Purpose of Request:
Improvements planned and designed at LaSalle Park include adding paths, a skating loop, new exterior
restrooms, and a park pavilion. Bids for the project were received at the Board of Public Works meeting
on April 25th. Two bids were received, and both were over the consultant opinion of cost, likely due to the
EPA mandated Soil Management Plan on the site. The lowest was rejected due to lack of a good faith
effort to reach the required M/WBE goals on the project. $1,226,571 has already been budgeted for the
project. The request is from River West TIF and is for $905,000 to bridge the funding gap and award.
