The October 22, 2001 meeting of the Personnel and Finance Committee was called to order by its
Chairperson Council Member Sean Coleman at 3:25 pm in the Council Informal Meeting Room.
Persons in attendance included Council Members: Varner, Coleman, White, Kelly, Aranowski,
and King; Citizen Member Khadijah Muhammad, Mayor Stephen J. Luecke, Dennis J. Andres,
Wayne Doolittle, Liz Rowell, William Hoye, Robert Rosenfeld, Terry Bland of the a,out j 513tuO
Zrihurct, and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Coleman noted that members of the Committee included Council Members King,
Aranowski and himself.
Council Member Coleman then called for a presentation on Bill No. 95-01 which is a proposed
appropriation in the amount of $ 24,800 from the Morris Performing Arts Center Improvement
Fund, Fund No. 416.
Mr. Dennis J. Andres, Executive Director of the Morris Performing Arts Center, made the
presentation. He noted that$ 1.00 is charge per ticket and used to fund capital improvements. The
appropriation would address customer needs and improvements. Mr. Andres noted that $ 15,500
would be used to purchase Box Office software and computer equipment; $ 3,250 would be used
to upgrade the sound wiring system;and$ 6,000 would be used to purchase a floor scrubber.
Following discussion, Council Member King made a motion, seconded by Council Member
Aranowski that Bill No. 95-01 be recommended favorably to Council. The motion passed.
Dr. Varner complimented Mr. Andres for the new awning by the ticket area. Mr. Andres stated
that once the sidewalk is completed that there will be a better flow to the area.
Council Member Coleman noted that the next item on the agenda was to review Bill No. 98-01
which would amend Ordinance No. 9258-01 which would appropriate an additional $ 3,736.09
from the Hall of Fame Operations Fund (# 677) and an additional $ 122,802 from the College
Football Hall of Fame Fund(#377) to satisfy the City's obligation to the National Football Hall of
Fame.
Mayor Stephen J. Luecke made the presentation. He apologized for having the Council act on this
item again, noting that apparently the bill got lost in the shuffle. The Bill before the Council this
evening sets forth the correct numbers. He noted that Liz Rowell was present to answer any
detailed questions.
Dr. Varner noted that the interim agreement called for quarterly reports and inquired whether such
reports are being made. Mayor Luecke stated that Bernie Kish give monthly reports, since the
format of the quarterly reports is still being discussed. Dr. Varner noted that the monthly reports
no longer are sent to the Council. Mayor Luecke stated that he would contact Mr. Kish so that the
reports would be forthcoming.
Council Member Aranowski made a motion, seconded by Council Member King that Bill No. 98-
01 be recommended favorably. The motion passed.

There being no further business to come before the Committee, Council Member Coleman
adjourned the meeting at 3:32 p.m.
