Persons in attendance included Council Members: Aranowski, Pfeifer,Kelly,King, Varner,Ujdak, Coleman,Kirsits and White;Mike Wojtysiak, Andrew Spalding,James Campbell, Cassandra Moran, William Batteast,Marvin Murdock,Terry Bland of the *OUt ttb 'CrtbunM,and Kathleen Cekanski-Farrand, Council Attorney. Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-33 which is a five(5)year residential real property tax abatement request for Habitat for Humanity of St. Joseph County,Indiana for the property located at 237 Sadie Street. Cassandra Moran of Community&Economic Development reviewed her report dated March 22,2000(copy attached). She noted that the project involves the construction of a single family home of approximately 1,100 square feet which would have an estimated value of$ 60,00.00. Habitat will sell the house to a qualified low income family for approximately$ 40,000.00 using a no interest loan and mortgage. The project meets the qualifications for a five(5) year residential tax abatement under§ 2-77.1 of the Iffien4 Municipal tObt. The Executive Director of Habitat was present and available for questions. Following discussion, Council Member Ujdak made a motion, seconded by Dr. Varner that Bill No. 00-33 be recommended favorably. The motion passed. The Committee then reviewed Bill No. 00-34 which is a five (5) year personal property tax abatement request for C&C Salvage for the property located at 3231 Gertrude Street. Cassandra Moran of Community&Economic Development reviewed her reported dated April 4,2000(copy attached). She noted that the petitioner is in the recycling and manufacturing business involving scrap metals and solid wastes into recycled metals and useful products. The petitioner seeks to acquire new manufacturing equipment which would divert scrap metal from land fills. The approximate cost of this equipment is estimated to be$375,00.00. Five(5)new jobs would be created. The petitioner meets the criteria of§ 2-84.2 of the goOtttfJ WO Municipal Obe. Mr. Michael Wojtysiak,the accountant for the petitioner,introduced Mr. James Campbell, President of the company to the Committee. It was noted that the petitioner intends to clean up the subject property as much as possible since it does have environmental concerns. Mr. Campbell noted that as many as ten(10) employees may be hired the first year with that number to double by the second year.A brochure showing the equipment was shown to the committee. Following discussion,Council Member Ujdak made a motion, seconded by Council Member Varner that Bill No. 00-34 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 00-35 which is a five(5) year personal property tax abatement request for Parrish Machine,Inc. And Associates Leasing,Inc. For the property located at 3702 West Progress Drive. • amoomor.4 sod Economic Development Committee Meeting 14=1 10. Cassandra Moran of Community&Economic Development reviewed her April 4,2000 report(copy attached) which noted that the petitioner propose to purchase an Okum MH-60 horizontal machine center which will be used to machine parts for the turbine industry. The approximate cost of the machinery is$324,000.00. The report concluded that the petitioner meets the appropriate provisions of the $ OUt b Vitra if tunitipal tat for the abatement. Mr. Andrew Spalding, the President of Parrish Machines was available for questions. Followin g discussion, Council Member Ujdak made a motion, seconded by Dr. Varner,that Bill No. 00-35 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 00-36 which is a six(6) year real property tax abatement request for Batteast Warehouse Partnership for the property located at 2102 West Washington Street. Cassandra Moran of Community&Economic Development reviewed her April 5,2000 report(copy attached) which noted that the petitioner proposes to build a 12,800 square food steel warehouse on approximately two(2) acres of land. It would be used for small businesses needing space for light manufacturing and light industrial. Batteast Construction Company, Inc. Would occupy part of the warehouse. The report concluded that the petitioner meets the criteria set forth at § 2-83.1 of the§bOlit j 3 U !' UUiCiilal tat. Mr. William L. Batteast was available for questions from the committee. Council Member Pfeifer noted that the project would be in the Second District and she welcomes this development noting it would be a tremendous investment to the area. Following discussion, Council Member Varner made a motion, seconded by Council Member Kirsits that Bill No. 00-36 be recommended favorably to Council. The motion passed. Council Member Coleman noted that Mr. Batteast was a former citizen member of the Parks and Recreation Committee.
