STREETSCAPE This was the firs step in the revitalization of East Columbus, providing a direct side-path connection to the downtown historical and architectural mainline. Elements included a new decorative side path, enhancements to the existing bridge over Haw Creek allowing for separated pedestrian walks along both sides of the bridge. These enhancements were accomplished through a combination of adjusting the travel lanes across the bridge and partial removal of exist- ing bridge deck and widening. Existing substructures were widened to accommodate the architectural treatments that were added. UNITED was able to complete the bridge rehabilitation without adding additional beam lines by complet- ing an analysis of the structural capacity of the existing bridge beams and determining they were adequate . The Advisory Council serves as a valuable resources and will offer independent perspectives, specialized expertise, and strategic guidance. Members of the council are experts in their respective fields and have close ties to South Bend, In. These members are not pigeonholed by any of the associated worktypes for this project. Instead, they will provide guidance and expertise as needed on applicable aspects of the project. Some of their roles may include: • Sharing Expertise: leverage their knowledge and experience to provide specialized advice on industry trends, best practices, emerging technologies, or regulatory changes. • Networking and Partnerships: Connecting us with key individuals to aid in efficiency and community/public outreach. (i.e. This project lies within three city council districts, and developing relationships early will be key!) • Advocacy and Public Relations: With already established roles in the community, having their support will help build and maintain the excitement for this project. Why do we need an Advisory Council? The A&Z Team is made up of qualified, experienced professionals who have completed projects with many of the same elements encompassed by the Market District Improvement Project. It is precisely this experience that moves us to seek the guidance of an advisory council. The importance of this project extends far beyond creating safer, more convenient streets and sidewalks for residents. The proposed vision is closely tied to and embraces the culture, history, and future of South Bend, IN. As the Final Report from The University of Notre Dame states, this district has been left behind in terms of economic development and urban renewal due to the “blighted conditions.” Teaming up with respected, local professionals who have demonstrated an understanding of the community makes us more likely to deliver a project that meets current and future needs and wants. The Advisory Council Bill Lamie, RA, AIA is one of the founding principals of Alliance Architects, located in South Bend, IN. He serves as an administrator over planning and design process for multiple projects and serves as a project manager. Kamyar with his experience and extensive knowledge of the area, his ability to outline the study area for traffic studies and forecasting will be extremely helpful for the Team to evaluate intersection configurations and lane capacities for the present and future. Jeremy Skinner, Planning Director, City of Warsaw, IN Kamyar and Nitin: Working together on Gumwood Rd. Kamyar and Nitin worked together on St. Jo- seph County’s Gumwood road project (1.5 miles) between Mishawaka City Limits and Adams road. Kamyar outlined the study area of traffic impact and undertook extensive traffic data collection, traffic analysis and forecasting to come up with two single lane roundabouts at Brick Road and Adams Road and a two-lane roadway in light of a proposal to construct a five lane roadway prior to his studies. His traffic analysis stands the test of time after a decade of completion of the Gumwood Road project in which the road- way functions efficiently conveying traffic without any hiccups to this day. South Bend Market District Improvement Project 8 Project Understanding & Approach Antiquated infrastructure that was designed to fit the needs of 1950’s era commuters to the Studebaker factory has long since ceased to serve a purpose. The original objectives of the freeway-like ramps have proven to be serious roadblocks to the economic and community development of the surrounding neighborhoods. Additionally, the current street designs encourage speeding and lack physical barriers for pedestrians. In partnership with the University of Notre Dame School of Architecture, the “Farmers Market District” study is the fourth in a series of six charettes revolving around brainstorming and planning of several districts near downtown South Bend, IN. The purpose of this project is to remove the ramps and replace them with appropriate intersections that allow traffic to flow smoothly and safely. The newly-created street network should include a combination of re -instated street connections from the 1930s and creation of new riverfront drive, allowing for multiple routes that diffuse traffic. The new street designs will also be linked with active transportation infrastructure that includes sidewalks, multi-use paths, and dedicated bike lanes. The vision for this project is driven by five cornerstone goals. Cornerstone Goals Remove Barriers: Use a network of complete streets to prepare area for new investment and regeneration. Activate the River: Ignite draw of riverfront with enhanced riverside walk and pedestrian connections to adjoining neighborhoods. Support Businesses and Job Growth: Draw activity to the area bringing patronage to new and existing businesses. Attract Mixed-Income Housing Choice: Fill the void of housing types (duplexes, multiplexes, cottage courts) while encouraging infill of existing housing options. Placemaking: Create a regional destination, built incrementally over time by introducing new businesses, residences, and a high-quality realm of public streets and parks. South Bend Market District Improvement Project 9 Project Understanding & Approach The comprehensive study by the University of Notre Dame offers a beautiful, exciting vision for the area. The study also makes clear that the existing infrastructure, albeit well-intentioned, did not fully account for the future of the area and economic development. The A&Z team will ensure that history does not repeat itself by completing this project in four stages: 1. Project Kick-Off and Scoping Meeting 2. Data Collection & Analysis 3. Schematics & Design 4. Final Construction Planning Project Kick-Off: The scoping meeting is paramount to project success. It paves the way for two-way communication and ensures that all components of the project are understood. Assistant City Engi- neer, Leslie Biek, PE, should expect communication from A&Z project manager, Nitin Timble, immediately upon receiv- ing the Notice of Selection, where a scoping meeting will be scheduled within two weeks. Our goal during this meeting is to build relationships with all stakeholders and solidify or address the following items: After the project scoping meeting, A&Z will prepare the Engineer ’s Report that documents