ommittiet .mart: <br /> Zoning an Stititxation (Committee <br /> The November 12, 2001 meeting of the Zoning and Annexation Committee was called to order by <br /> its Chairperson, Council Member Karen L. White 3:55 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Pfeifer, Kirsits, Aranowski, Kelly, King, <br /> Varner, Ujdak, Coleman, and White; City Controller Frederick O1lett, Michael Danch, Jeff Myers <br /> of Area Plan, Public Works Director Gary Gilot, Terry Bland of the ntl) rihltitu, <br /> and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member White noted that the first item on the agenda was to review Bill No. 59-01 which <br /> would annex and bring into the City of South Bend and amend the zoning ordinance for certain <br /> property in Clay Township which is contiguous to the city commonly known as the 17,000 block <br /> of Douglas Road for Jerry and Marguery Macri and Richard and Ann LaFree. <br /> Jeff Myers of Area Plan reported that the Area Plan Commission gave a favorable recommendation <br /> to the proposed annexation and rezoning. <br /> Michael Danch made the presentation on behalf of the petitioners. He provided preliminary site <br /> plans of the area in question (copy attached). He noted that the area in question contains 11.19 <br /> acres which would have a large undeveloped buffer zone. Eight (8) buildings would be <br /> constructed with "0" Office land use designations thereby prohibiting any "C" Commercial <br /> developments. In light of concerns raised at the Area Plan meeting, Mr. Danch noted that there <br /> would be no access to McErlain Street. <br /> In response to a question raised by Dr. Varner,Mr. Danch noted that the items raised by the county <br /> residents have been resolved. Mr. Danch further stressed that there would be no direct access into <br /> the residential area to the south and west from the development. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 01-90 be recommended favorably. The motion passed. <br /> Council Member White then called for a presentation on Bill No. 01-90 which is a resolution <br /> adopting a written fiscal plan and establishing a policy for the provision of services to an <br /> annexation area in Clay Township Macri/LaFree II Annexation involved 21 acres. No one from <br /> the Administration was present to make the presentation. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Ujdak that Bill <br /> No. 01-90 be sent to the full Council without recommendation in light of the fact that no one was <br /> present at the Committee hearing. The motion passed. <br /> There being no further business to come before the Committee, Council Member White adjourned <br /> the meeting at 4:03 p.m. <br /> Respectfully submitted, <br /> Council Member Karen L.
