The November 13, 2000 meeting of the Community and Economic Development
Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:41 p.m. In
the Council Informal Meeting room.
Persons in attendance included Council Members Aranowski, Pfeifer, Coleman, Kelly,
King, Varner, Ujdak, Kirsits and White; Cassandra Moran, Richard Deahl, Robert Strzelecki,
Terry Bland of the 'nth Zriburot,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-

128 which is a request for a ten (10) year real property tax abatement for the property located at
515 West Ireland Road on behalf of Lock Joint Tube, Inc.
Cassandra Moran, Economic Development Specialist, reviewed her report dated November
7, 2000 (copy attached). She noted that Lock Joint Tube, Inc. Is a manufacturer of commercial
steel tubing used in a variety of industries. The proposed project will consist of construction an
addition to their current building of 51,000 square feet at a cost of $ 1.4 to $ 1.8 million dollars.
The report concluded that the petitioner meets the requirements for a ten (10) year Real Property
Abatement" under Section 2-82 of the South Bend Municipal Code addressing industrial
abatement city-wide.
Mr. Richard Deahl, the attorney representing the petitioner than made a further presentation
along with the Controller for Lock Joint Tube, Inc., Mr. Robert Strzelecki.
Council Member Ujdak inquired if the petitioner would use local contractors. Mr. Deahl
stated that the would use Mid-States Construction for the project.
Following discussion, Council Member Varner made a motion which was seconded by
Council Member Kirsits to send Bill No. 00-128 favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Kelly
adjourned the meeting at 4:45 p.m.
