The February 26, 2001 meeting of the Parks and Recreation Committee was called to order by its
Chairperson, Council Member Sean Coleman at 3:30 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members: Aranowski, Pfeifer, King, Kelly, Varner,
Ujdak, White, Coleman and Kirsits; Citizen Member Kimberly Kilgore, Citizen Member Isabelle
Gonzalez, Jennifer Mielke of the Community Development Department, Kimberly Minter of the
Northeast Neighborhood Revitalization Organization, Sean O'Brien of the Notre Dame Alumni
Community Service, Mark Bradley and Jennifer Rozmarynowski of the Parks and Recreation
Department;Professor Michael Lykoudis,Assistant Chair of the University of Notre Dame School
of Architecture; Professor Alan DeFrees of the University of Notre Dame School of Architecture,
Thomas O'Neal, a student in the University of Notre Dame School of Architecture; Lou Pierce of
WNDU; Carl Littrell, Gary Gilot, Park Superintendent Phil St. Clair, Bernie Feeney, Fred Thon,
Community and Economic Development Director Jon Hunt, Terry Bland of the 'outi) k

Council Member Coleman welcomed everyone to the Committee and noted that the purpose of the
meeting was to receive an overview of the proposed Coquillard Park Revitalization Project.
Park Superintendent Phil St. Clair stated that the project will address the seven (7) acre park in the
northeast neighborhood by Perley School. He noted that it is a partnership of the University of
Notre Dame, the Near Northeast Neighborhood Association, the Community Development
Department, the Parks and Recreation Department, the South Bend Downtown Design Center and
WNDU.
Jennifer Mielke, a planner with the Community Development Department, noted that the project is
neighborhood oriented and will represent a community building initiative.
Kimberly Minter of the Northeast Neighborhood Revitalization Organization noted that this is one
of several exciting new projects where the park is seen as the core of the neighborhood.
Lou Pierce of WNDU stated that they are adopting the park as a"rescue project". WNDU plans to
have this as a high profile project for all involved so that it will bring people back to the
neighborhood. He noted that Rick Riddle has prepared a history of the park , a copy of which was
circulated among the committee members.
Professor Michael Lykoudis stated that the School of Architecture of the University of Notre Dame
sees this project as an opportunity to contribute to the community for all generations.
Council Member King, the 4th District Council Member, who represents the area where the park is
located then passed out two (2) handouts (copies attached); one which outlines the planning and
design phase events and schedule and the second one which lists the Workgroup Members
participating in the Coquillard Park Revitalization Project. Council Member King stressed that the
money for the project will come from private sources and volunteers. He hopes that by setting this
park project in motion that it will become a model for corporate and citizen involvement. WNDU
will promote this project for corporate sponsorship.
Council Member Coleman invited all Council Members to participate in the process.

Council President Pfeifer stated that this is an excellent project. She inquired as to who the contact
person would be for the project. Council Member King stated that he and Kimbery Minter could
act as the point persons for inquiries.
Council Member Coleman stated that there is a Parks and Recreation Committee meeting next
Monday to hear a proposed skateboard park presentation. He thanked everyone for coming to the
meeting today on this exciting new project.
Lou Pierce highlighted the fact that WNDU wishes to document every phase of the Coquillard Park
Revitalization Project.
Professor Lykoudis noted that on March 8th the School of Architecture will unveil the design
proposals for the downtown at 5: 30 pm;with further activities taking place on Saturday from 9 am
to noon.
Council Member King then made a motion, seconded by Citizen Member Kilgore that the meeting
be adjourned. The motion passed and the meeting was adjourned at 3:53 p.m.
