The August 28,2000 meeting of the Personnel and Finance Committee was called to order
by its Chairperson,Council Member James Aranowski at 4:00 pm in the Council Informal Meeting
room.
Persons in attendance included Council Members Aranowski, Pfeifer,Kelly,King,Varner,
Coleman, White and Kirsits; Citizen Member Isabelle Gonzalez, Flint Dilley, Jennifer Mielke,
Gene Oakley,Michael Giulioni, Citizen Member Jean Troutman-Poole,Terry Bland of the &MO
SOO +t*Iblttt*,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Aranowski noted that the first item on the agenda was to review Bill No.
65-00 which would amend Chapter 20, Article 1 of the South Bend Municipal Code by setting
forth parking regulations for municipally owned parking places.
Michael Giulioni of the Community & Economic Development Department made the
presentation. He presented a memorandum (copy attached) which outlined the background,
purpose and intent of the proposed bill. All downtown parking facilities including parking lots and
garages would have two (2) hour free parking. Warnings would be issued to violators. Flint
Dilley noted that over ninety-five(95) signs have been erected providing notice.
Following discussion, Council Member King made a motion, seconded by Council
Member Varner that Bill No. 65-00 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 00-99 would is a resolution in support of the City's
submission of an application for an Indiana Brownfield Assessment Grant. Council Member
Aranowski made the presentation. He Noted that as a member of the steering committee for the
area and being its District Council Member that a resolution of support for the development of the
former Drewry Brewing property would enhance its possibility of receiving grant monies.
Following discussion, Dr. Varner made a motion, seconded by Council Member King that
Bill No. 00-99 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 00-101 which addresses a lease for the property
located at 2202 West Huron for use as a Neighborhood Partnership Center. Jennifer Mielke made
the presentation. She noted that the lease would be for one (1) year(from September 1st, 2000 to
August 31,2001) for a monthly rent of$600.00.
Following discussion, Council Member King made a motion, seconded by Dr. Varner that
Bill No.00-101 be recommended favorably to Council. The motion passed.
Under miscellaneous business, Council Member Aranowski noted that the budget review
will continue this week on Tuesday and Wednesday. Tuesday will focus on Public Works.
Dr. Varner noted that Scottsdale Mall is currently in negotiations. He suggested that
perhaps a Resolution supporting the Mall's efforts be considered in light of the City support given
to Bosch and Drewry properties. Dr. Varner noted that keeping retail in the South Bend city limits
is extremely important. He noted that he constantly hears that residents would do anything not to
drive to University Park Mall.

There being no further business to come before the Committee, the meeting was adjourned
by Council Member Aranowski at 4:10 p.m.
