town tt a Vorpor t: <br /> 'Utilities Coututittte <br /> The August 27, 2001 meeting of the Utilities Committee was called to order by its Chairperson, <br /> Council Member Al `Buddy"Kirsits at 4:27 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Varner, <br /> Ujdak, Coleman, Kirsits and White; Mayor Stephen J. Luecke, Citizen Member Isabel Gonzalez, <br /> Jon Hunt, John Oxian, John Stancati, Roxanne Hayden, John Stump, Alan Feldman, Gary Gilot, <br /> Terry Bland of the§toottth Otrat lErtintat, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kirsits noted that the first item on the agenda was to review Substitute Bill No. <br /> 67-01 which would establish a new schedule of rates and charges for services rendered by the City <br /> of South Bend Water Works and would amend §§ 17-45, 17-46.1 and 17-46.3 of the South Bend <br /> Municipal Code. <br /> Public Works Director Gary Gilot made the presentation. Mr. Gilot reviewed the 3-page handout <br /> highlighting various questions related to the proposed water rate increase (copy attached). He <br /> noted that the proposed increase would be less than $ .05 per day. <br /> Dr. Varner inquired about the "most common customer" and was advised that the average would <br /> be based on a customer with 5,000 gallons per month. It was noted that the comparisons done on a <br /> state-wide basis are based on 5,000 gallons per month of usage. <br /> Dr. Varner also inquired about the cost per cubic foot. It was also noted that sprinklers would be <br /> metered separately. <br /> Council Member Kirists inquired about "bulk sales" and was advised that the city does not have <br /> many. It was also noted that the SW field proposed in the Master Plan did not meet the quantity or <br /> quality levels and therefore the City is looking directly west. <br /> In response to a question from Dr. Varner, it was noted the booster pumps are being looked at in <br /> the south end of the city as well as in Carriage Hills. In response to a question from Council <br /> Member Kirsits it was noted that a water tower will be constructed behind Tire Rack with <br /> construction to begin in September and be operational next year. <br /> Following discussion, Council Member Kelly made a motion, seconded by Council Member <br /> Coleman that Substitute Bill No. 67-01 be recommended favorably to Council. The motion <br /> passed. <br /> John Stancati, Director of the Bureau of Water Works, then made a presentation on Bill No. 68-01 <br /> which concerns the construction of various improvements to the City's Water Works facilities. <br /> Mr. Stancati noted that the ordinance would authorize the issuance of revenue bonds which would <br /> not exceed six million dollars. Mr. Stancati noted that improvements were necessary to keep the <br /> facility in compliance with applicable state and federal regulations. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council Member <br /> Kelly that Bill No. 68-01 be recommended favorably to Council. The motion passed. <br />
