SECTION IV. The petition is tentatively scheduled for public hearing at the April 3rd, 2023 South Bend Board of Zoning Appeals meeting. The staff report and recommendation of the South Bend Board of Zoning Appeals will be forwarded to the Office of the City Clerk by noon on the Wednesday following the public hearing. The project is getting the house ready at 1602 S. Michigan Street. Its purpose will be a house for the education of, and transitional living for, homeless women and their children. It will house clients in the Homes for Tracy program ONLY. It will have 5 bedrooms. Each single woman and her children, if any, will reside there for 6-8 months during which she will work on life skills, life sustainability, financial literacy, her credit, entrepreneurship and the accumulation of social capital in the form of people who will assist her on her journey out of homelessness. The ultimate goal for each woman is home ownership. Each woman is expected to work and to save a portion of her salary. By doing so, when she transitions to a house or apartment, she will have the necessary funds for security deposits and to turn on utilities without asking for financial assistance. This is a hand up, not a handout. It is not yet clear if we need a special exemption, or if one or more of the uses"permitted by right" may prove suitable without the need for a special exception. In any case, should we all determine a special exemption is needed, we provide additional information below. (2) REQUESTED ACTION Special Exception (1) The proposed use will not be injurious to public health, safety, comfort, community moral stands, convenience or general welfare, because: The property at 1602 S. Michigan Street will be used for Multi-Unit transitional housing for women and their children who, even though they might currently be unsheltered and homeless, will abide by the laws and regulations of the City of South Bend, the county of St. Joseph and the state of Indiana. Each candidate is only eligible with the understanding this is a volunteer program and will have certain expectations with behaviors and actions that will not only benefit her personally but also the neighboring area. Consequently, there will be a security system, strict rules and regulations set in place to help her feel safe and secure, and to help her keep a mindset that this opportunity to change her lifestyle will come only with cooperation and intention. (2) The proposed use will not injure or adversely affect the use of the adjacent area property values therein because: The purpose as stated before, is to assist women who are in the beginning levels of transitioning their lives. Each woman is part of a working community focused on being self-sufficient. There are other multi use housing locations in the immediate area. There should be no objections from neighboring homes. Prior to 2020, this proposed site for Homes for Tracy, 1602 S. Michigan Street, was a common nuisance because it stayed empty for so long. Now there is a perfect opportunity to create a new narrative not only for the property but for the lives of these women, and in some cases the lives of their children. (3) The proposed use will be consistent with the character of the district in which it is located and the land uses authorized therein because: 1602 S. Michigan Street was built around 1900. The character of this home from the time is was first created has not changed. It stands with dignity despite the changes all around. Like everything that has come about in the last 20 or so years, this neighborhood is in transition for the better and with that mindset the Homes for Tracy ministry is perfect for this spot. (4) The proposed use is compatible with the recommendations of the Comprehensive Plan, because: The existing comprehensive plan was written in 2002 and much has changed in St. Joseph County since then. There is a steady growth in population and the cost of rent is stupendous. Many people are adversely effected, and the increase of families facing homelessness is horrific. The use of this property by Homes for Tracy is but a small part of the answer and the comprehensive plan in action for affordable housing and quality of life for less fortunate citizens, who just need a chance to make a better life for their family. It will make a tremendous difference for those women who participate in it, and will improve the neighborhood as well.
