The April 9, 2001 meeting of the Utilities Committee was called to order by its Chairperson,
Council Member Al `Buddy"Kirsits at 4:37 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Varner,
Ujdak, Coleman, Kirsits and White; Larry Magliozzi, Public Works Director Gary Gilot, Terry
Bland of the'ottt1 Wttti trtbunt,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kirsits noted that the first item on the agenda was to review Bill No. 28-01 which
is a proposed ordinance to extend and improve utility service and to allocate costs to a recently
annexed area within the city limits, as well as to an area outside the city limits located along U.S.
31 south of Kern Road in Centre To w nshi p, St. Joseph
County, II.
Mr. Gilot stated the HRP Construction was the lowest bidder. A lineal foot basis would be used
for water, and a square foot approach would be used for sewers in distributing the costs. The cost
per square foot would be five cents per square foot if inside the city limits, and the cost would be

20 %higher if outside the corporate limits or six cents per square foot.
Dr. Varner noted that a large portion of the cost would have been picked up by the developer,
however that developer is now gone and as a result he voiced concerns with regard to how K-Mart
would be affected. He stated that he does not believe that they should be penalized and suggested
that a city-wide dollar figure be used so that there would be a consistent cost across the board for
any annexation.
Mr. Gilot noted that oversizing costs are not recovered on a per parcel basis.
Council Member Kirsits inquired about the costs proposed. Mr. Gilot stated that the city would be
attempting to break even based on this proposal.
Following discussion, Council Member Coleman made a motion, seconded by Council Member
Kelly that Bill No. 28-01 be recommended favorably to Council. The motion passed.
Council Member Ujdak requested expenditure data on Phase I which Mr. Gilot agreed to provide.
There being no further business to come before the Committee, the meeting was adjourned by
Council Member Kirsits at 4:45 p.m.