decisions from the meeting and subsequent conversations with INDOT. The Engineer’s report will: • Capture the project need and purpose • Clearly state goals and objectives of the city • Outline city’s expectations • Identify potential impacts • Anticipate items to be addressed by project design and development • Finalize Schedule • Articulate objectives and timeline for public participation Roles and Relationships of Stakeholders Timeline Communication Strategy and Preferences Preliminary Concerns & Questions Project Goals Traffic Data, Analysis, & Projections Traffic Counts will be collected (or obtained if already completed for the Notre Dame charettes) so that we are able to determine capacity and make projections. optimizing road networks, planning infrastructure development, and improving traffic flow. Our teammate for this project, United Consulting, has completed hundreds of traffic studies for INDOT. Not only do they bring with them the expertise from this work, but the data will be available as well. Data Collection & Analysis is a crucial component to defining the constraints and opportunities for this vision. The A&Z team will divide and conquer to collect pertinent data, conduct early investigations, and establish primary connections that will serve as the basis for the rest of the project. Topographic Survey Aaron Springer, PS will lead the A&Z survey crew to create a detailed representation of the existing physical features of the terrain. This is one of the important beginning steps to ensure that our engineers and designers understand the terrain, identify limitations, and make informed decisions during the planning and design stage. This data will also be used by Aaron to make right-of-way plans. Environmental Services Making note of all resources in the area at the onset of the project is crucial . A large part of this project is based on the St. Joseph River along with historical and archaeological gems to aid in in achieving the “Placemaking” cornerstone objective. Orbis, CFS, and Rii will complete an initial investigation and coordination with agencies. A&Z will support and/or coordinate efforts for public outreach thought this process. South Bend Market District Improvement Project 10 Schematics & Design: Using the constraints set forth by the data, A&Z design teams will deter- mine the feasibility of the vision depicted in the Notre Dame Study and present options to stakeholders. The A&Z team will present design options that mesh the vision with feasibility and achieve the five cornerstone objectives at the heart of this project. Roadway, Roundabout, & Bridge Design Presently, the existing freeway-like infrastructure, unsafe local streets, surface parking lots and vacant buildings act as barriers to new investment, economic development and physical regeneration of what is known as The Market District. Roadway, intersection, and bridge designs will solve this problem by implementing a network of complete streets. The complete streets approach prioritizes designing streets that are safe and enjoyable for all users regardless of age, ability, mobility, or mode of transportation. Specific elements for South Bend Market District Improvement include: • Sidewalks with ADA compliant curb ramps and appropriate crosswalks • Designated bike lanes separated from vehicle traffic • Traffic calming measures to reduce the risk of accidents • Streetscapes that include green spaces and street furniture/amenities such as bike racks, benches, trash receptacles. • Parking facilities to promote continued growth in the area via convenient and safe spaces. Project Understanding & Approach Rendering of S. Eddy St. Bridge (using elements outlined in University of Notre Dame’s Final Report. ) These points indicate specific street improvements described in the Final Report created by the University of Notre Dame School of Architecture. S. Eddy St: reduce to two lanes, add protected bike lanes and parking. Northside Blvd.: 2 lanes, bi-directional traffic, added parking and trees on east side S. Eddy St. Bridge: Reduce to 2 travel lanes, add parallel parking, protected bike lanes, planting strips and sidewalks. Sample St. :Add parallel parking, planting strip, and sidewalks S. Eddy St. & South St. @ Jefferson Intermediate School: 2 travel lanes with additional parking, designated drop of lane for school protected by median, bike lanes and sidewalks. E. Mishawaka Ave: Reduce to 2 lanes separated by angled parking in middle of street, parallel add bump outs with parallel parking and sidewalks. Lincolnway: 2 travel lanes w/ center turn lane, add parallel park- ing, sidewalks, planting strip Environmental Services: Concrete Determinations A thorough review of potential red flags in the project area using IndianaMap, Indiana StreamStats, National Park Service data and the Indiana State Historic Architectural and Archaeological Research Database (SHAARD). Resources identified will help guide the planning process and better define the environmental scope that will be completed prior to construction activities. At this time, a Categorical Exclusion (CE) Level document is anticipat- ed. Resource impacts including new permanent right of way, wetland and waterway impacts, historic resources (archaeological and structural) and existing public facilities will all determine the level of CE document required for the successful completion of this project. As the project progresses towards construction, final applications for permits will be submitted. South Bend Market District Improvement Project 11 Project Understanding & Approach Final Construction Planning: The A&Z team will ensure that designs are well-organized, effi- cient, and compliant with design specifications, quality standards, and safety regulations. Permits and Approval Rii; CFS, and Orbis Environmental will revisit the permits and documentation needed for the project and submit applications at the appropriate time so as not to delay construction. Additionally, they will address any environmental/historical/archaeological concerns in the final design and develop strategies to minimize the impact of construction on the environment. Quantity & Cost Estimates A&Z team will prepare reliable and accurate cost estimates related to the design and construction plans. These estimates will also feature projections for future fiscal years so the city can plan their budgets accordingly. Quality Assurance/Control and Constructability A&Z in-house quality and constructability review process will ensure the construction work meets the required standards and specifications. SNAPSHOT OF A&Z REVIEW PROCESS Articulating and following a review process is also an essential part to cost containment and schedule adherence. Time for review is built in to every project schedule. The design elemen ts included roundabout, new signalized intersection, sidewalk and multiuse path, retaining wall and drainage, and the creation of the new Oakbrook Pkwy. The effort on this project also included collaboration with Fort Wayne Community Schools to ensure that design met the needs of students, staff, and visi- tors traveling to and from Northrop High School.
