The October 9, 2000 meeting of the Community and Economic Development Committee
was called to order by its Chairperson, Council Member Roland Kelly at 5:00 p.m. In the Council
Informal Meeting room.
Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King,
Varner, Ujdak, Kirsits and White; Cassandra Moran, Andrew W. Place, Terry Bland of the
*atttlh Akttb Irrihutte,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kelly noted that a letter was received from Cassandra Moran, Economic
Development Specialist, dated October 6th requesting that Bill Nos. 00-116, 00-117, and 00-118
be continued until the October 23rd meeting since the South Bend Redevelopment Commission did
not have a quorum and therefore were unable to take action on these Bills prior to today's

Committee meeting.
The Committee then reviewed Bill No. 00-119 which is a five (5) year residential real
property tax abatement request for the properties located at 4304, 4323 and 4315 Maple Road;
4302,4310,4330(or 4327 Maple Road),4340 and 4350 Portage Avenue.
Cassandra Moran,Economic Development Specialist, reviewed her report dated October 4,
2000 (copy attached). Meadow Wood II, L. P., the petitioner, plans to construct eight (8) homes
in the third phase of Field Point which will range in cost from $ 125,000 to $ 150,000. The total
project cost is projected to be one million dollars. The report concluded that the petitioner meets
the qualifications for a five (5) year residential tax abatement under § 2-77.1 addressing "Singe
Family Real Property Abatement"of the South Bend Municipal Code.
The Petitioner, Mr. Andrew W. Place, stated that this is the last phase of the Field Point
Subdivision. He stated that the residential tax abatement program has worked very well in
encouraging new low and moderate income individuals to consider home ownership and urged the
Council to continue the program in the future.
Following discussion, Council Member Ujdak made a motion which was properly
seconded to send Bill No. 00-119 favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Kelly
adjourned the meeting at 5:04 p.m.
