The August 27, 2001 meeting of the Personnel and Finance Committee was called to order by its
Chairperson, Council Member James Aranowski at 4:40 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Varner,
Ujdak, Coleman, Kirsits and White; Citizen Member Isabel Gonzalez, Alex Koenig, Jon Hunt,
John Oxian, Aladean DeRose, Beth Leonard, Terry Bland of the $'outb Voenti Zributte, and
Kathleen Cekanski-Farrand, Council Attorney.
Council Member Aranowski stated that the first item on the agenda was to review Bill No. 70-01
which would appropriate$ 131,200 from Fund 212 for the purpose of funding activities under the
US EPA Brownfield Pilot Assessment Grant.
Alex Koenig, a planner with Community and Economic Development, made the presentation. He
noted that the funds would pay for the costs of Phase II Environmental Site Assessments. The
funds are part of a$200,000 grant awarded in September of 1999.
Following discussion, Council Member King made a motion, seconded by Council Member
Varner that Bill No. 70-01 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 71-01 which would appropriate $ 432,143 within Fund
212 for the purpose of administering the AmeriCorps Program.
Elizabeth Leonard, Director of Financial & Program Management of the Community & Economic
Development Department made the presentation. She noted that the City was approached by
AmeriCorps to administer the program starting September 1, 2001. 17 not-for-profit agencies
would have volunteers working in their agencies. Each volunteer must work 1,700 hours in order
to earn an educational award, plus a living allowance of$ 9,300.00. The educational award could
be used for college tuition or to pay off loans incurred for college. Each agencies provides a cash
match and the City would receive $50,000 for administrative costs.
Following discussion, Council Member King made a motion, seconded by Council Member
Varner,that Bill No. 71-01 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 72-01 which would appropriate $ 10,00 within Fund 212
for the"purpose of paying for costs of collection".
Beth Leonard made the presentation. She stated that three (3) loans have become delinquent in the
payment as well as with regard to the payment of property taxes. This appropriation would allow
the City to keep the properties and work with the individuals to bring them current. She noted that
one of the individuals is now deceased.
Council Member King and Dr. Varner both voiced concern over the title of the proposed ordinance
and suggested that Ms. Leonard note in her presentation this evening that the appropriation is
necessary in order to assist the city in protecting the properties in question.
Following discussion, Council Member King made a motion, seconded by Council Member
Varner that Bill No. 72-01 be recommended favorably to Council. The motion passed.

Under miscellaneous business, Council Member Aranowski reminded the Committee Members
that the budget hearings begin tomorrow. He also noted that he would be out of town form
September 7th through September 17th.
There being no further business to come before the Committee, Council Member Aranowski
adjourned the meeting at 4:50 p.m.
