The September 25, 2000 meeting of the Community and Economic Development
Committee was called to order by its Chairperson,Council Member Roland Kelly at 3:02 pm in the
Council Informal Meeting room.
Persons in attendance included Council Members Aranowski, Kelly, King,Varner, White,
and Ujdak; Beth Leonard, Jon Hunt, George Adler, Chrisline Austin, Terry Bland of the $ oltth
WI Irrtbun*, and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kelly noted that the first item on the agenda was to review the
recommended HCD Applications for Program Year 2001.
Beth Leonard provided a two-page handout (copy attached) detailing the proposals, the
funding request amounts, the 2000 Allocation, and recommendations from the staff on each
proposal. Ms. Leonard noted that the 30-day public comment period on the proposal begins this
Friday and that there will be two (2) public hearings, namely one on October 19th @ 1:30 p.m. in
Mishawaka and one on October 19th @ 5:30 p.m. on the 13th floor of the County-City Building in
South Bend. She stated that the planning and administration maximum is twenty percent(20%) for
a total of$757,200;and that the maximum for public service activities is fifteen percent(15 %) for
a total of $ 567,900. She added that a total of thirty percent (30%) can be spent on "slum and
blight"activities for a total of$4,272,805.
In response to a question from Council Member Kelly on the overall parameters for the
recommendations, Ms. Leonard stated that they review the petitioner's past performance, whether
they are new requests and their capacity to perform, and whether they would be eligible for other
sources of funding from other agencies. She stressed that recipients must be 501C3 organizations
and have proper documentation from the IRS.
Ms. Leonard noted that$ 1 million is proposed for the Dean Johnson Park; and $ 1 millon
is proposed from EDIT for Oliver Plow/Studebaker Corridor with $ 2.4 million for the rest of this
project.
In response to a question from Dr. Varner, Ms. Leonard stated that § 108 loans are not
forgiven and that the Homeless Shelter/LaSalle Rec amount of$ 150,000 is being paid down over
three (3) years. Terms can be structured in many different ways with Hardees being over a 12-
year period for example.
In response to a question from Council Member Ujdak, Ms. Leonard stated that with
regard to§ 108, the City cannot borrow more than three(3) times the total allocation.
Council Member Kelly inquired about monitoring of the various projects. Mr. Adler stated
they work closely with each recipient. Ms. Leonard noted that each has a contract and all agencies
are required to submit claims for reimbursement.
Council Member Ujdak inquired whether these are final recommendations. Ms. Leonard
stated that they are all subject to the 30-day public comment period. Jon Hunt noted that Mayor
Luecke just received the recommendations on Friday. •

In response to a question from Dr. Varner, Ms. Leonard highlighted those entities who -
have been recommended for substantial cuts or not to be funded at all which include such as Youth
Development Initiative, Grace Community Center, Reward. Council Member Aranowski noted
that as an HDC Board Member they have discussed the reorganization of the REWARD Program.
In response to a question from Council Member Kelly, Ms. Leonard noted that Greenridge •
Farm Youth Corp, Inc. submitted several proposals however did not submit IRS 501C3
verification.
In response to a question from Council President Pfeifer, Ms. Leonard stated that there
where many other good projects and therefore Hansel Center was not addressed, noting that the •
request was in addition to the Martin Day Care Center.
Council Member White inquired as to what percentage of the applications where new. Ms.
Leonard stated that she did not have this figure.

Council Member King inquired about reserve funding. Ms. Leonard stated that they have
never had a reserve however do use reprogrammed monies if programs do not work out or are
delayed. She noted that $ 486,000 is reprogrammed money in the proposal and was from sources
"all over the board". Program money in 1999 was $220,000.
Council President Pfeifer inquired about the Emergency Shelter Grants (ESG). Ms.
Leonard stated that if a request was not funded last year that they have been proposed for no
funding for 2001. She also noted that they do not want additional projects to be dependent on this
funding.
Ms. Leonard noted that HOME is a county-wide program for Mishawaka, St. Joseph
County and South Bend. It is governed by a Consortium Board which met this morning. There
are six(6) people on the Board, with two(2) representatives from each governmental entity.
In response to a question from Council Member King, Ms. Leonard stated that the handout
represents a first draft which may reflect future changes resulting from the public comment 30-day
period as well as recommended changes from the Mayor.
Council Member Kelly recessed the Committee meeting at 3:35 p.m.
Council Member Kelly reconvened the Committee meeting at 3:45 p.m. Council Members
Kirsits and Coleman joined the meeting at this time along with Cassandra Moran and Sue Clark.
Council Member Kelly noted that this portion of the Committee meeting is scheduled to
review tax abatement requests. He then called for a review of Bill No.No. 00-110 which is a five
(5) year residential real property tax abatement request of Dave Coker for the properties located at
5117 Idlewood, 5125 Idlew000d,218 North Summit Drive,and 226 North Summit Drive.
Cassandra Moran of Community and Economic Development reviewed her report dated
September 20, 2000 (copy attached). She noted that the petitioner proposes to develop four (4)
single family residences of 1,000 to 1,176 square feet estimated at an individual cost of$ 85,000
for a total project cost of $ 340,000. The report concludes that the petitioner meets the
requirements of § 2-77.1 of the South Bend Municipal Code 'addressing Single Family Real
Property Abatement.

Sue Clark, a representative of Dave Coker, made the presentation. She noted that they are
attempting to provide affordable housing in the city.
Following discussion, Dr. Varner made a motion, seconded by Council Member Ujdak that
Bill No. 00-110 be recommended favorably to Council. The motion passed.
Dea Andrews then joined the Committee meeting.
Council Member Kelly then called for a report on Bill No. 00-109 which is a five (5) year
residential real property tax abatement request of South Bend Heritage Foundation for the
properties located at 1402 and 1408 West Washington Street.
Cassandra Moran of Communit y and Economic Development reviewed her report dated
September 18
p 18, 2000 (copy attached). She noted that the petitioner has been developing the West
Washington Neighborhood and that the project would include the construction of two(2) homes to
be sold to owner
occupants with units costing$77,790 for a total project cost of$ 155,580.
Dea Andrews made the presentation on behalf of the South Bend Heritage Foundation.
She showed a map to the Committee depicting that there are currently three (3) lots which will be
replatted into two(2) lots. They have a purchaser for lot A and will have a hearing on the variance
on October 19th.
Council Member White inquired about the for sale sign on 1401 Chapin. Ms. Andrews
noted that that location is one of two spec houses with closing to take place in the near future.
Following discussion, Council Member Varner made a motion, seconded by Council

Member Kirsits that Bill No. 00-109 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, the meeting was adjourned
by Council Member Kelly at 3:58 p.m.
