. Additionally,
the project is within several census tracts that are
identified as historically disadvantaged and areas
of persistent poverty. We will draw from our
significant experience in Environmental Justice
Analyses to evaluate and minimize impacts to
these communities. Our environmental team will
work closely with the design team to minimize and/
or avoid impacts to these resources to streamline
the environmental process.
Our strategy will be to prepare a single
Environmental Document for the overall project that
will be ready to approve once initial construction
funding is secured. As additional construction
funding is secured for the remaining subprojects,
environmental re-evaluations will be completed if
needed. This allows us to take advantage of the
planning phase to drive environmental approval
for the construction phases.

SCHEDULE
Staying on schedule is critical for all projects. We understand the city has the desire to hit the ground
running on this project and have the planning efforts complete in Q1 of 2026. We have already taken steps
to get the first pieces of this project in motion. This includes getting the topographic survey, traffic study,
and environmental document all on our team’s schedule. With this quick start we envision the schedule for
each major item to go as shown.
PUBLIC INVOLVEMENT
Our approach will build upon the charrette
completed by the University of Notre Dame, to
gain public trust and buy-in. There are a number
of businesses and residents that will be impacted
in some manner by this project. Each of them will
want to be informed as to how the project will affect
them. It is our experience that an aggressive public
outreach initiative should be implemented to gain
buy-in for your project. Once the community knows
that this project is a great investment for their
community and how it will be a benefit to them,
you will have complete buy-in of your constituents
and can build a project that everyone can be
proud of. Nick and his project team, including
communications professional Kathy Wolf, will work
closely with City staff to develop a public outreach
plan that is best for this project. Our initial thoughts
include hosting a series of public information
open houses where the city’s vision for the
entire area can be conveyed and the benefits to
the local community can be shared. We can then
offer the public the chance to ask questions and
provide input. We will take this input and work with
the city staff on what we will incorporate into the
project. We would also encourage the creation of a
project website in order to provide the public with
24/7 access to the project information.
FUNDING THE PROJECT
Having a plan for the project is just part of what
makes a project a reality. Another key piece
is securing funding for the construction of the
project. American Structurepoint has recently
helped numerous clients secure over $100 million
in construction funding for their projects. We will
use the Preliminary Design Concept outlined and
the Ready-to-Approve Environmental Document
to aid South Bend in securing construction
funds to take the project from concept through
construction. American Structurepoint understands
the funding sources for the project and that proper
cost estimating early on in the project is critical.
Accounting for construction cost is only part of
the project, so we make sure to capture soft costs
such as land acquisition and reimbursable utilities
early. We will develop a cost estimate early and
continually update it for INDOT Bid Price Data and
market conditions so there are not any surprises on
cost for the owner.
